Homosexual Haitian Migrants Focus of UA Doctoral Student’s Research
Erin Durban spent time in Haiti last year initiating her field research about individuals who immigrate to the United States. While there, she worked to immerse herself in the culture, which included learning about vévé, religious symbols used during rituals, from a Haitian vodou priest, Edouard Glissant.

Erin Durban, a doctoral degree candidate in the UA’s gender and women’s studies department, will travel to Haiti to study the decisions homosexual Haitians migrants make when they leave for the U.S. but then return home.
As an undergraduate in Denver, Erin Durban began to study the conditions of Haitian immigrants and ways the United States has been embroiled in the history of the country.
Now a University of Arizona doctoral degree candidate in gender and women’s studies, Durban is studying the immigration of “queer-identified” Haitians who choose to leave for the United States, but then opt to return home.
Perplexing to Durban is the idea that the United States has a reputation for offering “more liberated spaces” to people around the world seeking asylum – whether for political, economic, religious reasons or because of sexual orientation – and yet certain populations of Haitians decide to return to a county that has offers little protection against sex-based discrimination.
Durban, whose research interests are in sexuality, migration and cultural studies as well as social and economic justice, said she is interested in studying way Haitians interpret the relationship between the United States and Haiti within the context of what is defined as “home.”
She recently received a Social and Behavioral Sciences Research Institute grant for her project, “Desire to Return, Desire to Leave: Investigating Queer Haitian Migration.” The institute, which operates out of the College of Social and Behavioral Sciences, promotes research in the college.
The project will take her later this month to the country of more than 9 million inhabitants, where she will spend several weeks conducting research in Jacmel and Port-au-Prince to better understand the complexities association with the migration of Haitians who are homosexual.
Her investigation, she said, may also help to shed more light on the ways in which economic, political and social interactions and pressures influence certain people.
One challenge she’ll face is the limited amount of information about homosexuals in Haitians, said Durban, who intends to publish an article about her research and incorporate her findings into her dissertation.
“Surprisingly, there is not a lot of research about queer migration in Haiti,” Durban said, noting that of existing literature and documentaries, most tend to focus on gay men or the vodou, or voodoo, religion, which tends to be more accepting of homosexuals.
The focus, too, tends to be on the turmoil in Haiti, considered the poorest country in the Western Hemisphere.
Durban’s interest in these issues was heighted about five years ago with the announcement of the United Nations’ Stabilization Mission in Haiti, a mandate established in response to armed opposition in the country. The United States is among the countries offering military and police personnel in the effort.
“Everywhere I went it seemed I was hearing about Haiti and I found it very strange that here is this place that is really close that no one ever really talks about,” she said. “But when they do, all we ever hear about is corruption, violence and disease.”
Durban said it is important to understand – outside of the typical contexts of violence and poverty – how gender and sexuality are shaping the experience of migrants.
She was encouraged to begin studying what she described as “the coexistence” of two seemingly conflicting beliefs about migration after visiting Haiti last year.
One belief describes the desire by gays and lesbians to leave Haiti for the more “progressive” United States, whereas another describes a strong desire to return to Haiti once in the United States because of a preference to live in their home countries.
Her research, she said, may help explain the role that family obligations, work-related struggles, the pursuit of citizenship, homophobia, the stigma associated with being an immigrant, “the heightened anti-immigrant fervor post-Sept. 11″ and other factors play in migrants choosing to leave the United States.
In her grant proposal, Durban noted that her research could potentially “rethink the idea of the United States as a site of ‘liberation’ for queer people of the world from a new vantage point.” Of particular concern are ways in which racism, xenophobia and homophobia affect and influence the decisions of Haitian migrants.

New Study Finds Gap in LGBT Health Services
With all the media coverage lately around Gay Pride events, as well as around marriage equality, it is ironic that so little is really known about the lives and health needs of lesbian, gay, bisexual and transgender (LGBT) people. This lack of specific information on the LGBT community is not just an academic problem; policymakers, especially those in government, demand real numbers to document the existence of problems. This is particularly true in these tough economic times, as funders, government officials and state agencies rightly demand efficient programs that are targeted like laser beams on specific, documented problems. In this context as with so many things, knowledge equals power: the power to allocate resources and work to fix these problems.
At the national level, researchers have estimated that LGBT people lag behind on seven of the ten targets set by the U.S. government to improve health nationally, called Healthy People 2010. In New York City, we know that LGBT lag behind on at least six of NYC’s health goals, called Take Care New York. However, most states do not measure sexual orientation on their health surveys, and none have consistently measured gender identity.
As researchers and advocates, we are working to change that. In our recent work funded by the New York State Department of Health interviewing 60 experts in health and human services and surveying 3,500 LGBT New Yorkers about their health and human service needs, we have found some striking disparities between their experiences and those of non-LGBT people. Empire State Pride Agenda has just this week published these findings in a report entitled “LGBT Health and Human Service Needs in New York State.”

