All we&#039;ve had here are vague promises and photo-ops in the run-up to an election, and the only move the Gov&#039;t has so far made was to scupper the Labour Party&#039;s civil union proposal in February. Which, incidentally, they will do again this week.The policy of making positive noises while doing absolutely nothing will continue indefinitely, and at the very least as long as Bertie  Co can use the Zappone-Gilligan gay marriage case as a smokescreen.</description>
