SAN DIEGO – A sailor was charged Thursday with fatally shooting and burning Seaman August Provost during an alleged burst of crime June 30 at Camp Pendleton.
In announcing the charges, Navy officials suggested that Petty Officer 2nd Class Jonathan Campos killed his victim indiscriminately. They again said there’s no evidence of a hate crime against Provost, who was gay, or of gang-related activity.
Campos, 32, of Lancaster, had served with Provost on Assault Craft Unit 5. He faces 16 charges, including murder, arson, unlawful entry, theft of military property and wrongful possession of a firearm, Capt. Matt Brown, a spokesman for Navy Region Southwest, said during a news conference Thursday afternoon at the San Diego Naval Base.
The Navy hasn’t announced a date for Campos’ pretrial hearing, called an Article 32 hearing.

Religious groups in India have warned they will oppose any move to legalize homosexuality as the federal government prepares to hold talks on a law that classifies same-sex acts as crimes.
India’s Hindu nationalist main opposition has in the meantime called for a national debate on the legislation that law minister M. Veerappa Moily last week said would come up for a discussion within the government.
“This is a sensitive issue and warrants a debate within the Indian society at large before arriving at any decision,” said Sidharth Nath Singh, spokesman for the opposition Bharatiya Janata Party.
An Indian court is due to give its judgment on a petition filed by a nonprofit group that has challenged the anti-gay provision of the penal code.
In a news conference last week, Moily refused to spell out his government’s stand on it because it awaits judicial determination. But his comments that the federal home minister was “contemplating” a meeting with his Cabinet colleagues on the law drew widespread coverage in the largely conservative country.
“Hope floats at rainbow parades,” read a caption on a front-page picture from a gay parade in New Delhi in Monday’s Times of India newspaper.
Participants in that march demanded repeal of Section 377 of the penal code, which criminalizes private consensual sex between adults of the same gender in the country.

Religious leaders, however, oppose any suggestion to scrap 377, describing homosexuality as “unnatural.”
“We are against calling homosexuality a criminal activity, but we are certainly in principle against legalizing it, because that would mean the state endorsing same-sex relationships,” said Babu Joseph, spokesman for the Catholic Bishops’ Conference of India.
Homosexuality “violates fundamental norms of a family,” he said.

Rep. Bob Filner (D-Chula Vista) said today that he has asked the Department of Defense and the Marine Corps to investigate whether the killing of a sailor, who was gay, at Camp Pendleton was a hate crime.
Filner, chairman of the House Veterans Affairs Committee, said he wanted a complete investigation of circumstances surrounding the death of Seaman August Provost, 29, of Houston. Provost’s body was found about 3:30 a.m. Tuesday in a guard shack on the western edge of the sprawling base.
Gay leaders in San Diego had asked Filner to intervene. Nicole Murray-Ramirez, chairman of the San Diego Human Relations Commission, said Provost’s family believes the sailor had been harassed by other personnel on the base.
Filner said initial indications are that Provost was shot and his body burned. He said his committee also will investigate the case.

Paterson Vows Vote on Gay Marriage Before Break
ALBANY — Gov. David A. Paterson said in an interview Sunday night that he would make sure that the State Senate votes on same sex-marriage legislation before it breaks for the summer, hours after he and his administration had refused to commit to forcing a vote on the issue.
The development came as the governor announced plans to call the Senate to a special session on Tuesday, after trying unsuccessfully for two weeks to broker a compromise in a leadership battle that has deadlocked the chamber. But Mr. Paterson dismayed gay rights groups in his comments at a news conference early Sunday afternoon, when he said same-sex marriage would not be on the special session’s agenda.
“It has always been my intention to see same-sex marriage come to the floor,” he said, adding, “I don’t want there to be any confusion.”

Quebec promises funds to help homosexual seniors facing discrimination
The Quebec government is spending half a million dollars on an education campaign meant to improve the lives of gay, lesbian and transgendered seniors.
It’s a subject so taboo that the cabinet minister responsible for seniors and representatives of the gay and lesbian communities couldn’t find a seniors residence willing to host a news conference.
It was eventually held in a community centre on the fringes of Montreal’s gay village.
Still, Minister Marguerite Blais says it’s more about ignorance than malice.
“We would have found a residence eventually,” she said. “I don’t want to accuse anyone of anything. I just want to show how important it is to educate people on this issue.”
Laurent McCutcheon of the gay helpline Gai Ecoute says homosexuality isn’t discussed in most institutions that serve the elderly, leading many Quebec seniors to hide their sexual orientation.