Homosexual behaviour widespread in animals according to new study
The pairing of same sex couples had previously been observed in more than 1,000 species including penguins, dolphins and primates.
However, in the latest study the authors claim the phenomenon is not only widespread but part of a necessary biological adaptation for the survival of the species.
They found that on the Hawaiian island of Oahu, almost a third of the Laysan albatross population is raised by pairs of two females because of the shortage of males. Through these ‘lesbian’ unions, Laysan albatross are flourishing. Their existence had been dwindling before the adaptation was noticed.
Other species form same-sex bonds for other reasons, they found. Dolphins have been known engage in same-sex interactions to facilitate group bonding while male-male pairings in locusts killed off the weaker males.
A pair of “gay” penguins recently hatched an egg at a German zoo after being given the egg that had been rejected by its biological parents by keepers.
Writing in Trends in Ecology & Evolution, Dr Nathan Bailey, an evolutionary biologist at California University, said previous studies have failed to consider the evolutionary consequences of homosexuality.
He said same homosexual behaviour was often a product of natural selection to further the survival of the species.

California School Apologizes For Illegally Banning Sixth Grader’s Presentation On Harvey Milk
RAMONA, CA – A California school has apologized to a sixth grader for illegally censoring her classroom presentation about Harvey Milk last month, and school officials promise they won’t engage in unconstitutional restriction of similar free speech in the future. The apology comes after the American Civil Liberties Union sent a letter on May 30 to the Ramona Unified School District about its violation of the student’s free speech rights when it refused to allow her to give the presentation in class. Wrongly citing a school policy on sex education, the school had improperly required classmates to get parental permission to see the presentation during a lunch recess. The student was allowed to give her presentation in class this morning.
“Harvey Milk always stood up for his beliefs and what was right, so I felt like I should do the same thing when my school told me they wouldn’t let me do my presentation,” said Natalie Jones, a sixth grader at Mt. Woodson Elementary School. “I worked really hard on my presentation and I’m glad I’m finally going to get to share it with all of my classmates like everyone else got to.”
The assignment, part of an independent research project class, was to prepare a written report on any topic. Natalie, who was inspired to write about Harvey Milk after watching Sean Penn win an Academy Award for portraying him, got a score of 49 out of a possible 50 points on the written report. Students were then told to make PowerPoint presentations about their reports, which they would show to other students in the class. The day before Natalie was to give her 12-page presentation she was called into the principal’s office and told she couldn’t do so. When her mother spoke with the superintendent about the presentation, she was told Natalie couldn’t give her presentation because of a district board policy on “Family Life/Sex Education.” A few days later, the school sent letters to parents of students in the class, explaining that her presentation would be held during a lunch recess on May 8, and that students could only attend if they had parental permission due to the allegedly “sensitive” nature of the topic.
“Instead of quaking at the mere mention of an LGBT person’s existence, schools must understand that talking about someone who happens to be gay is no more sexual in nature than talking about a person who happens to be heterosexual,” said David Blair-Loy, Legal Director of the ACLU of San Diego and Imperial Counties. “Censoring Natalie’s presentation violated the First Amendment and the California Education Code, and we’re pleased she will finally get to give her presentation on a historical figure who was such a fierce advocate for the rights of not just LGBT Californians but of all people.”
* The school has apologized in writing to Natalie and sent a letter about that apology to all the parents who were sent the school’s letter about the presentation.
* The school allowed Natalie to give her presentation to all the other members of her independent research project class.
* The school has agreed to bring its “Family Life/Sex Education” policy into compliance with state law, and acknowledged that the mention or acknowledgement of a person’s sexual orientation is not sufficient to invoke the statutes and policies on sex education.
“If the school had taken a moment to consider its legal obligation to respect and uphold its students’ free speech rights instead of jumping to erroneous conclusions and trying to justify its actions by wrongly conflating Natalie’s historical presentation with sex education, this would never have happened,” said Elizabeth Gill, a staff attorney with the ACLU national LGBT Project. “There’s a tremendous difference between sex education and writing or talking about someone who happens to be gay, and we’re glad we were able to help the school finally understand that.”
“I’m always proud of my daughter, of course, but I’m even more proud of her for the way she stood up for her rights,” said Bonnie Jones, Natalie’s mother. “We’ve also heard from many people in town and other parents at Natalie’s school who have been amazingly supportive. I think if Harvey Milk were still here today, he’d be happy about how this all worked out.”
Harvey Milk, one of Time Magazine’s “Time 100 Heroes and Icons of the 20th Century” in 1999, has been the subject of several books, an opera, a documentary film that won the 1984 Academy Award for Documentary Feature, and a feature film released last year that won two Academy Awards for Best Original Screenplay and Best Actor. Milk’s birthday is the subject of a bill pending in the California legislature that would make it a state holiday.

