‘Two-Track’ Church Suggested by Archbishop of Canterbury

PARIS — The Most Rev. Rowan Williams, the archbishop of Canterbury, said profound differences among the world’s 77 million Anglicans over gay clergy and same-sex unions could divide their church into a “two-track model” yielding “two styles of being Anglican.”

The formula could avert a formal breach between liberals and conservatives but bring new strains in the relationship between the global Anglican Communion and American Episcopalians who resolved this month to open the door to ordaining openly gay bishops and to start the process of developing rites for same-sex marriages.

Archbishop Williams insisted that the issue should not be debated “in apocalyptic terms of schism and excommunication but plainly as what they are — two styles of being Anglican.”

In a lengthy message published Monday on his Web site, the archbishop offered a detailed and nuanced response to events at the Episcopal convention in Anaheim, Calif., this month when gay-rights advocates in the United States chalked up major victories over conservatives on sexual issues. The Episcopal Church is the official branch of the Anglican Communion in the United States.

The developments were seen by liberals and conservatives as likely turning points in the history of the divided Episcopal Church, reflecting the profound rifts over sexual issues within Anglicanism — the world’s third largest network of Christian churches after the Roman Catholic and Orthodox Churches. The differences have crystallized around the Episcopal Church’s consent in 2003 to the consecration of the church’s first openly gay bishop, V. Gene Robinson of New Hampshire.

The Episcopalians had agreed to a moratorium on the election of gay bishops, but it was lifted at the convention in Anaheim.

The archbishop of Canterbury is the spiritual head of the Anglican Communion, which is composed of 38 provinces worldwide. The Episcopal Church claims about 2.3 million members.

In his message, Archbishop Williams repeated his view that “a blessing for a same-sex union cannot have the authority” of the full Anglican Communion, any more than a blessing for a heterosexual couple living outside marriage would have.

That, in turn, means that as long as the broader church “as a whole does not bless same-sex unions, a person living in such a union cannot without serious incongruity have a representative function in a Church whose public teaching is at odds with their lifestyle.”

The issues have confronted the archbishop with deep divisions not simply between liberals and conservatives in the United States but also across the broader church with its many followers in Africa, Britain and elsewhere. Four conservative dioceses in the United States and many individual Episcopal churches have broken away from the national denomination to forge alliances with conservative Anglican groups such as the Anglican Church of Nigeria.

Archbishop Williams said: “There is at least the possibility of a twofold ecclesial reality in view in the middle distance: that is, a ‘covenanted’ Anglican global body, fully sharing certain aspects of a vision of how the Church should be and behave, able to take part as a body in ecumenical and interfaith dialogue; and, related to this body, but in less formal ways with fewer formal expectations, there may be associated local churches in various kinds of mutual partnership and solidarity with one another and with ‘covenanted’ provinces.”

The archbishop has promoted the idea of covenant — described by some analysts as a kind of good-behavior guide for churches — to overcome the rift.

“This has been called a ‘two-tier’ model, or, more disparagingly, a first- and second-class structure,” the archbishop’s message said. “But perhaps we are faced with the possibility rather of a ‘two-track’ model, two ways of witnessing to the Anglican heritage, one of which had decided that local autonomy had to be the prevailing value and so had in good faith declined a covenantal structure.”

The message continued: “It helps to be clear about these possible futures, however much we think them less than ideal, and to speak about them not in apocalyptic terms of schism and excommunication but plainly as what they are — two styles of being Anglican, whose mutual relation will certainly need working out but which would not exclude cooperation in mission and service of the kind now shared in the Communion.”

Homosexuals dispel myth of “progressive”

Each year in Germany, from the end of June through August, gay and lesbian rights’ activists celebrate the “Stonewall” uprising – named after a gay bar on Christopher Street in New York, where homosexuals fought back against police brutality in 1969.

Participants in the German parades known as “Christopher Street Day” join other activists around the world who take to the streets to demonstrate gay pride and demand greater freedoms.

Some of those freedoms would include expanded civil rights. In Germany, civil unions, for instance, have been permitted among same-sex couples since 2001, but full marriages are not. Homosexual couples therefore do not enjoy the same rights as married heterosexual couples when it comes to taxes, retirement, civil servant benefits, or adoption law.

