President hails gay pride month
President Obama has issued a proclamation honoring “Lesbian, Gay, Bisexual and Transgendered Pride Month 2009.”
Gay pride month is observed every June to commemorate the “Stonewall riots,” an uprising that took place in 1969 when police tried to arrest gay patrons at the Stonewall Inn in New York City. The bar is shown here on the 25th anniversary of those events — widely viewed at the beginning of the modern gay rights movement.
Brad Luna of the Human Rights Campaign, the nation’s largest gay rights organization, says Obama’s proclamation is not a first: Former president Bill Clinton regularly recognized gay pride month during his second term in office. But Luna says Obama is right in claiming that he has tapped more openly gay nominees for high profile posts early in his administration than any previous president.

Gay community bitterly disappointed by Obama’s lack of action
WASHINGTON — Gays and lesbians voted for President Barack Obama almost en masse after he pledged to be a relentless advocate for their civil rights while making his run for the White House.
But now the disappointment felt among the gay community about Obama’s inaction on issues that include same-sex marriage and the military’s so-called “don’t ask, don’t tell” policy is turning into outright anger.
“It’s disgraceful … shame on him,” Kate Waldeck, a 26-year-old medical student in New York City who voted for Obama believing he represented change on issues affecting the community.
The outrage is growing in the aftermath of last week’s California Supreme Court decision to uphold the state’s same-sex marriage ban.
Obama has had nothing to say about the ruling, something that has stung many in the community who had assumed the president might speak out against it and reiterate his commitment to their cause.
“I had sincerely hoped that Obama, both as a liberal and as a minority, might view this issue for what it is: an attempt at decency, and an opportunity to bestow long-deserved freedoms to people who have suffered through abuse and discrimination since the beginning of time,” Waldeck said in a recent interview.
Instead, Waldeck alleges, Obama is “sacrificing our lives to appease people, voters, interest groups, by allowing hate and bias to propagate.”

DC Pledges Quick Review On Marriage Referendum
After filing paperwork Wednesday to hold a citywide referendum on the question, a coalition of religious leaders and other same-sex marriage opponents is facing a July deadline to collect about 21,000 signatures to force a special election this year. Before they can collect the signatures, however, the city election board has to rule on whether District voters have the right to weigh in on the issue.
Kenneth McGhie, general counsel to the D.C. Board of Elections and Ethics, said the board has scheduled a special hearing June 10 to take up the matter.
McGhie said that if board members decide that a referendum is appropriate, supporters of a ballot proposal “are going to get their petitions right away and have two or three weeks to work with to try to get signatures.”

Center CEO Welcomes Obama to L.A. With Open Letter, Urging Him to Fulfill Campaign Promises and Speak Out in Favor of LGBT Equality
LOS ANGELES, CA — The L.A. Gay & Lesbian Center’s Chief Executive Officer Lorri L. Jean released the following letter to President Barack Obama today:
Dear President Obama:
Welcome to California, Mr. President. I welcome you with a heavy heart because of the California Supreme Court’s decision to uphold Prop. 8, relegating same-sex couples to second-class status and denying us that most noble promise of America, “liberty and justice for all.”
You are arriving in Los Angeles on the heels of emotional demonstrations throughout California and our nation and your silence at such a time speaks volumes. LGBT people and our allies have the “audacity to hope” for a country that treats us fairly and equally and for a President with the will to stand up for those ideals. From you we expect nothing less.
We know the country faces many serious challenges and we have strived to be patient. We’ve waited for the slightest sign you would live up to your promise to be a “fierce advocate” for our equal rights while watching gay and lesbian members of the armed forces, who have never been more needed, get discharged from the military. And so far you have done nothing. No stop loss order. No call to cease such foolish and discriminatory actions that make our nation less safe.
You pledged to repeal the “Don’t Ask, Don’t Tell” policy, Mr. President. You promised to support a “complete repeal” of the so-called Defense of Marriage Act and pledged to advocate for legislation that would give same-sex couples the 1,100+ federal rights and benefits we are denied, including the same rights to social security benefits. You said, “Federal law should not discriminate in any way against gay and lesbian couples.”
What of those promises, Mr. President?
Your commitment to repeal DOMA has been removed from the White House Web site. Your promise to repeal Don’t Ask, Don’t Tell was removed and then replaced with a watered-down version. And in the aftermath of yesterday’s California Supreme Court ruling, you have remained silent while your press secretary summarily dismisses questions about the issue.
We not only need to hear from our President, we need his action. And we need it now.
We need your words, Mr. President. But we also need your deeds. We expect you to fulfill the promises you made to us. As Dr. Martin Luther King Jr. taught us, “Justice too long delayed is justice denied.” Do not delay, Mr. President. The time for action is now.

