Minister defends decision not to fund gay arts festival
OTTAWA — Industry Minister Tony Clement says his government had to consider “regional fairness” when doling out stimulus money to big tourism events - and that’s why a gay arts festival in Montreal didn’t make the cut.
The organizers of Montreal’s Divers-Cite festival, which features gay and lesbian performers from around the world, said they were shocked to find out this week that their application for funding under the new program had been rejected.
They had been told by bureaucrats they had met all the rigorous criteria for their $155,000 bid - a fact not disputed by the government.
Director Suzanne Girard had initially scoffed at suggestions that ideology might be at play in handing out grants, but now says she suspects politics were involved.
After some Conservative caucus members complained last month that Toronto’s Pride Week had received $400,000, junior tourism minister Diane Ablonczy lost responsibility for the file.
But Clement said Wednesday there had been an “avalanche” of applications under the $100-million Marquee Tourism Events Program and decisions had to be made.

A consensus: among consultants Wait until 2012 To Repeal Prop 8
he advice is piling up on one side for folks who want to see same sex marriage legalized in California: Wait until 2012 to ask voters to overturn Proposition 8.
We’ve told you about the three LGBT coalitions of color who suggested waiting, and the nation’s oldest LGBT Democratic club saying the same. Now some of California’s top political consultants are joining the chorus.
Now, now. We know that some gay marriage fans blame consultants for the ruinous anti-Prop 8 campaign. But Equality California marriage director Marc Solomon — who helped lead the successful drive for marriage in Massachusetts — asked seven to share their thoughts on the 2010 v. 2012 question. Plus, they asked what the LGBT community and their allies should do to prepare to go back to the ballot. Three were openly LGBT (including two who are married) and one is a Republican.
The consensus: Wait until 2012.
Sue Burnside, co-chair of the National Gay & Lesbian Victory Fund Campaign Board, is “convinced that we should refrain from rushing in 2010, and instead to build on grassroots passion and strategically prepare for a ‘Yes on Marriage Equality’ referendum in 2012.” Ditto for Mark Armour and Rick Claussen suggests “a multi-year campaign that culminates in an election when the time is right.”
“If you do UNSUCCESSFULLY undertake this issue at the ballot in 2010, this will further erode public support on the issue and make it harder for future efforts to succeed,” Claussen said.
Even though Democratic consultant Richie Ross — who has won a bazillion races in California going back a few decades — doesn’t offer a definitive suggestion, he presents a raw numbers breakdown that suggests that by 2012 there will be more young voters on the rolls (likely to vote for gay marriage) and more older voters (likely to oppose) dying off.
Dave Fleischer, who has worked on many gay-related ballot measures over the years, worries about money. Each side on the Prop 8 battle raised at least $40 million. “The most conventional path to victory employed by a wide variety of campaign strategists — bury your opposition by dramatically outspending them, effectively drowning out their message — isn’t an option when the opposition is as well-funded as ours is in California.” He worries that the 66 weeks until Nov 2010 “is a very brief time to raise $40-50 million.”
Plus, he worries if “our strategy, in a lower turnout year, (can) insure that those who voted withus in 2008 return to the polls in greater numbers than those who voted against us? We can certainly try. But we have to acknowledge that this would be very difficult. Key blocs of our supporters, such as younger voters, often turn out to vote in reduced numbers in off-years.”
Former Los Angeles Times pollster Jill Darling said “Did the 2008 campaign move voters? Are the post-elections efforts having any effect? Nothing measurable, as of May.”

