If you make a comment that can be perceived as being based on Gender Presentation then you haven't committed Homophobic Bullying. So 'Pansy' isn't homophobic, 'Lezzer' (if you where referring to a Girl being Masculine) isn't Homophobic. You can see where this is leading right? stamp out homophobic bullying? they've given a get out clause for bullies!