Group Begins Ad Blitz Against Same-Sex Marriage
The National Organization for Marriage, a conservative Christian group that has fought efforts to legalize same-sex marriage in California and in the Northeast, has set its sights on New York with its latest media campaign.
Beginning Thursday in the New York City and Albany markets, the organization will run a 30-second television commercial that warns of unanticipated social consequences if the state allows gay couples to marry.
Echoing a theme that was used in turning public opinion against same-sex marriage in California in a vote last fall, the commercial suggests that children will be taught about homosexuality in schools.
“And it’s not just kids who face consequences,” the narrator says over foreboding music. “The rights of people who believe marriage means a man and a woman will no longer matter. We’ll have to accept gay marriage whether we like it or not.”
The commercial closes with a shot of the Capitol as the number for the State Senate switchboard flashes on the screen. The Senate must act in the next four weeks if it is to pass a same-sex marriage bill before the Legislature adjourns. The Assembly passed the bill this month, and Gov. David A. Paterson has pledged to sign it.
The National Organization for Marriage said its initial ad spending, which includes the television commercial and a radio spot, was just over $100,000. That campaign will run through Sunday.
The group said it hopes the commercial, which is intended to raise doubts about an argument made by advocates for same-sex marriage — that allowing gay couples to marry is simply a matter of fairness and equality — will give opponents a louder voice in a debate that has been dominated by the other side. WASHINGTON — A steady number of troops are being discharged from the US military for being gay, according to the latest Pentagon statistics, which show that 619 troops were kicked out last year under the controversial “don’t ask, don’t tell” policy that bars homosexuals from serving openly in the ranks.
The figures, which are on par with the previous four years, are bound to spark a new outcry from gay rights advocates who have grown frustrated with President Obama’s unwillingness so far to take steps to lift the ban, despite a campaign pledge to do so.
Of the discharges for the fiscal year that ended September 30, 410 were male and 209 were female, according to the figures obtained by the Globe from Pentagon personnel officials. That compares with a total of 627 discharges in fiscal year 2007; 612 in 2006; 726 in 2005; and 653 in 2004.
The new statistics come to light as the Obama administration comes under growing pressure to use his executive powers to place a moratorium on the discharges while he lobbies Congress to overturn the controversial 1993 law — which was enacted as a compromise after then-President Bill Clinton set off a mutiny when he tried to allow gays to serve openly in uniform.

Pentagon: No Plans To End Military Gay Ban
The Pentagon said today that it has no plans to repeal the military gay ban that prohibits open service by gay and lesbian soldiers. Pentagon Spokesman Geoff Morrell told reporters Tuesday that repeal was not being actively pursued. The ban, known as “don’t ask, don’t tell,” prescribes discharge from the military for gay and lesbian service members who do not remain closeted or celibate. President Obama pledged to scrap the 1993 policy during the campaign, but has since soft-pedaled on the issue, saying he is looking for “fundamental reform.” When CBS National Security Correspondent David Martin asked Morrell for an update on what the Pentagon is doing to repeal “don’t ask, don’t tell,” Morrell answered: “As far as I know, at this point, David, there has been no request made by the president to the Congress to repeal ‘don’t ask, don’t tell’.”

