Militias target some Iraqis for being gay
“I’m not a terrorist,” he tells the Iraqi police who surround him. “I want you to know I am different. But I am not a terrorist.”
To some fundamentalist Iraqi Muslims, Ahmed Sadoun Saleh was worse than a terrorist.
He was gay. He wore his hair long and took female hormones to grow breasts. Amused by his appearance, Iraqi police officers stopped him in December at a checkpoint in a southern Baghdad neighborhood dominated by radical Shiite militias. They groped Saleh and ridiculed him.
The assault was captured on video and circulated on cellphones throughout Baghdad, says Ali Hili, founder of London-based Iraqi LGBT, a group dedicated to protecting Iraq’s gays and lesbians. Shortly after the video was made public, Hili says Saleh contacted him, fearing for his life, and asked for his help to flee Iraq.
“Unfortunately, it was too late,” Hili says. Saleh turned up dead two months later, he says.
At least 82 gay men have been killed in Iraq since December, according to Iraqi LGBT. The violence has raised questions about the Iraqi government’s ability to protect a diverse range of vulnerable minority groups that also includes Christians and Kurds, especially following the withdrawal of U.S. combat troops from Iraqi cities last month.
Mithal al-Alusi, a secular, liberal Sunni legislator, is among those who blame the killings on armed militant groups such as al-Qaeda and the Mahdi Army militia.

Diocese of Niagara to offer same-sex blessings
As of Sept. 1, the diocese of Niagara will allow its priests to bless same-gender couples who have been civilly married.
Niagara becomes the second diocese in the Anglican Church of Canada, after the Vancouver-based New Westminster, to offer a sacrament for same-sex blessings. (The diocese of New Westminster, which allowed same-sex blessings in 2002, currently limits the rite to eight parishes.) The issue of same-sex blessings continues to deeply divide Anglicans in Canada as well as worldwide.
“The Niagara Rite is intended for the voluntary use of priests who wish to offer a sacrament of blessing regardless of the gender of the civilly married persons…” the diocese of Niagara said on its Web site, www.niagara.anglican.ca
The rite may also be used for the blessing or renewal of vows for couples “celebrating a significant moment in their married life together,” said an introduction to the Niagara Rite.
The approval of the rite came five years after the diocesan synod of Niagara passed a motion allowing civilly-married gay couples, “where at least one party is baptized,” to receive a church blessing. The diocesan bishop at that time, Ralph Spence, had refused to implement the motion. In January 2008, a similar motion was approved by Niagara’s diocesan synod, and this time, Bishop Spence gave his approval, but said he reserved the right to determine when the same-sex blessings would move forward.
Last fall, Bishop Spence’s successor, Michael Bird, informed a meeting of the Canadian house of bishops that he intended to develop the rite, saying, “I believe we are among those who have been called by God to speak with a prophetic voice on this subject.”
Under a list of protocols outlined by Bishop Bird, a cleric who wishes to offer the Niagara Rite must contact the bishop’s office “so that a conversation can take place between the bishop and the cleric involved.” The cleric is expected to provide details about the couple the cleric intends to bless “and should be prepared to have a conversation about the response of the parish to the blessings,” the list added. “A date for such a blessing should not be confirmed with the couple until after this conversation with the bishop has taken place.”
A parish is not required to get the approval of its vestry before it can offer such blessings.
Two other dioceses – Montreal and Ottawa – have also informed the house of bishops about their intention to move ahead with same-sex blessings. At that meeting, the house of bishops issued a statement saying that a “large majority” of its members could affirm “a continued commitment to the greatest extent possible” to a moratorium on the blessing of same-sex unions. But it acknowledged that the moratorium, which had been sought by the Archbishop of Canterbury and the primates of the Anglican Communion, would be difficult for some dioceses “that in confidence have made decisions on these matters.”
The issue of whether dioceses can offer same-sex blessings is likely to be revisited at the 2010 meeting of General Synod, the governing body of the Anglican Church of Canada. In 2007, General Synod had agreed that blessing rites for gay couples are “not in conflict” with core church doctrine, but refused to affirm the authority of dioceses to offer them. General Synod delegates had also voted to study revising the marriage canon (church law) to allow priests to marry all legally qualified persons. Marriage for gay people has been legal in Canada since 2005.
Last spring, Council of General Synod (CoGS), the church’s governing body in between General Synod meetings, decided not to ask General Synod 2010 to amend the marriage canon to allow for the marriage of same-sex couples. The decision was made after the faith, worship and ministry committee, which was asked by CoGS to prepare “a theological rationale to allow for the marriage of all legally qualified persons,” said that it found the request problematic. Janet Marshall, committee chair, told CoGS that some members felt uncomfortable about being asked to create a rationale for only one side of the argument.