Religious groups in India have warned they will oppose any move to legalize homosexuality as the federal government prepares to hold talks on a law that classifies same-sex acts as crimes.
India’s Hindu nationalist main opposition has in the meantime called for a national debate on the legislation that law minister M. Veerappa Moily last week said would come up for a discussion within the government.
“This is a sensitive issue and warrants a debate within the Indian society at large before arriving at any decision,” said Sidharth Nath Singh, spokesman for the opposition Bharatiya Janata Party.
An Indian court is due to give its judgment on a petition filed by a nonprofit group that has challenged the anti-gay provision of the penal code.
In a news conference last week, Moily refused to spell out his government’s stand on it because it awaits judicial determination. But his comments that the federal home minister was “contemplating” a meeting with his Cabinet colleagues on the law drew widespread coverage in the largely conservative country.
“Hope floats at rainbow parades,” read a caption on a front-page picture from a gay parade in New Delhi in Monday’s Times of India newspaper.
Participants in that march demanded repeal of Section 377 of the penal code, which criminalizes private consensual sex between adults of the same gender in the country.

Religious leaders, however, oppose any suggestion to scrap 377, describing homosexuality as “unnatural.”
“We are against calling homosexuality a criminal activity, but we are certainly in principle against legalizing it, because that would mean the state endorsing same-sex relationships,” said Babu Joseph, spokesman for the Catholic Bishops’ Conference of India.
Homosexuality “violates fundamental norms of a family,” he said.

Clinton Says His View On Gay Marriage Is “Evolving”
ABC News’ Rick Klein reports: This afternoon in Toronto, former Presidents Bill Clinton and George W. Bush shared a stage for a “conversation with presidents” at Toronto’s Convention Centre, in a ticketed event (with a hefty payday for both ex-presidents) that was open to the general public.
It was a fascinating discussion — these two 62-year-old men with a combined 16 years in the presidency, talking about current and past events as probably no one else alive can, for the first time in a public forum.
While President Bush mostly kept to his promise not to criticize his successor, he bristled at the suggestion — advanced by President Obama, among others — that Iraq distracted the nation from the war in Afghanistan.
“I don’t buy the premise that our attention was diverted” by Iraq, Bush said. “I think it’s false. Matter of fact, I know it’s false. I was there.”
And while President Clinton mostly kept to his promise to “thwart” efforts to get 42 and 43 to tangle with each other, he offered an interesting insight into his thinking on gay rights.
On the issue of gay marriage — which Clinton, like President Obama, personally opposes — Clinton said of his position: “Frankly, it’s evolving” as he sees more committed gay couples raising kids.
As ABC political director David Chalian has pointed out, Clinton isn’t the only Democrat whose position on gay marriage is moving.
Clinton also expressed optimism that the military’s “don’t ask, don’t tell policy” — which he helped enact — will eventually come off the books, allowing gay members of the armed services to serve openly.
“I think that time will lead to a repeal of this ban,” Clinton said.
That’s one of many areas where the former presidents disagree. But mostly, this event was a lovefest.
Clinton heaped praise on Bush for his AIDS initiative and the diversity of his Cabinet. Bush urged Clinton not to be so hard on himself over Rwanda.
Bush welcomed the audience to “the Bill and George show.” Clinton teased that while the pair was facing expectations that they would “devour each other,” “we’ll do our best to thwart them.”

Koch’s Gay Marriage Advice To Paterson
If Gov. David Paterson is serious about getting personally engaged in the Senate’s gay marriage battle, former Mayor Ed Koch has an idea about how to go about that.
“When the New York City Council in 1986 was faced with a vote on a bill that I introduced that barred sexual orientation discrimination in the private sector in employment, housing and education, I as Mayor, having already barred such discrimination by the city government by executive order in 1978, called into my office those members of the City Council, Democrat and Republican, who were wavering on the issue,” Koch wrote in his most recent weekly commentary, which he subsequently quoted in a May 12 letter to Paterson.
“I told them that if their primary opponents or general election opponents used their “yea” vote on the issue against them, I would support them irrespective of their party affiliation and campaign for them,” the former mayor continued.
“My suggestion is that the Governor do the same. Because of the Governor’s low popularity, there should also be an effort to assemble a broad, bi-partisan coalition of private and distinguished citizens that would make the same commitment.”