Time To Repeal Don’t Ask Don’t Tell
During his campaign for the White House, President Obama pledged that he would push to repeal “Don’t Ask Don’t Tell” (DADT) — the military’s policy that bars gay men and women from serving openly. Since taking office, however, Obama and other officials serving in his administration have pushed the issue to the back burner. When asked about addressing DADT in March, Defense Secretary Robert Gates said, “I feel like we’ve got a lot on our plates right now and let’s push that one down the road a little bit.” Ret. Gen. Jim Jones, Obama’s national security adviser, told the President recently “not to add another controversy to his already-full plate.” On ABC’s This Week, host George Stephanopolous asked Jones if the policy would be overturned. “I don’t know,” he replied. In fact, the White House website recently watered down language on repealing the policy, replacing the administration’s commitment to “repealing” DADT with a commitment to simply “changing Don’t Ask Don’t Tell in a sensible way.” (The more definitive “repeal” language has since been reinserted.) At the same time, Obama has indicated that he remains committed to repealing the policy. Sandy Tsao, an Army officer who told her superiors last January that she is gay, wrote to Obama urging him to act on repealing DADT. Last week, Obama personally responded to Tsao, writing, “I committed to changing our current policy. Although it will take some time to complete. … I intend to fulfill my commitment!”
DADT STILL CLAIMING CASUALTIES: DADT continues to weaken our nation’s military. Last week, the Army sent National Guard Lt. Daniel Choi — a West Point graduate who served in Iraq and is fluent in Arabic — a letter informing him that he is no longer welcome in the U.S. military because he is gay. The Army said it was dismissing Choi for “moral or professional dereliction,” specifically for admitting “publicly that you are a homosexual, which constitutes homosexual conduct. Your actions negatively affected the good order and discipline of the New York Army National Guard.” Choi is one of more than 13,000 U.S. military personnel to be discharged because of DADT. This number includes those with special skills deemed “mission critical,” such as pilots, combat engineers, and linguists like Choi. The Government Accountability Office found in 2005 that the cost of discharging and replacing servicemembers fired because of their sexual orientation during the policy’s first 10 years totaled at least $190.5 million — roughly $20,000 per discharged service member. While DADT cannot be repealed without congressional action, University of California associate professor Aaron Belkin notes that as president, Obama has the authority to suspend enforcement of the policy. Though it is unclear whether Obama will take this route (especially based on Jones’s advice), Choi said on MSNBC last week that he plans to “fully fight” his dismissal “tooth and nail.” “I believe that ‘Don’t Ask, Don’t Tell’ is wrong, and what we really need to be encouraging soldiers to do is to don’t lie, don’t hide, don’t discriminate, and don’t weaken the military. That’s what we need to be promoting,” he said.
REPEAL DADT: Supporters of the discriminatory DADT often argue that repealing it would weaken the military (despite the fact that Arabic-linguists who are in short supply have been discharged because of it) and fragment unit cohesion. However, a bipartisan study commissioned by the Palm Center at the University of California last year found that “the presence of gays in the military is unlikely to undermine the ability to fight and win.” Choi said that “the biggest thing” he is “angry about” is that the Army claims that his unit suffered “good order and discipline” because he is gay. “That’s a big insult to my unit,” he said. After he came out as gay and before he was discharged, Choi said that “so many people came up to me, my peers, my subordinates, people that outranked me, folks that have been in the Army — and this is an infantry unit, infantry men that — coming up to me and saying, ‘Hey, sir, hey, Lieutenant Choi, we know, and we don’t care. What we care about is that you can contribute to the team.’” Indeed, a December 2006 survey of servicemembers who had served in Iraq or Afghanistan found that 73 percent of those polled were “comfortable with lesbians and gays.” Moreover, the American public doesn’t care either. According to a recent Quinnipiac poll, nearly two-thirds disagreed with the argument that “allowing openly gay men and women to serve in the military would be divisive for the troops and hurt their ability to fight effectively.” Ret. Marine Corps Brig. Gen. Hugh Aitken, who participated in the Palm Center’s study, has criticized Obama’s plans to allow the Pentagon to review the policy before deciding to act on any repeal. “There’s been enough studying throughout the years,” he said. “Creating a new study will not change the facts.”
RIGHT WING STILL OPPOSES A REPEAL: The ultra-conservative Center for Military Readiness (CMR), a group that opposes women and gays serving in combat, is leading an effort against repealing DADT and even trying to block gays from serving in the military altogether. The group’s president, Elaine Donnelly, told Congress last year that having gays serve in the military “sexualizes the atmosphere” because they “engage in passive aggressive behavior.” CMR also tries to muddy the waters with “gay horror stories” from the military, despite having acknowledged that such stories are “very difficult to find.” Prominent members of Congress continue to obstruct as well. When asked about DADT last Sunday, Sen. John McCain (R-AZ) offered his support for it. “Right now the military is functioning extremely well in very difficult conditions,” he said, adding that “the policy has been working and I think it’s been working well.” Other members of Congress, such as Rep. Ellen Tauscher (D-CA) and Rep. Joe Sestak (D-PA), disagree. Sestak, himself a retired U.S. Navy rear admiral, said of DADT recently on MSNBC, “We have to correct this. It’s just not right.” “I can remember being out there in command, and someone would come up to you and start to tell you — and you just want to say, no, I don’t want to lose you, you’re too good,” Sestak said.
