Report Shows LGBT Health Disparities
A new report on the non-HIV health and human service needs of LGBT people in New York state shows significant disparities compared to non-LGBT people, reflecting national trends exacerbated by lack of adequate data and homophobia.
The state-sponsored report, the first of its kind for New York, was prepared by researcher Somjen Frazer and published by the Empire State Pride Agenda. It is based on government data, interviews with 60 LGBT health and human services experts, and surveys of 3,500 LGBT New Yorkers.
Key findings of the report, according to Somjen, include the pervasiveness of homelessness, which poses a substantial barrier to service access. Fourteen percent of LGBT people, including one-third of transgender respondents, reported being homeless currently or at one point in their lives.
Lack of culturally competent care also creates hurdles, with 40% of LGBT respondents saying that too few health professionals were adequately trained to deliver services to LGBT patients. Moreover, 27% said they feared they would be treated differently if their health care provider learned they were LGBT.

New Study Finds Gap in LGBT Health Services
With all the media coverage lately around Gay Pride events, as well as around marriage equality, it is ironic that so little is really known about the lives and health needs of lesbian, gay, bisexual and transgender (LGBT) people. This lack of specific information on the LGBT community is not just an academic problem; policymakers, especially those in government, demand real numbers to document the existence of problems. This is particularly true in these tough economic times, as funders, government officials and state agencies rightly demand efficient programs that are targeted like laser beams on specific, documented problems. In this context as with so many things, knowledge equals power: the power to allocate resources and work to fix these problems.
At the national level, researchers have estimated that LGBT people lag behind on seven of the ten targets set by the U.S. government to improve health nationally, called Healthy People 2010. In New York City, we know that LGBT lag behind on at least six of NYC’s health goals, called Take Care New York. However, most states do not measure sexual orientation on their health surveys, and none have consistently measured gender identity.
As researchers and advocates, we are working to change that. In our recent work funded by the New York State Department of Health interviewing 60 experts in health and human services and surveying 3,500 LGBT New Yorkers about their health and human service needs, we have found some striking disparities between their experiences and those of non-LGBT people. Empire State Pride Agenda has just this week published these findings in a report entitled “LGBT Health and Human Service Needs in New York State.”

Gay Marriage Bill On The Move In NY Assembly
The Assembly’s Judiciary Committee will take up Gov. David Paterson’s same-sex marriage program bill on Tuesday - the same day the Empire State Pride Agenda is holding its Equality & Justice Lobby Day in Albany.

Rights Groups Release Updated Guide For New York Same-Sex Couples Married Out of State
(New York) — Lambda Legal, Empire State Pride Agenda, the New York Civil Liberties Union and the American Civil Liberties Union have released a guide outlining government protections and obligations for same-sex couples in New York who married out of state. The new guide is released as the first anniversary of Martinez v. County of Monroe draws near, and in light of last week’s decision in Lewis v. New York State Dept. of Civil Service - both notable appellate court rulings that upheld government recognition of out-of-state marriages of same-sex couples.
The document, titled: Your Government Respects Your Marriage: Developments in New York State Agency Recognition of Same-Sex Couples’ Out-of-State Marriages, details many of the ways state agencies around New York accord legal respect to married same-sex couples. Lambda Legal, NYCLU, Empire State Pride Agenda and ACLU worked closely with state agencies to confirm and clarify the legal rights afforded to same-sex couples married out of state. The summary offers an overview of some of these statewide protections.
“The guide is a crucial primer for same-sex couples who are recognized as spouses in New York,” said Susan Sommer, senior counsel at Lambda Legal, who has litigated many of the cases confirming marriage respect for same-sex couples. “It shows significant areas in which these couples now are protected, ranging from access to health insurance, to accurate birth certificates for children born to same-sex couples, to important workers’ compensation benefits if tragedy strikes. But until New Yorkers in same-sex relationships can marry in their home state, they are still vulnerable to discrimination.”
“Couples in New York who have never known true security for their families are finally getting a taste of the family protections other married couples and their children enjoy,” said Donna Lieberman, executive director of the New York Civil Liberties Union. “The governor’s determination was based on the NYCLU’s victory in the case Martinez v. County of Monroe, in which an appeals court unanimously ruled that New York State must recognize valid out-of-state same-sex marriages. We commend the governor and our state agencies for following the law and standing up for fairness. But lasting progress requires leadership from both the judicial and legislative branches. It’s time for our political leaders to do what’s right. New Yorkers should not have to leave the state to protect their families.”
“Policymakers and elected officials in New York should recognize that we’re already living in a state with marriage for same-sex couples. Unfortunately, these couples currently have to go out of state to have their weddings performed,” said Alan Van Capelle, executive director of the Empire State Pride Agenda. “Not only does this mean a loss of literally millions of dollars to New York’s economy, but it is also patently unfair to same-sex couples. New Yorkers shouldn’t have to go elsewhere to get married when they want to stand up in front of friends and family right here and get married in their home state.”

Van Cappelle Says Gillibrand Supports Gay Marriage
Empire State Pride Agenda Executve Director Alan Van Cappelle is firmly behind the selection of ostensibly non-liberal Democratic congresswoman Kirsten Gillibrand for the senate.
“After talking to Kirsten Gillibrand, I am very happy to say that New York is poised to have its first U.S. Senator who supports marriage equality for same-sex couples,” said Van Capelle in a statement. “She also supports the full repeal of the federal DOMA (Defense of Marriage Act) law, repeal of Don’t Ask Don’t Tell (DADT) and passage of legislation outlawing discrimination against transgender people. While we had a productive discussion about a whole range of LGBT concerns, I was particularly happy to hear where she stands on these issues.”