Gay marriage and the date debate
Nearly nine months after California voters banned same-sex marriage in the state, gay marriage supporters are ready to ask them to overturn Proposition 8. They’re just not sure when to ask: In November 2010 or November 2012. Choosing a date involves more than sifting through the polling, community meetings and consultants’ reports that have filled the time since last fall’s election with soul-searching and finger-pointing among supporters, culminating in a meeting of the movement’s leaders Saturday in San Bernardino. Generating enthusiasm for a grassroots campaign will also be a heart-based decision, one that has split same-sex couples even in Kern County, where 75 percent of voters backed Prop. 8. Bakersfield resident Jade Haley wants an initiative in 2010. Her partner Alee Gamino thinks that’s too soon. Gamino’s Catholic mother still refers to Haley as “she” and has no contact with them as a couple, who are raising Gamino’s teenage daughter from a previous relationship. On Sundays, Gamino, 34, goes to church twice. She attends a Catholic service solo with her mom in the morning and goes to a Metropolitan Community Church with her partner in the evening. “The churches have thousands and thousands of people ready to go against us,” said Gamino. She looked at 70 people who came to a Unitarian Universalist Church on Thursday to talk about the movement’s next step. “All we have is what’s in this room.” Still, Gamino was among only a dozen people at the Bakersfield meeting called by Marriage Equality USA who supported waiting until 2012. The sentiment for a vote next year echoed one at a similar gathering in San Francisco, while gatherings in liberal bastions such as Oakland and Berkeley leaned toward 2012. “The reaction was really mixed,” said Pam Brown, Marriage Equality USA’s political director, who compiled information from the organization’s “Get Engaged” tour of 40 California cities over the past several weeks. “A lot of people who wanted to wait until 2012 wanted to see what the plan was first before they committed.” A nonbinding straw poll of leaders gathered Saturday in San Bernardino to plan the movement’s next step found that 93 people voted to go in 2010, 49 in 2012 and 20 were undecided. History Is on My Side, Says Calif. Justice Who Voted Against Gay-Marriage Ban
Carlos Moreno stood alone in May when he dissented from the decision upholding Proposition 8. But the California Supreme Court justice says history will prove him right — that denying gays and lesbians the right to marry is illegal discrimination.
“Someday at some point my dissent will be the majority view in California,” he said during an interview in his San Francisco chambers late Wednesday. “I think that’s where the law is headed.”
“Equal protection is either equal or it’s not,” he added. “It’s not the kind of thing you can chip away at.”
Moreno, one of four justices to back same-sex marriage last year and the sole vote against Prop 8 this year, took time to talk to The Recorder about his votes, his brief moment on the Obama administration’s short list for the nation’s highest court, and U.S. Supreme Court nominee Sonia Sotomayor’s controversial “wise Latina” comment.
Moreno’s dissent in Strauss v. Horton, 46 Cal.4th 364, came at a touchy time for him. He had been contacted by the Obama administration a week earlier as a possible replacement for retiring U.S. Supreme Court Justice David Souter. Since President Obama has officially stated his opposition to same-sex marriage, it could be assumed Moreno’s position on marriage and Prop 8 might be troublesome.
But, Moreno said, Obama’s vetters didn’t ask him how his Prop 8 vote — which wasn’t yet public — would go.
“They just asked if there were any high-profile cases — past or present, including on the trial court — that would be the kind of case that would draw attention.”