Gay row goes before Kirk’s ‘court’ as split threat talked down
A COMPLAINT against openly gay Kirk minister Scott Rennie will be heard before the Church of Scotland’s own equivalent of a civil court next week.
However, the moderator designate refused to be drawn into the controversy surrounding the appointment of Mr Rennie, 36, as he faced questions over the possibility of a split in the Kirk if it goes ahead.
During what was his first public appearance in the role, the Rev Bill Hewitt, 58, insisted his job would be to oversee a forthcoming Church debate on the issue and he would not be drawn into answering questions about the row.
However, reacting to the suggestions that supporters of controversial preacher Fred Phelps – who has protested against homosexuality in the United States – are planning to demonstrate outside the General Assembly when the issue is being discussed, he said: “People are free to demonstrate if they want. Gay Marriage Opponents File For People’s Veto in Maine
Just one day after Governor John Baldacci signed a bill to legalize same-sex marriages in Maine, opponents are gearing up for a possible repeal. They’ve filed an application with the Secretary of State’s Office to attempt a people’s veto.
A people’s veto would give Maine voters statewide the chance to decide for themselves whether or not they want to legalize gay marriage. Now that opponents have filed an application for a people’s veto, the Secretary of State has to come up with the wording for the question. And then opponents have to gather enough valid signatures, at least 55,087 of them, to qualify the measure for the ballot.
The Jeremiah Project and the Catholic Diocese of Portland are jointly running the campaign. “I think that the vast majority of people are not supportive of what has happened here,” says Marc Mutty, Director of Public Affairs for Maine’s Catholic Diocese. “We certainly see the churches as being our base and our largest base for gathering signatures. But we see us extending our effort beyond that. And it may be door-to-door, fairs, church fairs, county fairs, whatever it may be, whatever is available.”Organizers of the people’s veto have a deadline of 90 days after the Legislature adjourns to turn in the required signatures. Right now the Legislature’s statutory adjournment is June 17th.
In order to make the required deadline for this November’s ballot, which is the goal, the campaign will have to work more quickly, and turn in their signatures by the first week of August. That would allow time for Maine Secretary of State Matt Dunlap to certify them. “And then the governor would have to do a proclamation, which he cannot do less than 60 days before the election; and then from there we would have to produce ballots and get them out at least 45 days before the election so people can vote absentee,” Dunlap says.Dunlap says opponents can start circulating their petitions as soon as he determines the proper wording of the question. “Ultimately, it is my discretion to write the question. As a heterosexual, I often take for granted the accessibility of hookups and matchmaking. I have a high regard for constituents of the queer community who live as minorities in our college hookup atmosphere. The Tufts social scene is a montage of frat parties and bars that encompass heterosexual norms. As I commonly joke with a gay friend that we should “man hunt” on Saturday nights, I have come to realize just how complicated that process can be. A queer in search of a relationship or sexual advice is often left with minimal resources.
The Lesbian Gay Bisexual Transgender (LGBT) Center is a great way to meet other queers. Their support groups make for a comfortable environment while providing a network outlet. The on-campus social scene lacks variety, as the options are Rainbow House or a queer-friendly house party. Those fortunate to own an ID are able to escape to a larger queer community within the Boston area. For gay men, Club Café is an extremely popular video bar. Paradise is for those interested in no more than a g-string and Velcro-seamed pants. For the lesbian ladies, Modern and Tribe are highly recommended to meet sexy singles. Midway Café is an excellent place for the transgender community. A themed night such as Queeraoke is bound to bring out your inner Sasha Fierce. An excellent suggestion from a fabulous queer friend is Guerrilla Queer Bar, which provides an alternative nightlife for the LGBT community. Finding a mate at Tufts comes with limited opportunities, but using social resources both at Tufts and in Boston can make the experience a little easier.
The resources available for sex and dating are more often than not geared to a heterosexual audience. It is rare to come across free dental dams, but there is always an abundant supply of cheap and uncomfortable condoms available. Finding resources about the intricacies of queer sex can be difficult. Although queer-themed TV has plenty of content flaws, shows like The L Word and Queer as Folk demonstrate ways to approach a sexual encounter. For someone new at queer sex, these shows might be helpful for getting started.
For those lesbians looking to explore sexual fantasies, Crashpadseries.com and Cyber-dyke.net are distributors of strictly lesbian porn, none of that bi-curious teasing that is labeled “lesbian” porn on other sites. All actresses involved are strictly interested in one thing — vagina.
Some feel uncomfortable diving into graphic cinema, so I suggest watching Annie Sprinkle’s Herstory of Porn. This documentary features the best and worst moments of queer porn. Because porn is not a sufficient instructor of sexual acts, the book Lesbian Kama Sutra is helpful and strictly for queer women. It provides more than your average scissor, so I encourage you to purchase this book for an increase in tongue teasers.
Gay porn is much easier to come by. Insertion of the words “gay sex” or “anal” will result in millions of Google pages on gay porn. But if you are looking for the specifics on sexually pleasing your partner, Gay-sex-positions.com provides written and visual description pertaining to the intricacies of anal and oral positions. Also, the LBGT Center on campus provides an excellent library of sex books and queer literature.
As the queer community on campus is incredibly small, these are some useful outlets to further your queer constituents and culture. As for sexual pleasure, one must never rely on the poor educational advice from health professionals and sex education teachers. Queer blogs, porn and Web sites are all useful means for sex tips. It’s important to recognize the avenues accessible to escape a social and sexual environment dominated by heterosexuals. The expansion of a social network and sexual lexis can be of great benefit.