Eve Pearlman: Curriculum battle lines drawn over values vs. bigotry in Alameda
A HOT TOPIC AROUND TOWN the last several months has been Alameda Unified School District’s proposed anti-bullying curriculum, which has been discussed with increasing fervor, and has turned into a referendum on gay rights. I admit I’d only been paying half attention to the debate (though my husband has been actively advocating for the curriculum’s adoption), until Tuesday night when I watched hours of testimony at the school board meeting, my heart dropping as a long line of speakers voiced their opposition to a few short lessons acknowledging the existence of gay and lesbian families. “It’s about sex!” the opponents claimed. But teaching about same-gender families is no more about sex than the words “marriage” and “husband” and “wife” and “wedding” are about sex. Yes, marriage is based in part on a sexual commitment, but we speak about husbands and wives all the time in a way in which sexuality is not the focus. To children, the word lesbian is no more about sex than the word marriage is. “But I want to teach my child about these things,” parents said. “I want to teach my beliefs to my child.” I have strong empathy for parents who want to impart their values to their children. But I do not have empathy when that “value” is that someone else is a lesser person. Imagine if the “value” in question were that women should not own property or that people could be owned by other people or that people with certain skin color should not be allowed to vote. These are not “values,” these are discriminatory prejudices.
At Tuesday’s meeting, the technique of the well-organized and coordinated curriculum opponents was to attack the series of lessons — designed to complement an already-established anti-bullying curriculum — on a number of technical grounds. “It’s not legal,” they said. “It doesn’t go far enough” or “It privileges one group over another.” But these attacks were contrived and disingenuous. Most curriculum opponents operated from what only few more frankly admitted: They don’t think gay families are the moral equivalent of their own straight families. They don’t think gay families are “OK” and they don’t want their kids being taught that they are. As many in this debate have done, all you have to do is switch the opponents’ arguments to another social group to see how undemocratic their viewpoints are. Would the district allow a student to opt out of a Black history lesson? A celebration of Chinese New Year? To leave the room any time divorce is discussed? Of course not. Religion has been used to support all sorts of atrocities past and present (as well as all sorts of good things). Because an argument is religion-based doesn’t mean that it is more right, more valid or more just. In this country, in this democracy, in this friendly city of 70,000, it is our shared value that all people are created equal — and to those parents who want to teach otherwise, well, this is not a “value.” It is bigotry. And it has no place in our community’s schools. It has surprised me that in this day and age, in the Bay Area, that some are so hostile to difference and so obsessed with other people’s sex lives. The aim of the Alameda school district curriculum is simple: to teach about reality in order to help children skillfully and respectfully navigate their diverse community. All families (the majority of families, in fact) don’t look like the Cleavers. Families have all sorts of configurations, incorporating grandparents and cousins, step-siblings and stepfathers, same gender couples and opposite gender couples. That is reality. Children should be taught what’s real.

Russian gay rights campaigners are toasting Moscow’s homophobic mayor, Yuri Luzhkov, after he ordered the banning and violent suppression of last Saturday’s Slavic gay pride parade in the Russian capital – just hours before the Eurovision song contest was staged in the city.
“Luzhkov has done more than anyone to publicise gay rights in Russia,” beamed Nikolai Alekseev, the gay parade organiser, as we chatted on Sunday afternoon following his release from nearly 24 hours of police detention:
By stopping the gay parade he has provoked massive media coverage of our fight against homophobia. The Russian media has been full of reports about gay issues for the last week. This has hugely increased public awareness and understanding of gay people.
Slowly, we are eroding homophobic attitudes. Through this media visibility, we are helping to normalise queer existence. After our successive gay protests in Moscow since 2006, people are less shocked about homosexuality. We have a long way to go, but gradually we are winning hearts and minds, especially among younger Russians.
We ought to give Luzhkov an award. His violation of our right to protest has given us a remarkable platform, with day-after-day of publicity about lesbian gay human rights. It is the equivalent of about 200m roubles (£4m pounds) in free advertising.

school illegally censored a sixth grader’s classroom presentation about Harvey
Milk earlier this month. According
to a demand letter sent by the American Civil Liberties Union to the
Ramona Unified School
District today, the school violated Natalie Jones’s
free speech rights when it refused to allow her to give the presentation in
class. Instead, the school
improperly required classmates to get parental permission to see the
presentation during a lunch recess.
“This whole thing is unbelievable –
first my daughter got called into the principal’s office as if she were in some
kind of trouble, and then they treated her presentation like it was something
icky,” said Bonnie Jones, mother of the Mt. Woodson Elementary School
student. “Harvey Milk was an
elected official in this state and an important person in history. To
say my daughter’s presentation is
’sex education’ because Harvey Milk happened to be gay is completely
wrong.”

