"This declaration surprises not for the countries that HAVE signed..."

Well, I don't think that's quite true. The Central African Republic, Nicaragua, Timor-Leste, Bosnia-Herzegovina, Cuba, Gabon, Guinea-Bissau, Latvia, and Mauritius are among the real surprises on that list. They may not be global powers, but their presence on the list shows that international pressure through bodies like the UN can have a major influence on the (professed) policies of even nations culturally hostile to homosexuality. And the presence of Australia on the list (and the absence of SA and the US) shows the importance of domestic politics in these matters.

This declaration surprises not for the countries that HAVE signed, but for the glaring ommisions of the ones that did not! The United States of America and South Africa to name but two shockers! This underpins the hard work that has still to be done internationally, but also within those countries boarders (Proposition 8, to name but one hurdle). Now is not the time to sit back and ponder how far we have come, but to recognise how much further we have to go! As far as the USA is concerned, i hope that the new President quickly acts to reverse this decision, and to put the future credentials of these 'United States?' back on the correct course!