Gay sex ruling: HC judge accused of judicial impropriety in India
NEW DELHI: A Supreme Court advocate has raised the issue of “judicial impropriety” on the part of Justice S Murlidhar, who had sat on the bench that delivered the judgment in the ‘gay sex’ case.
In two separate letters written to the Chief Justice of the Delhi High Court Justice A P Shah and Members of Parliament, the advocate Janak Raj Jai contended that Justice Murlidhar had himself filed a writ petition in 1994 as a lawyer in the high court seeking quashing of Section 377 of the IPC.
When contacted, Justice Murlidhar’s secretary said the judge was aware of the letter (of the advocate) but had no comments to make.
Jai said Justice Murlidhar had appeared as intervenor in the original writ petition on behalf of an organisation “AIDS Bedhav Virodhi Andolan.”
“Propriety demands that a judge who had been an advocate in a similar case, should not have heard the present petition (Naz Foundation) challenging parts of Section 377 IPC,” the letter, written by Jai to the Chief Justice three days before the judgment was delivered, stated.

A young gay medical student named Bryce Faulkner had made plans to move from Arkansas to be closer to his boyfriend, Travis Swanson, who lives in Wisconsin. But now Bryce has vanished–into a 14-month program meant to “convert” him to heterosexuality, it is thought.
A July 20 Sky News article reports that Swanson last heard from Faulkner, 23, when the two spoke via telephone on June 15.
Faulkner’s friends and advocates fear that the young man may have been pressured by his parents into signing up for a program with Exodus International, a group that claims that gays can be “cured.”
It is thought that Faulkner might be at a center run by the religious group in Florida.

Gay Sailor Found Dead On Marine Base In Suspected Homicide
CAMP PENDLETON — The body of a 29-year-old sailor was found in a Camp Pendleton guard shack Tuesday, and a “person of interest” was taken into custody in connection with the suspected homicide, Navy officials said yesterday.
The body of Seaman August Provost of Houston, Texas, was discovered about 3:30 a.m. on the western edge of the base, said Doug Sayers, a spokesman for Navy Region Southwest.
An autopsy was completed yesterday, but authorities were waiting for results of toxicology tests to determine a cause of death.
A “person of interest” was being held in the Navy brig at Marine Corps Air Station Miramar. No charges have been filed.
The death has local gay activists calling for a formal investigation into whether Provost was slain because of his sexual orientation.
“We’re definitely monitoring this and trust and hope the military will investigate this in the professional way it should,” said Nicole Murray-Ramirez, chairman of San Diego’s Human Rights Commission. Murray-Rameriz also has contacted Reps. Susan Davis and Bob Filner, asking that they make official inquiries to the military concerning an investigation.
The Navy would not comment on whether Provost’s orientation had anything to do with the death.
“While ‘Don’t ask, Don’t tell’ is in place, anybody in the military who is a homosexual has no place to go to get assistance or counseling,” said Ben Gomez of Servicemembers Legal Defense Network, an advocacy group for gays in the military.
Provost’s boyfriend, Kaether Cordero, said yesterday that Provost was openly gay but kept his private life quiet for the most part.
“People who he was friends with, I knew that they knew,” Cordero said from Houston. “He didn’t care that they knew. He trusted them.”

Private meeting with Archbishop of Canterbury Rowan Williams at convention will address sexuality, ministry

