Civil unions bill moves to Ill. House floor Chicago Tribune
SPRINGFIELD, Ill – Supporters of gay marriage say 2009 could be the year Illinois seriously considers establishing civil unions, but opponents say the pendulum of public support is swinging the other way.
A bill giving gay couples the right to form civil unions squeaked through a legislative committee Thursday. It would not legalize same-sex marriage, but it would give gay couples many of the legal benefits of marriage.
Rep. Deb Mell, who is gay, said 648 state laws — on topics from inheritance to health care — help married couples.
“I find it very strange that I can be elected to the General Assembly and vote on rules and laws, but these don’t apply to me and my family,” said Mell, D-Chicago. “We’re not protected.” See Civil unions bill moves to Ill. House floor Chicago Tribune

Utah lawmaker who made anti-gay comments removed as committees’ chairman
A defiant Sen. Chris Buttars, R-West Jordan, said Friday he won’t let his ouster from two key legislative committee chairmanships stop him from defending marriage against “an increasingly vocal and radical segment of the homosexual community.”
Earlier Friday, Senate President Michael Waddoups, R-Taylorsville, took the unusual step of publicly announcing he was removing Buttars as both chairman and a member of the Senate Judiciary Committee
The decision also strips Buttars of his chairmanship of the Senate Judicial Confirmation Committee. Buttars, re-elected last year to a third term, remains chairman of the Senate Health and Human Services Committee and vice-chairman of the powerful Rules Committee.
Waddoups said his action should not be seen as a punishment for anti-gay statements Buttars made to a documentary filmmaker, which include comparing gay-rights activists to Muslim terrorists and calling them “the greatest threat to America going down.”
The Senate leader said Buttars is considered by his colleagues to be a “stalwart” who “represents the views of many of his constituents and many of ours.” Waddoups acknowledged he did not agree with everything Buttars said, but he repeatedly declined to be specific.

Colorado takes step toward offering DP benefits to state workers
A bill that would make domestic partners of state employees eligible for coverage under state group-benefit plans narrowly passed its first test Wednesday.
The bill, Senate Bill 88 from Sen. Jennifer Veiga, D-Denver, passed out of a Senate legislative committee by a 4-3 party-line vote after spirited debate.
“It is the right policy,” Veiga told committee members. “It is the right time.”
The bill is the more modest of two bills seeking to give greater standing to domestic partners. The other, House Bill 1260 from Rep. Mark Ferrandino, D-Denver, would make it easier for unwed couples, including gay couples, to plan their estates and share benefits in times of tragedy.