Gays and lesbians more likely to smoke (by quite a bit), study shows

Among heterosexuals: 18% of women smoke; 24% of men smoke

These figures come from researchers at the University of North Carolina at Chapel Hill. Published in the August issue of Tobacco Control, they’re based on a review of 42 studies about tobacco use among sexual minorities. (The heterosexual numbers are from the National Health Interview Survey.)

It’s not that the finding that gays and lesbians are more likely to smoke is new. According to the summary of an earlier report from the CDC, published in the American Journal of Preventive Medicine in 2001:

Aussie High school told to apologise

Gay activist Gary Burns has demanded an apology from a Catholic high school in Albury after it published an anti-gay letter in its alumni newsletter.

In a letter to the editor, former Xavier High School student Matt Price called for “a world free from homosexuals”, who, he said live lives devoted to drugs and sex.

His letter called for businesses not to employ homosexuals, with Price revealing that he lobbies CEOs with his message.

Price, who claims to be a ‘cured’ homosexual, said his new ‘heterosexual’ life allowed him to “lead/heal my spiritual life in the way I was guided as a child”.

Gary Burns told MCV the school was inciting violence against gay people.

“To publish calls for a world free of homosexuals is nothing less than an incitement to kill gay people,” he said.

Burns called on Xavier to “apologise unreservedly for this serious and illegal breach of NSW anti-vilification laws”.

Closet Case: How Intolerance Fuels Africa’s AIDS Crisis

New research has challenged the long-standing belief that HIV and AIDS in Africa primarily affect heterosexuals. A study published on the website of the British medical journal Lancet found that men who have sex with other men are up to 10 times more likely than their heterosexual counterparts to be infected with the virus — which suggests that the fight against AIDS on the continent may be undermined by widespread homophobia.

Researchers from Oxford University, the Population Council of Ghana and the Kenya Medical Research Institute reviewed AIDS studies conducted over the past few years and concluded that male-male sex was a major blind spot in AIDS research and policy in Africa. Men having sex with other men is far more common in Africa than is socially acknowledged, owing to widespread hostility toward homosexuality, and the phenomenon there is underreported in research and largely ignored in public-health responses to the pandemic. The researchers compiled statistics from a small but growing number of studies conducted in various African countries in recent years that included estimates of HIV prevalence among men who have sex with other men. Aids: Role of Gay Men in Spreading Virus Is Ignored in Africa, Study Finds

The role of gay sex in the transmission of the virus that causes AIDS in Africa has been long ignored, say the authors of a new study in the medical journal Lancet.

While most transmission of the virus in Africa is heterosexual, 19 recent studies of African men who have sex with men show that they have “considerably higher” infection rates than other adult men in their respective countries, said the authors, who were from Oxford University and research institutions in Ghana and Kenya.

These men also have less access to prevention and care; most African countries have allocated no money to gay men, and homosexual sex is illegal in 31 African countries, in four of which men risk the death penalty.

A young gay medical student named Bryce Faulkner had made plans to move from Arkansas to be closer to his boyfriend, Travis Swanson, who lives in Wisconsin. But now Bryce has vanished–into a 14-month program meant to “convert” him to heterosexuality, it is thought.

A July 20 Sky News article reports that Swanson last heard from Faulkner, 23, when the two spoke via telephone on June 15.

Faulkner’s friends and advocates fear that the young man may have been pressured by his parents into signing up for a program with Exodus International, a group that claims that gays can be “cured.”

It is thought that Faulkner might be at a center run by the religious group in Florida.

Silent partner’ examines what happens when people ‘don’t tell’

Ben Cartwright has been a passionate advocate for gay rights for 12 years. He is a regular at gay pride marches, has a pod-cast and writes for a gay newspaper in San Diego.

The last thing he expected was to have to put a part of himself back into the closet. But if the military were to find out about his love for a sailor, a man with years of honorable service would face a dishonorable discharge.

One of the rarely discussed effects of the military’s “don’t ask, don’t tell” rule is the burden it places on the civilian partners of gay and lesbian service members. When their loved ones go to war, they do not have access to any of the counseling, financial assistance or support networks offered to heterosexual spouses. And if their loved ones die, no one will come knocking at their doors to notify them.

On Thursday, gay veterans and their partners shared their experiences at the local premiere of “Silent Partners,” a 30-minute documentary offering a glimpse into the lives of three gay “military spouses” waiting for their partners to come home.

“This film, I believe, is telling a story we haven’t heard before,” said Lt. Daniel Choi, who introduced the film.
