Want to predict which state might move next to legalize same-sex marriage? You might count Catholics. The higher their percentage of the population, the more likely the state is to… support gay rights.
This counter-intuitive finding is brought to you with a tip of two hats — mine to Mark Silk at Spiritual Politics and his to Robbie Jones who led Silk to a new study soon by be published by two Columbia University political scientists.
Jeffrey Lax and Justin Phillips examined public support and resulting political policy on eight issues including marriage, housing, adoption and hate crimes.
The main thrust of the study was to examine whether there is “pro-gay bias in policy making” (the authors conclude no) or a tyranny of local majorities “in which anti-gay majorities trump minority rights” (the authors again say no).

It’s no secret that Amsterdam is gay-friendly, but in case that slipped under anyone’s radar, Dutch tourism officials have launched a micro Web site this month proclaiming that “Everyone’s Gay in Amsterdam.”
The Web site, which is geared for American travelers, offers a “gay list” that features places like Pric, described as a “relaxed and funky gay-friendly bar” that “serves up unusual cocktails concocted by its highly-trained staff of bartenders.”
But a closer look reveals that not everyone in Amsterdam is, in fact, gay. A photograph of a seemingly happy straight couple biking along a canal? The Van Gogh Museum? A “gay locator” that doesn’t turns the entire city into an orange dot?
Turns out, “gay” doesn’t just reefer to sexual orientation, but “the attitude of the people in this grand European city,” according to the VisualMerc, a New York-based interactive agency that created the micro-site.

As a part of his statewide tour for “Explore Adoption Day,” Crist spoke to a crowded courtroom at the Duval County Courthouse about the increase in adoptions throughout the state.
Crist and other adoption advocates talked about the need for even more adoption, especially for older children who have a difficult time making it out of the system.
When he was running for governor in 2006, Crist told The St. Petersburg Times, “My position is the traditional family is the best to adopt.” He reaffirmed that statement on Wednesday in Jacksonville.

Katherine Eastaughffe and Una Harkin are lesbians.
They’re also mothers, to six-month-old Daniel, whom Katherine gave birth to after undergoing fertility treatment.
The Queensland Government has no problem with lesbians using IVF to have children.
Neither do they have a problem with taking on Katherine and Una as registered foster carers.
But they draw the line at gay adoption, meaning Una cannot be legally recognised as one of Daniel’s parents.
The Bligh Government’s refusal to consider same sex adoption is being used as part of a renewed push for federal laws preventing discrimination against gays and lesbians.
A Galaxy poll released today reveals 85% of Australians support the case for a national law on the issue.
Ms Eastaughffe told brisbanetimes.com.au the State Government’s Adoption Bill 2009, reintroduced to Parliament in April, was clearly discriminatory.
“It was a joint decision to have Daniel. He is very much both of ours,” Ms Eastaughffe said.
“If Una was a man, there’d be no issue either way. Either by having her name on the birth certificate or by being able to adopt him as a step-parent.
“It doesn’t make sense to me. A man might not be the biological father but he is still treated as the parent, but not if it’s a woman who’s the “non-biological parent”. That just seems outright discrimination.”

Pentagon Studies Ways to Relax Enforcement as First Step; Impact on Troops Would be Minimal
SANTA BARBARA, Calif. — In the wake of yesterday’s unexpected Pentagon announcement about gays in the military, experts say the “don’t ask, don’t tell” policy may be on the brink of irreversible change that would speed up its demise. After speaking with President Obama last week, Defense Secretary Robert Gates has asked military lawyers to explore how to modify enforcement of the policy in ways that are “more flexible until the law is changed.” The President Monday reiterated his intention to end discrimination against gay troops, saying he is working with Congress and the military to do so.
Christopher Neff, political director of the Palm Center, said the remarks by Secretary Gates marked the first time the Defense Secretary has made clear that the Pentagon is onboard with the President’s determination to lift the ban. “‘Don’t ask, don’t tell’ is a package — both a law and a policy — that hasn’t been penetrated for fifteen years,” Neff said. “This is a crack in humpty dumpty, and it gets the ball rolling for a political solution since it gives cover to lawmakers who have been waiting for a nod from the Pentagon.”
Last month, the Palm Center published a report which outlined several legal and political
rationales for executive branch
discretion in regulating, and even halting,
discharges provided for by
federal statute. One of those
rationales is closely linked to the new review announced by Secretary Gates. According to the Palm Center study, “the ‘don’t ask, don’t tell’ policy itself, as codified by
Congress, also
grants authority to the
Department of Defense to determine the procedures under which investigations, separation
proceedings, and other personnel actions under the authority of 10 U.S.C. Section 654 will be carried out … The Secretary of Defense has
discretion to determine the specific manner in which ‘don’t ask, don’t tell’ will be implemented.” Prior to the release of the Palm Center’s report, most
observers had assumed that only
Congress or the
federal courts end the firings of
gay troops.
Amidst mounting public pressure,
White House press
secretary Robert Gibbs said this week that he thought “don’t ask, don’t tell” would be repealed by the end of the
President’s first term. Nathaniel Frank, senior research
fellow at the Palm Center, said this week’s developments were politically significant. “Serious discussions have been launched by the
President himself,” said Frank. “
Obama has said this is a failed policy that harms
national security, so these
measures are not just fixes, but may be the
beginning of the end.” Frank added that any regulatory changes that fall short of halting all
discharges will be “window-dressing,” but he focused on the implications for further political change. “This means the
hot potato party may finally be over, as the
President understands where the buck stops.”
In the wake of this week’s developments, the Palm Center announced that it is preparing a more extensive legal analysis of administrative
options for relaxing the application of certain
provisions of “don’t ask, don’t tell.”
Neff said that the Defense Department should invite
public input as the rules are re-drafted, which would be consistent with past processes when military regulations have been
changed. “This review should be no different,” he said.

That remains to be seen, but President Barack Obama insists that he will not neglect the rights of the gay community any longer. The President invited leaders of the community to the White House today for a reception celebrating Gay Pride Month.
He spoke to the audience about the “support” the community will garner from himself and the First Lady and looks forward to changing minds as well as laws.
“I will not only be your friend, I will continue to be an ally and a champion and a president who fights with you and for you,” he said.
You can talk the talk, but can you walk the walk?????
The President addressed the fact that many gay rights leaders have viewed his administration as being somewhat lax in the fight for equal rights. However, Obama assured his guests that the fight was just beginning and that the community should look forward for things to come: “I know many in this room don’t believe that progress has come fast enough. And I understand that…I expect and hope to be judged not by words, not by promises I’ve made, but by promises that my administration keeps.”
