bout 17 percent of gay men in Chicago are HIV-positive — and half of them don’t know it.
That’s according to authorititative new estimates from the Chicago Public Health Department.
In particular, black men who have sex with men have double the HIV infection rates of white and Hispanic men, even though they don’t appear to engage in riskier behavior, Chicago health officials said today.
Their report was based on data collected last year from 570 Chicago men in the National HIV Behavioral Surveillance system.
It’s the first time Chicago health officials have used blood-testing to determine HIV infection rates in this high-risk population, said Christopher Brown, assistant commissioner of the health department’s STD, HIV and AIDS division.
Past estimates have relied solely on interviews with gay and bisexual men about their HIV status.
“What we found out pretty much confirms what we’ve known for a while,” Brown said.

Effort To Ban Gay Unions Falling Short In Wash. State
The effort to place a gay-inclusive domestic partnership law up for a vote in Washington State appears to be falling short.
With a looming deadline of Saturday at 2PM, opponents of the law dubbed by the media as the “everything but marriage law” have only 4 full days left to gather thousands of valid signatures.
Opponents – a coalition of mostly religious groups – announced their attempt to repeal the bill in November, even before it became law in May. Gary Randall, president of the Faith and Freedom Network, says his group filed Referendum 71 because the law is too close to marriage and violates the law.
“The bill … elevates homosexual relationships to that of traditional marriage, thus eliminating any legal difference between domestic partnerships and marriage,” Randall wrote in a blog entry posted on the group’s website before the bill became law.
“I do not believe a majority [of] Washingtonians believe in homosexual marriage, nor do they want to become a national attraction for homosexuals from other states and countries,” he added.
Organizers, however, admit that they have fallen desperately behind in collecting the 120,577 valid signatures needed to qualify the measure. Randall told the conservative group Concerned Women for America that only 75,000 signatures had been collected as of Friday. Leaving the group at least 45,577 signatures short. But in order to ensure there are sufficient valid signatures, the group estimates it needs to collect 75,000 signatures. In other words, opponents need to collect as many signatures in one week as they did in the previous seven to eight weeks.
The Democratic-controlled House passed the bill in April along a mostly party-line vote of 62 to 35. Senators approved the bill in March with a 30 to 18 vote, and Governor Chris Gregoire signed the bill into law on May 18. See Effort To Ban Gay Unions Falling Short In Wash. State

Closet Case: How Intolerance Fuels Africa’s AIDS Crisis
New research has challenged the long-standing belief that HIV and AIDS in Africa primarily affect heterosexuals. A study published on the website of the British medical journal Lancet found that men who have sex with other men are up to 10 times more likely than their heterosexual counterparts to be infected with the virus — which suggests that the fight against AIDS on the continent may be undermined by widespread homophobia.
Researchers from Oxford University, the Population Council of Ghana and the Kenya Medical Research Institute reviewed AIDS studies conducted over the past few years and concluded that male-male sex was a major blind spot in AIDS research and policy in Africa. Men having sex with other men is far more common in Africa than is socially acknowledged, owing to widespread hostility toward homosexuality, and the phenomenon there is underreported in research and largely ignored in public-health responses to the pandemic. The researchers compiled statistics from a small but growing number of studies conducted in various African countries in recent years that included estimates of HIV prevalence among men who have sex with other men. Gay Loggers reach goal, to protest as planned
The Green Coalition of Gay Loggers for Jesus will march on Main Street as planned July Fourth, the organizer of the group said Thursday evening.
Organizer Brian Leland had set a 5 p.m. deadline Thursday to reach his fundraising goal of $1,100, the amount of money the city of Bozeman estimates it will cost it to shut down the downtown thoroughfare for the morning protest.
Leland said Thursday evening that he had raised about $1,500. The $400 difference will be given to the local food bank, he said.
The Green Coalition of Gay Loggers for Jesus was formed to protest how the city went about granting the Bozeman Tea Party’s request for a permit march down Main Street on July Fourth.
City staff initially denied the Bozeman Tea Party’s request to cordon off the street for two hours while they protested government spending, the growing national debt and taxes. But following pleas from members of the Tea Party, the Bozeman City Commission recommended 4-1 that staffers reverse their decision, which they did.

The cost of gay marriage – in dollars and cents
Provincetown, Mass. - Maghi Geary might have some peculiar advice for Californians: Gay marriage is good for business. The co-owner of Provincetown Florist has 20 to 30 weddings booked this summer, and the reason for that decent return is evident in the next customer who walks through the door – a lesbian couple from Kansas desperately in need of some carnations for their wedding.
Tuesday, the California Supreme Court made the most recent in a series of legislative and judicial decisions on gay marriage nationwide: It upheld Proposition 8, a measure that bans gay marriage in the state. But here in Massachusetts, gay marriage has been legal since 2003, and in Provincetown, more than 2,000 same-sex couples have tied the knot since then.
In some ways, this farthest fingernail of Cape Cod is emblematic of the economics of gay marriage: a big impact, but only at the margins.
Massachusetts estimates that gay marriage has added money to its coffers – but only about $37 million a year, or less than 1 percent of the annual state budget.
In the private sector, the wedding industry could grow by more than $16 billion if gay marriage were expanded to all 50 states, according to a 2004 study by Forbes magazine.

Mayor Julián Castro knew roughly what to expect when he agreed this week to serve as the Grand Marshal of San Antonio’s July 4 Gay Pride parade — the first San Antonio mayor to do so — and in less than 24 hours, conservative talk-radio host Adam McManus had marshalled his self-styled “Adam’s Army,” urging them via web and airwaves to bombard the new mayor with pleas to withdraw. McManus applied the same pressure to SA Police Chief William (no relation) McManus when he served in the role in 2007.
[Adam McManus is also urging his listeners to protest the public library’s Pride month programming, which includes a screening of Milk. His website, somewhat hysterically, insists on adding “homosexual” in front of any GLBT-related items, as in “San Antonio Homosexual Pride Parade,” and “Stonewall Homosexual Democrats” – in honor of which we’re changing this week’s cover tag, “San Antonio’s Gayest Newspaper,” to “San Antonio’s Homosexual Newspaper.”]“I knew that it would be controversial,” Castro told the Current via phone this morning. He estimates that he has received 80-90 emails opposing his participation, many of them echoing the radio host’s recommended talking points. “But to [Adam McManus’s] credit … they have been very polite, very respectful.”

The borough’s first-ever Gay Life Expo will include vendors, giveaways and a chance to get to know gay-owned and gay-friendly businesses, but it isn’t only about marketing to Staten Island’s largely affluent gay, lesbian, bisexual and transgendered residents.

SF fails to cut HIV in gay men by 50 percent
San Francisco health officials set for themselves a fairly high mark five years ago in their fight against HIV: reduce new infections among gay and bi men by 50 percent by 2008.
Based on the latest estimates for new HIV infection rates in San Francisco, the city failed to reach its goal. It did achieve a roughly 10 percent reduction in HIV rates and has downgraded classifying its HIV epidemic to now being endemic, meaning rates are remaining flat from year to year.
Back in 2004, when the reduction target was included in the San Francisco HIV Prevention Plan, the health department estimated there were 1,082 new infections of HIV each year, with gay and bi men accounting for 835 of those cases.
Today, the city has reduced those estimates, with approximately 975 new HIV infections expected each year, with gay and bi men accounting for 772 of those cases. The bulk of those individuals continue to be among white men.