Stigma drives HIV-positive gay men’s sexual risk-taking

HIV-positive gay men’s experiences of stigma and rejection by sexual partners strongly influence their involvement in casual sex and discourage them from practicing many risk-reduction strategies, report Sigma Research in their Relative Safety II report published this week.
The men they interviewed wished to balance their desire for sexual pleasure with a need to maintain their sense of moral integrity, but were often unable to avoid sex which could result in HIV transmission.
To follow up a similar study published a decade ago, Adam Bourne and colleagues interviewed 42 gay men with diagnosed HIV about their sexual practices and management of risk. The in-depth, qualitative interviews focused on recent experiences of unprotected anal intercourse (UAI), and to take part in the study, men had to have had unprotected sex in the past year. Therefore it’s important to note that the study does not reflect the experiences of the one-third of gay men with HIV who do not practice UAI in any given year.
The researchers attempted to include in the sample a mix of respondents from London and Manchester as well as lower prevalence areas, and also ensure diversity in terms of age and time since diagnosis.
All respondents were aware that they could transmit HIV through unprotected anal intercourse, and almost all said that they would never want to be responsible for doing so. Men more recently diagnosed tended to be particularly preoccupied by this concern, often avoiding sex altogether for a period after diagnosis.
In terms of the other harms which unprotected sex could give rise to, men tended to feel that sexually transmitted infections were rarely serious, although a few were more concerned about hepatitis C. Whilst some recently diagnosed men felt that HIV superinfection was an issue, men who had been diagnosed for longer usually believed that clinicians had deliberately exaggerated its importance.
Of more concern, however, were the emotional, psychological and social harms that unprotected sex could lead to. If men failed to live up to their own ethical guidelines, this could lead to inner turmoil. Moreover, some respondents described the perceived irresponsible behaviour of other HIV-positive men in order to highlight their own moral integrity. Having unprotected anal intercourse posed a threat both to a man’s positive sense of self and to the way in which other gay men saw him.
The researchers argue that men’s concerns about rejection and stigma shape they way they manage risk. Disclosure leaves men vulnerable to significant harm, including violent reactions and anxiety about ex-partners using police investigations as retribution, as well as rejection leading to emotional upset and problems finding sexual partners. In a community that often remains hostile to people with HIV, men’s instinct for self-preservation often leads them to choose behaviours where disclosure is felt to be unnecessary.
For example, many men used saunas, not just because sex was readily available, but also because the men assumed that almost all other sauna users were HIV-positive. Like online chat rooms or HIV support group meetings, saunas were thought to be ‘HIV positive spaces’ where men had implicitly announced their HIV status simply by being there. This allowed men to have unprotected sex there without an explicit discussion of HIV status, but leaving them with their sense of personal integrity intact.
In some settings, some men tried to avoid disclosure but maintain their sense of moral integrity by suggesting to sexual partners that it would be a good idea to use a condom. Nonetheless one man described how these suggestions prompted one sexual partner to ask directly whether he had HIV. When he said yes, the man became angry and left.
Another form of implicit disclosure that men tried was ticking ‘safer sex needs discussion’ on a Gaydar internet profile. Few men explicitly advertised their HIV status on their profile, but might mention it during private instant messaging. The respondents described ambiguities and misunderstandings in disclosure on the internet, but generally found that the internet enabled them to screen potential partners with less fear of disappointment or reprisal.
