Erin , center, is making her to Haiti to learn about the Haitians make in immigrating to the , but then opting to return to their home country.

Erin , a doctoral in the UA’s gender and women’s studies department, will travel to Haiti to study the Haitians migrants make when they leave for the U.S. but then return home.

As an undergraduate in Denver, Erin began to study the conditions of Haitian and ways the has been embroiled in the history of the country.

Now a doctoral in gender and women’s studies, is studying the of “-identified” Haitians who choose to leave for the , but then opt to return home.

She recently received a Social and Institute grant for her project, “Desire to Return, Desire to Leave: Investigating Haitian Migration.” The institute, which operates out of the College of Social and Behavioral Sciences, promotes research in the college.

The project will take her later this month to the country of more than 9 million inhabitants, where she will spend several weeks conducting research in Jacmel and Port-au- to better understand the complexities association with the migration of Haitians who are .

ACLU Sues To Stop Tennessee Schools From Censoring Gay Educational Web Sites; Filtering Software Allows Anti-Gay Sites

NASHVILLE, TN – The American and the of Tennessee sued two districts in federal court today, charging the schools are unconstitutionally blocking students from accessing online information about , , and issues. Metropolitan Schools, and as many as 105 other school districts in Tennessee use to block Web sites containing pro- speech, but not Web sites touting so-called “reparative therapy” and “ex-” ministries. The “” filter is not used to block sites containing pornography, which are filtered under a different category, but it does block the sites of many well-known organizations including , Families, And of and (), the Straight Network () and Campaign ().

“Allowing access to Web sites that present one side of an issue while blocking sites that present the other side is illegal viewpoint ,” said Catherine Crump, a with the and attorney on the case. “This discriminatory does nothing to make students safe from material that may actually be harmful, but only hurts them by making it impossible to access important educational material.”

The school districts block the Internet filtering category designated “,” which includes sites that “provide information regarding, support, promote, or cater to one’s or .” They do not, however, block sites that condemn or promote “reparative therapy,” a practice purporting to “cure” that is denounced as dangerous and harmful to young by such as the American and the .

The filed the case in the U.S. District Court for the Middle District of Tennessee against Metropolitan Schools and on behalf of two students in Nashville, one student in Knoxville and a librarian in Knoxville who is also the advisor of the school’s -Straight Alliance ().

“Students need to be able to access information about their legal rights or what to do if they’re being harassed at school,” said Keila Franks, a 17-year-old student at Hume-Fogg in Nashville and a on the case. “It’s completely unfair for schools to keep students in the dark about such important issues and treat Web sites that just offer information like they’re something dirty.”

The lawsuit charges that blocking sites violates students’ rights by only allowing access to sites that present an anti- point of view on the rights of persons on issues such as anti- , , and the military’s “don’t ask, don’t tell” policy while blocking access to sites that support rights. Further, the filtering hinders the ability of GSAs and their to facilitate club activities and keeps students from accessing important information about for students or doing research for school-related assignments.

The first learned about the discriminatory filtering from Andrew Emitt, a Knoxville student who discovered the problem while trying to search for . is mandated in public schools by , which requires schools to implement software to restrict information that is obscene or harmful to minors. However, the “” filter category does not include material which is sexually gratuitous and already included in the “pornography” filtering category.

“While schools may have an interest in using filters to block material that could be harmful to minors, blocking access to information about issues while allowing anti- information is unlawful and potentially dangerous,” said Tricia Herzfeld, a with the of Tennessee. “There is no place for this kind of unconstitutional in our public schools.”

In addition to Crump and Herzfeld, on the case are Chris of the and Christine Sun of the Project.

The are Nashville students Keila Franks and Emily Logan, Knoxville student Bryanna Shelton, and Karyn Storts-Brinks, a Knoxville librarian and faculty sponsor for her school’s .

Marine General Questions Obama Plan to Study Gay Ban, Scholars Concur that More Study is Unnecessary and Could Have Political Costs

SANTA BARBARA, Calif. — A retired Brigadier General for the U.S. Marine Corps has questioned the administration’s plan to form a Pentagon commission to study “don’t ask, don’t tell.” “There’s been enough studying throughout the years,” said General . “Creating a new study will not change the facts.” Aitken participated in a comprehensive 2008 review of the policy which found that there is no evidence showing that openly service would harm the military, and a great deal of evidence showing it would not.

According to a February 1st Boston report, the administration has decided not to move forward on repealing “don’t ask, don’t tell” until the Pentagon can “undertake a detailed study of how a change in the policy would affect the military.” This may not happen for several months or longer, says the article.

But scholars echoed General Aitken’s argument. Dr. Nathaniel Frank, senior research at the Palm Center and author of the , : How the Ban Undermines the Military and Weakens America, said he has reviewed “all of the evidence on in the military, and there is simply no question about whether or not a policy change would undermine unit . It would not.”

Dr. , a well-respected military who co-authored a study on in the military with the late , author of the ban, said, “you don’t need a commission to tell you that you need to retain every able, trained, experienced and at a time when both the stakes and the manpower needs are high.”

Dr. , a UCLA who has authored a number of studies on in the military, agreed that “the to study ‘don’t ask, don’t tell’ yet again seems unnecessary. Extensive already shows that allowing the 65,000 and currently in uniform to serve openly will not harm the military in any way.”

Professor Diane Mazur, a former Air Force officer who teaches at the University of Florida and who has published widely on in the military, added that “every research study published over the last fifteen years has concluded that military readiness is not harmed — and may be strengthened — when all qualified Americans can serve and no one has to live in secrecy.”

Relevant research includes an extensive 1993 study by the RAND corporation as well as two official military studies: a 1989 study by the Defense Personnel Security Research Center and the ’s 1957 Crittenden report. It also includes numerous academic studies published in leading military journals such as International Security, Armed Forces and Society, and Parameters, the official journal of the U.S. War College. Most recently, a bi-partisan panel of retired flag officers, which included General Aitken, released a report last year which found that “don’t ask, don’t tell” was unnecessary and harmful to the military. All these studies reached the same : that allowing open service would not undermine the military.

Frank’s new book, which is being called the definitive story of “don’t ask, don’t tell,” chronicles the history of the 1993 debates over service and shows that, even then, the word “study” quickly became code for “delay and kill.” “Sam Nunn said any review of the ban should begin with a ‘Pentagon study’,” said Frank. “ said the should move cautiously and ’study’ the issue; Bob Dole said the should appoint a ’study commission’; and ultimately Clinton called for a 6-month ’study’ period. The result was ‘don’t ask, don’t tell’ which has made no one happy. I think there’s a lesson here.”

Dr. Aaron Belkin, director of the Palm Center and a nationally recognized expert on service, said that has stroke-of-the-pen authority to suspend discharges because, while the law mandates discharge if a “finding” is made of conduct, nothing in the law requires that such a finding be made. Given ’s December 2008 showing 81 percent public approval for open service, Belkin said, should not hesitate to end the policy by .

“Ironically, ’s careful effort to avoid Clinton’s mistakes could cause him to repeat them,” he said. “When Clinton called a time-out to study the situation, that allowed forces time to . In some cases, the Pentagon just needs to be told what to do.” Belkin said he has been told privately by top military officials that in cases like this one, they often prefer to be told what to do. “They know it’s the right step,” he said, “and sometimes they’d rather it be made for them.”

The Palm Center is a research institute at the , Santa Barbara. The Center uses rigorous social to inform public discussions of , enabling policy outcomes to be informed more by evidence than by emotion. Its data- approach is premised on the notion that the public makes wise on social issues when high-quality information is available. For more information, visit www.palmcenter.ucsb.edu.
