Tammy Baldwin is female, Jared Polis is male, so therefore he is the first "openly gay man to be elected" to the US House of Representatives, and the paragraphs are not contradictory.

There is no open 'voice' in the US Senate, unless one counts the much-rumored Barbara Mikulski [D-MD].

This is great. Obama may not have chosen any LBGTs to his cabinet BUT we do have a voice in the Senate and House!
