bout 17 percent of gay men in Chicago are HIV-positive — and half of them don’t know it.

That’s according to authorititative new estimates from the Chicago Public Health Department.

In particular, black men who have sex with men have double the HIV infection rates of white and Hispanic men, even though they don’t appear to engage in riskier behavior, Chicago health officials said today.

Their report was based on data collected last year from 570 Chicago men in the National HIV Behavioral Surveillance system.

It’s the first time Chicago health officials have used blood-testing to determine HIV infection rates in this high-risk population, said Christopher Brown, assistant commissioner of the health department’s STD, HIV and AIDS division.

Past estimates have relied solely on interviews with gay and bisexual men about their HIV status.

“What we found out pretty much confirms what we’ve known for a while,” Brown said.

A political fight over the rights of same-sex couples is drawing nearer in Washington State.

Backers of Referendum 71, who want to overturn a new state same-sex partnership law, have made an appointment to file signatures with state elections officials Saturday afternoon.

Saturday is the deadline to collect 120,577 valid voter signatures and qualify for the Nov. 3 state ballot.

Protect Marriage Washington is the primary backer of R-71. Gary Randall of the allied Faith and Freedom Network said by e-mail: “We are gathering and counting signatures. I think we are making good progress.”

Protect Marriage has raised just more than $20,000 for a campaign that so far has been waged mostly through churches. Randall said the group is not anti-gay but pro-marriage. The group wants voters to reject Senate Bill 5688, the “everything but marriage” legislation that passed this year and adds about 250 rights of marriage for registered same-sex partners in Washington.

Defenders of the new state law, who call themselves Washington Families Standing Together, say they are ready to defend the third round of rights lawmakers added since creating the partners registry in 2007.

Religious groups in India have warned they will oppose any move to legalize homosexuality as the federal government prepares to hold talks on a law that classifies same-sex acts as crimes.

India’s Hindu nationalist main opposition has in the meantime called for a national debate on the legislation that law minister M. Veerappa Moily last week said would come up for a discussion within the government.

“This is a sensitive issue and warrants a debate within the Indian society at large before arriving at any decision,” said Sidharth Nath Singh, spokesman for the opposition Bharatiya Janata Party.

An Indian court is due to give its judgment on a petition filed by a nonprofit group that has challenged the anti-gay provision of the penal code.

In a news conference last week, Moily refused to spell out his government’s stand on it because it awaits judicial determination. But his comments that the federal home minister was “contemplating” a meeting with his Cabinet colleagues on the law drew widespread coverage in the largely conservative country.

“Hope floats at rainbow parades,” read a caption on a front-page picture from a gay parade in New Delhi in Monday’s Times of India newspaper.

Religious leaders, however, oppose any suggestion to scrap 377, describing homosexuality as “unnatural.”

“We are against calling homosexuality a criminal activity, but we are certainly in principle against legalizing it, because that would mean the state endorsing same-sex relationships,” said Babu Joseph, spokesman for the Catholic Bishops’ Conference of India.

Homosexuality “violates fundamental norms of a family,” he said.

Rep. Bob Filner (D-Chula Vista) said today that he has asked the Department of Defense and the Marine Corps to investigate whether the killing of a sailor, who was gay, at Camp Pendleton was a hate crime.

Filner, chairman of the House Veterans Affairs Committee, said he wanted a complete investigation of circumstances surrounding the death of Seaman August Provost, 29, of Houston. Provost’s body was found about 3:30 a.m. Tuesday in a guard shack on the western edge of the sprawling base.

Gay leaders in San Diego had asked Filner to intervene. Nicole Murray-Ramirez, chairman of the San Diego Human Relations Commission, said Provost’s family believes the sailor had been harassed by other personnel on the base.

Filner said initial indications are that Provost was shot and his body burned. He said his committee also will investigate the case.
