How far New Hampshire has come

Jim Splaine of Portsmouth standing next to N.H. governor John Lynch Wednesday as he signed into law legislation legalizing gay marriage reminds me of an incident from the 1981 legislative session that serves as a dramatic example of just how much New Hampshire has evolved over the nearly three decades since then.The state has changed in so many ways I didn’t think would ever happen, largely because of my initiation into the “Live Free Or Die” view of life. My first months in the Granite State during the winter of 1979 were punctuated with periods of disbelief. Why would voters reject offers of federal grants to improve their communities? On general principal, that’s why. The phrase I heard over and over again seated on the sidelines of a million March town meetings was “We don’t want to become New York.”I didn’t take it personally. Questions Remain Over Same-Sex Marriage Bill

CONCORD, N.H. — A day after the New Hampshire House passed a bill approving same-sex marriage in the state, questions remain about the impact the law would have on the Granite State.

Once the bill reaches Gov. John Lynch’s desk, he has five days to decide what to do with it. Lynch hasn’t given an indication what his plans are.
State Rep. Jim Splaine, D-Portsmouth, the author of both the civil union law and the same-sex marriage bill, conceded that currently there is little difference between the two in the eyes of the federal government.
“Any state which has same-gendered couples under civil unions cannot qualify for the 1,100 or so benefits of federal law,” Splaine said.
Those benefits range from survivor benefits to joint tax filings. But Splaine said he hopes that if the federal government considers the recognition of marriage between same-sex couples, New Hampshire will have made an important preemptive move.
“Very much so, and I think by adopting civil marriages and religious marriages, it encourages the federal government to make that move,” Splaine said.

New Hampshire set for divisive gay marriage vote -

New Hampshire moves to the forefront of America’s debate on gay marriage on Wednesday when the state Senate will decide whether to approve a bill to legalize same-sex marriage and send it to the governor.

By a vote of 3-2 on Thursday, New Hampshire’s Senate Judiciary Committee said the bill was “inexpedient” to legislate, recommending the full senate defeat it.

The committee’s chairman, Senator Deborah Reynolds, said New Hampshire took a major step in legalizing civil unions last year — the fourth state in the country to do so — and needs some time to “build consensus on this issue”.

The Democrat joined two Republicans to vote against it.

On Wednesday, the committee’s recommendation will get the first vote. Thirteen of the state’s 24 senators are needed to kill the bill. If the senate splits at 12-12 or if a majority wants to keep it alive, a motion to pass could be entertained.

The bill, which would redefine marriage to include same-sex couples and make New Hampshire the fifth state in the country where gay marriage is legal, could also end up tabled, where it could remain in political limbo. If it passes, a likely veto by the governor could derail any Granite State gay marriage law.