Nonetheless, the researchers found that men used risk reduction strategies to quite a limited extent. No respondents mentioned reducing the duration of anal intercourse or the impact that viral load or a sexually transmitted infection could have on the risk of transmission. Just a few men discussed the greater risk of infection for the receptive partner or the possible benefit of withdrawing before ejaculation.
Some men did practice some form of sero-sorting (seeking partners of the same HIV status) and respondents said that it allowed them to have uninhibited sex where HIV status did not remain the most salient concern throughout.
Nonetheless the researchers stress that no man exclusively practiced sero-sorting in a way that could guarantee that both partners had the same HIV status. Disclosure was often implicit (by being in a sauna, for example) or was not reciprocal. The respondent may have made an upfront disclosure of HIV status, and assumed that if his partner was ready to carry on without condoms, then he must be positive too.
However the majority of men actually rejected the idea of sero-sorting. It was associated in their minds with high-risk, esoteric practices, and in the words of one respondent, men who are “going spreading it round because they are shagging willy-nilly”. Many men were at pains to distance themselves from this behaviour. They were appalled by the idea that unprotected sex could ever be a regular or planned activity, and so rejected sero-sorting, strategic positioning, withdrawal before ejaculation and other risk reduction strategies.
Nonetheless these same men had all had some unprotected sex. It tended to be described as an exceptional event, explained by circumstances such as substance use or a partner’s insistence. The researchers make it clear that a number of men lacked the self-confidence or negotiation skills to manage such situations. Many men aspired to use a condom every time, but were not able to fall back on risk reduction strategies when, for whatever reason, condoms weren’t used.
In their conclusion the researchers note several consequences of HIV related stigma: a reluctance to disclose and an encouragement to have anonymous sex; some interviewees’ rejection of other HIV-positive men and their behaviour; a desire not to engage with the idea that HIV risk is an integral part of sex; and the reluctance to use risk-reduction strategies.
However they also note that, for many men, there are direct contradictions between their intentions and their behaviour. Many men construct systems of belief about risk that enable them to have the sex they desire, whilst feeling that they are ‘moral enough’. They believe they are behaving responsibly, but HIV transmission may well be taking place.
The researchers recommend tailored prevention interventions for diagnosed men which take account of the centrality of stigma, and discuss unprotected sex in credible and informative ways. Moreover health professionals need to improve their skills in engaging men with these issues.

Yes, THAT Ken Starr. The prosecutor who led the campaign to impeach President Bill Clinton has filed a legal brief — on behalf of the “Yes on 8″ campaign — that would forcibly divorce the 18,000 same-sex couples married in California last year before the passage of Prop 8.
News broke Tuesday that the state Supreme Court will hear oral arguments on March 5, and will then make a decision within 90 days on the validity of Prop 8 and these 18,000 marriages.
When Starr’s legal brief went public in December, the Courage Campaign immediately launched the “Don’t Divorce…” campaign, asking our members to send us pictures with a simple message for Starr and the Prop 8 Legal Defense Fund.
Those pictures, and the heartfelt messages on them, inspired blogger Paul Delehanty (also known as “kid oakland”) to send us a suggestion: Would Regina Spektor allow us to put your pictures to the words and music of her hit song “Fidelity”? So, we asked her and she said yes, very enthusiastically.