way the same thing as talking about sex, and school officials should
not pretend

The Ramona Unified School
District policy on “Family Life/Sex
Education” reads in part:
“(P)arents/guardians shall be
notified in writing about any instruction in which human reproductive
organs and
their functions, processes, or sexually transmitted diseases are described,
illustrated, or discussed. In
addition, before any instruction on family life, human sexuality, AIDS or
sexually transmitted diseases is given, the parent/guardian shall be provided
with written notice explaining that the instruction will be
given…”
“Schools that act as if any mention
of the existence of gay people is something too controversial or ’sensitive’ to
discuss are doing a disservice to their students,” said Elizabeth
Gill, a staff attorney with the ACLU’s
national LGBT Project. “This school
completely overstepped its bounds in trying to silence Natalie Jones
by shunting
her presentation off to a lunch recess time and misusing a school policy to
justify requiring parental permission to see it.”
In today’s letter, the ACLU is
demanding that the school:

Apologize in writing to Natalie
Jones and send a letter about that apology to all the parents who were sent the
principal’s letter about the presentation

Give
Natalie Jones an opportunity to give her presentation to all the other members
of her independent research project class
·
Clarify
in writing that the parental notification and permission portion of the “Family
Life/Sex Education” policy only applies to the curricula identified as “course
content” for “Family Life/Sex Education instruction”
The ACLU is giving the district
five days to respond or it may file a lawsuit on Bonnie and Natalie Jones’s
behalf.

Second Topless Pic Of Miss Cali Released, Runner Up Ready To Take Crown
A second topless photo of Miss California Carrie Prejean has been released by TheDirty.com, days after Prejean promised the state pageant that there was only one such photo in existence.
In related Miss California news, TMZ reports the gay-marriage opponent’s father may be gay. Her parents split in 1988, and the ugly divorce was full of allegations. Read that story here.
Back to the crown drama. On Wednesday Prejean’s runner-up Miss Malibu told “Access Hollywood’s” Billy Bush she is ready to step in should Prejean lose her crown because of a morality clause in the pageant contract contestants sign that promises they have no nude or semi-nude photos in their past.
The second photo is similar to the first, with Prejean’s bare back to the camera, only she’s no longer smiling.
The release of the second photo comes out days after Prejean, in an email to the Miss California pageant obtained by TMZ, promised there was only one such photo in existence. “I shouldnt (sic) have taken the photo of me in my underwear. There are no other photos of me. This was the only one I took.”
TMZ, however, claims it has seen four such photos, as over the weekend they were offered to the site in a sale.
Meanwhile on Wednesday Miss Malibu Tami Farrell told “Access Hollywood” she is ready, willing and able to take over. “I would be honored to represent the state of California if they need me for my responsibilities as first runner-up. I wouldn’t mind stepping into the spotlight.”

BURUNDI: AIDS activists condemn new anti-gay law
The Burundian Senate overwhelmingly voted against the draft bill in February, but in March the lower house of parliament reversed this decision, and President Pierre Nkurunziza signed it into law on 22 April.
“We regret that the law will hamper Burundi’s attempts to fight AIDS by further marginalizing an at-risk population,” said a statement by international rights groups, including the New York-based Human Rights Watch, local rights group Ligue Iteka and local AIDS NGO, Association Nationale de Soutien aux séropositifs et Malades du Sida (ANSS). “We urge the Government of Burundi to act promptly to decriminalize homosexual conduct.”
People found guilty of engaging in consensual same-sex relations risk imprisonment of two to three years and a fine of up to US$84. “Our activities will be hampered by this law,” said Georges Kanuma, chairman of the Association pour le Respect et les Droits des Homosexuels (ARDHO), a local gay rights movement.
“Our organization is now closing down its offices [in the capital, Bujumbura] because we are afraid that with the new law we may be arrested.” ARDHO has been in existence since 2003 but has never managed to gain legal recognition as an NGO.
The association distributes water-based lubricants and condoms, and raises awareness of HIV/AIDS among men who have sex with men. According to Kanuma, most Burundians are not even aware of the existence of men who have sex with men in their society.
“We are hoping to meet CNLS [Burundi’s national AIDS control council] officials to see if they will also stop the activities they were planning for men who have sex with men,” he added.
In its latest national strategic plan, CNLS lists men who have sex with men among the groups vulnerable to HIV, and recognizes the need for targeted prevention activities in this community. MORE