Utah opposition to civil unions shows proponents of Prop 8 Lied - again
You may remember how proponents of Prop 8 claimed they were not against Civil Unions for queers - they only wanted to protect marriage from being destroyed, etc.
Well, over in Utah (home of The Mormon Church) we can now see the truth: far right conservatives and the Mormon Church are against any form of equality for LGBT people. Read on:
Attorney General Mark Shurtleff said Friday that Utah’s constitutional amendment banning gay marriage also prohibits civil unions, and that Gov. Jon Huntsman Jr. is wrong when he says it’s open to interpretation from the courts. “When it comes to civil unions, it’s absolutely clear. There is no doubt,” Shurtleff said in an interview. “That’s in the Constitution.” Utah voters approved Amendment 3 to Utah’s Constitution in 2004, stating that marriage can only consist of a union between a man and a woman and that “No other domestic union, however denominated, may be recognized as a marriage or given the same or substantially equivalent legal effect.” On Thursday, Huntsman said that it is not clear that the Constitution bans civil unions. “I think that ultimately could be a court case and that might be adjudicated in court if it comes to that level,” Huntsman said during his monthly KUED news conference. “But [the amendment] wasn’t clear. That spoke to marriage and anything subordinate to marriage, I think, would probably be adjudicated in a court of law.” Shurtleff said that, based on the language of the amendment and the legislative intent and history, “they clearly were prohibiting civil unions.” On Friday, Shurtleff sent a Twitter message to 380 correspondents: “It is NOT a matter for the courts, the PEOPLE have spoken!”

Paterson Introduces a Same-Sex Marriage Bill
Gov. David A. Paterson introduced a bill on Thursday to legalize same-sex marriage, vowing to personally involve himself in the legislative debate at a level that is rare for a chief executive in New York.
Throwing the weight of his office behind legislation that still faces considerable obstacles in Albany, Mr. Paterson said he would leverage the personal relationships he developed over two decades in the State Senate to see the bill voted on — and passed. The vote is expected to turn on the thinnest of margins in the Senate, and some advocates say Mr. Paterson’s direct involvement could prove pivotal.
At a news conference in Manhattan on Thursday, Mr. Paterson, a Democrat, invoked the abolitionist movement of the 1800s, the writings of Harriet Beecher Stowe and the Supreme Court’s Dred Scott decision to argue that New York had neglected civil rights for gays and lesbians for too long. “I’m putting a stop to it,” he said. “We have a duty to make sure equality exists for everyone.”
The announcement came amid growing activity around the country on same-sex marriage: Iowa and Vermont have legalized the practice in the past month, and the New Hampshire State Senate has been debating it this week. Massachusetts and Connecticut already have gay marriage, and a campaign is under way to extend it across New England by 2012.
In New York, the State Assembly passed a same-sex marriage bill in 2007 by a vote of 85 to 61, a margin expected to widen when the measure is reconsidered this spring. But the path in the Senate is less clear: 32 votes are needed, and Democrats say about 25 of their 32 members now support it. So the outcome will most likely hinge on whether Mr. Paterson and other advocates can persuade Republican senators reluctant to break ranks with their leaders to back the bill. Same-sex marriage rights got an endorsement Monday from four Vermont professional organizations who cited research findings that “children of lesbian and gay parents are as likely as those of heterosexual parents to flourish.”
They also said gay and lesbian parents are as likely as their heterosexual counterparts to provide healthy environments for children and that “there is no credible scientific evidence” relating parenting effectiveness to sexual orientation.
Their statement, which comes as the Vermont legislature prepares to consider same-sex marriage legislation, was released at a news conference called by the Vermont Psychological Association, the Vermont Psychiatric Association, the Vermont Association of Mental Health Counselors and the Vermont chapter of the National Association of Social Workers.
Speaking on the organizations’ behalf, Jackie Weinstock, an associate professor in the department of integrated professional studies at the University of Vermont, said the groups wanted to “set the record straight” by rebutting contentions by gay-marriage opponents that children raised by single-sex parents fare less well than their counterparts in heterosexual families.
“No study has shown that outcomes for children of single-sex families are any less positive than outcomes for children in heterosexual families,” Weinstock said. She said contrary findings sometimes cited by opponents apply in part to children of divorced parents, not exclusively to children of single-sex parents.