[Episcopal News Service] Eight members of the Episcopal Church’s House of Deputies are scheduled meet privately with Archbishop of Canterbury Rowan Williams at General Convention in a session that is intended in part to address lesbian, gay, bisexual and transgender (LGBT) issues in the church.
General Convention meets July 8-17 in Anaheim, California, and Williams will be present July 7-9.
The session is not an official convention meeting and thus there has been no announcement of the plans. However, when contacted by Episcopal News Service, the Rev. Canon Michael Barlowe of the Diocese of California confirmed the details.
Barlowe said that he and the other deputies understood the meeting was to be brief and private, but that it was not a secret.
“It’s not a summit or constituted in an official way,” he said. “We don’t expect to issue a communiqué or anything like that.”
Instead, Barlowe said, he hopes the meeting will be a chance for dialogue and a chance for Williams to hear about the ministries of eight Episcopalians whose “significant fundamental characteristic” is “our deep love for the Episcopal Church within the Anglican Communion.” The eight deputies’ lives reflect the broad range of ministry of all Episcopalians, he said.
Barlowe set the meeting in the context of the communion-wide Listening Process, which is intended to hear all sides of the issues concerning human sexuality and the church.
Williams, Barlowe suggested, has not had a chance to hear about the broad range of ministry and leadership in which LGBT Episcopalians are involved.
There’s a larger hope attached to the meeting, according to Barlowe.
“Anytime committed Christians come together, something remarkable happens,” he said. “What comes to the fore is the commitment to be better bearers of the good news of Christ.”
The chance to have such a meeting, he said, is typical of the way leadership in the Episcopal Church seeks ways to move the mission and ministry of the church forward by trying to form partnerships with “other passionate ministers such as Archbishop Rowan.”
Barlowe, who has been a candidate in episcopal elections in the dioceses of California and Newark, said that he first raised the possibility of a meeting with the archbishop when the California deputation was discussing Anglican Communion issues. His colleagues encouraged him to pursue the idea and Barlowe says he sought the support of other LGBT deputies.
When he contacted Presiding Bishop Katharine Jefferts Schori or House of Deputies President Bonnie Anderson to ask for time with the archbishop, the request came with the backing of many of those deputies, he said.
Jefferts Schori and Anderson, along with their staffs, “graciously” agreed to ask Williams to meet with some deputies and Williams “graciously” agreed, Barlowe said.
Jefferts Schori’s and Anderson’s willingness to help bring about the meeting “is totally consistent with their leadership” of the church and their goal of fostering “serious and respectful conversation,” he added.
The presiding officers did not appoint the deputies, Barlowe said. Instead, he was asked to put the group together. He said he consulted with others and sought deputies who reflected the range of geographic, age, and ministerial diversity of those people who supported the request for the meeting.
In addition to Barlowe, the deputies are:
- Louie Crew, Diocese of Newark;
- the Rev. Canon Lisa Gray, Diocese of Michigan;
- the Rev. Tobias Haller BSG, Diocese of New York;
- Joanne O’Donnell, Diocese of Los Angeles;
- the Rev. Altagracia Perez, Diocese of Los Angeles;
- Rebecca Snow, Diocese of Alaska; and
- Michael Spencer, Diocese of Eastern Michigan.
The Rev. Eric H. F. Law, known for his work in multicultural leadership training, has been helping the deputies prepare for their meeting, according to Barlowe, and Law may attend the session with Williams.
Because they do not all know each other, Barlowe said, the group has been presenting to each other their “ministry biographies.” He called that experience “emotionally powerful.”
“Once again, I’ve been overwhelmed by just how committed the ministers of this church are,” he said, adding that hearing the deputies’ stories “made me incredibly thankful yet again for being part of the Episcopal Church.”

Gay Exorcism Mania
Been hearing a lot about the gay exorcism lately?
About a week after Fairfield County Weekly ran a story on Bridgeport’s Manifested Glory Ministries and the almost violent “casting out of spirits” they performed on a teenager (“Losing Grip,” June 18), the story has been picked up by Hartford-based Fox 61, then the AP, then CNN and then, inevitably, everyone else.
(A headline at TheSpoof.com even announced “Michael Jackson Died During Gay Demon Exorcism.”)
Robin McHaelin, executive director of the advocacy group True Colors, says that after viewing the YouTube clip of the event, she confirmed that, months earlier, the teenager seen in it attended True Colors’ Queer Prom in Hartford.
Also, the boy, confirmed to be 16 years old, did not undergo the ritual at the behest of his parents; he sought out Manifested Glory, and his mother was shocked of the footage of him writhing on the floor or being held up by his arms as the church’s “prophet” and “overseer” yelled evocations.
This limits what actions the state Department of Children and Families, whom McHaelin contacted, can do about the matter.
“I think this is a very troubled family and the child needs space for reflection,” says McHaelin. “I am hoping that if we back off, the church will back off, too.”

Obama To Consider Gay Pentagon Appointment
President Obama is considering nominating an openly gay man to a top civilian Pentagon post, the Washington Post reported Thursday. The president, under pressure from gay activists to live up to campaign promises he made to help secure greater rights for gay men and lesbians, is considering nominating William White to a high-ranking civilian Pentagon post. The paper did not disclose the post being considered, but White, chief operating officer of Manhattan’s Intrepid Museum Foundation, was once touted by top retired military leaders and some Democrats in Congress to be the next Secretary of the Navy. While heading the Intrepid, White has accumulated extensive contacts in the armed forces, and in 1996, he was awarded the Meritorious Public Service Award for his work with the Navy.
