‘Two-Track’ Church Suggested by Archbishop of Canterbury

In a lengthy message published Monday on his Web site, the archbishop offered a detailed and nuanced response to at the convention in , Calif., this month when -rights in the chalked up major victories over on . The is the official branch of the in the .

The developments were seen by and as likely turning points in the history of the divided , reflecting the profound rifts over within — the world’s third largest network of Christian after the and Orthodox . The differences have crystallized around the ’s consent in 2003 to the of the church’s first openly bishop, V. Gene Robinson of .

The Episcopalians had agreed to a on the election of , but it was lifted at the convention in .

In his message, repeated his view that “a blessing for a same- union cannot have the authority” of the full , any more than a blessing for a couple living outside would have.

That, in turn, means that as long as the broader church “as a whole does not bless same- , a person living in such a union cannot without serious incongruity have a representative function in a Church whose public teaching is at with their .”

The issues have confronted the archbishop with not simply between and in the but also across the broader church with its many in , Britain and elsewhere. Four in the and many individual have broken away from the national to forge alliances with such as the Church of .

said: “There is at least the possibility of a twofold ecclesial reality in view in the middle distance: that is, a ‘covenanted’ global body, fully sharing certain aspects of a vision of how the Church should be and behave, able to take part as a body in ecumenical and interfaith ; and, related to this body, but in less formal ways with fewer formal expectations, there may be associated local in various kinds of mutual and with one another and with ‘covenanted’ provinces.”

The archbishop has promoted the idea of — described by some analysts as a kind of good-behavior guide for — to overcome the rift.

“This has been called a ‘two-tier’ model, or, more disparagingly, a first- and second-class structure,” the archbishop’s message said. “But perhaps we are faced with the possibility rather of a ‘two-track’ model, two ways of witnessing to the heritage, one of which had decided that local had to be the prevailing value and so had in good declined a covenantal structure.”

The message continued: “It helps to be clear about these possible futures, however much we think them less than ideal, and to speak about them not in apocalyptic terms of and excommunication but plainly as what they are — two styles of being , whose mutual relation will certainly need working out but which would not exclude in mission and service of the kind now shared in the .”

Church ponders next step on gay vows

in and Iowa, the only parts of the nation where same- is legal, are preparing for a wave of requests to allow to oversee the ceremonies as the result of a decision last week by the that opens the door to church for .

In yesterday, none of several interviewed said they were immediately prepared to allow to officiate at same- , which remain prohibited by the of the .

But, citing the ’s decision Friday to allow in states where same- is legal to “provide generous ’’ to same- , the indicated that they are looking for ways to allow to at least celebrate, if not perform, in church.

“The problem is the book says that must conform to the laws of the state and the of the church, but if we respond to the laws of the state, we are in violation of the of the church,’’ said T. Lane of , where the situation is further complicated by a possible to overturn same- . “We’re trying to respond pastorally, but not to get so far beyond the bounds of what the church understands that our are just sort of hanging out there.’’

Lane also said of , where same- has been approved in every state but , are hoping to reach a common plan, because “we don’t want back and forth between the states.’’

“The folks who would like to be married are of our and will have a legal right to should the law be upheld,’’ Lane said. “ are caught trying to be faithful both to the of the church and the laws of the state, and some flexibility will help us make good pastoral while the church wrestles with the definition of and the rites in the Book of Common .’’

The is one of several mainline Protestant grappling with how to respond to increasing societal acceptance of same- . But the issue is particularly thorny for Episcopalians because the and the global to which it belongs have been riven by over the 2003 election of an openly priest, the Rev. V. Gene Robinson, as bishop of .

In an interview yesterday, Robinson said he expects to get married to his longtime once same- becomes legal in , in January. Robinson said in have been long been allowed to bless same- , including those in civil , and that he expects to continue to ask to bless, but not legally officiate at, same- .

“My feeling is that it’s time to separate the civil action from the religious action for all , and my is that we will continue that practice, which is to say we will ask to get out of the civil business and continue to offer the church’s of civil and of same-gender marriages,’’ said Robinson. As a practical matter, that means marriages are solemnized by justices of the peace, who sign the , and then blessed by .

In Eastern , Bishop M. Thomas Shaw has been one of the most vocal supporters of same- , but also one of the most determined to differentiate between civil and religious .

Gays Step Up Efforts to Reverse Gay-as-Godless Stereotype

A groundbreaking about the lives of gay Americans that the Barna Group put out last week got surprisingly little attention. In my latest &; Country column for U.S. News Weekly, I tied the Barna ’s fascinating portrait of to the rights movement’s recent efforts to ratchet up and messaging. Much of the work is aimed at reversing the -as-Godless .

Here’s the top:


Though he was raised in the , Harry Knox knew he couldn’t become a minister in his because it doesn’t ordain openly . He enrolled in a of the more liberal but was eventually denied anyway. “My whole as an is an accidental ministry,” says Knox, 48, who now works at the Campaign, the nation’s largest rights group. “I would rather be a local pastor.”

Instead, since 2005, Knox has built ’s “ and program,” which works to combat the of the , , , and community as antireligious. “For far too long, organizations did not put religious at the of our efforts,” Knox says. “That’s a we’re making less often now.”

Those religious may be more plentiful than most Americans think. A out last week shows that most Americans pretty robust lives. While 72 percent of straight American describe their as “very important” in their lives, so do 60 percent of and . Almost as many, 58 percent, say they’ve made a personal and ongoing commitment to Christ.

And though they are much less likely than straights to share the beliefs of born-again —which comes as no , since most in the born-again condemn —the Barna found that 27 percent of do hold those beliefs. “Many in the Christian community assume there’s this significant between and in terms of beliefs and activities,” says , the country’s top on , who supervised the . “While there are statistically significant differences, it’s the narrow size of the that’s most surprising.”

The unleashed a torrent of hate , mostly from believers furious with Barna’s : that many are -believing . But more and more rights organizations are joining in stepping up efforts to highlight the beliefs of many Americans, largely through religious programs. And some religious and are to welcome and .

rights say that the 2004 election, when voters in 11 states passed bans that were heavily promoted through , was a wake-up call. To help counter the image of the battle as a fight between and religious Americans, , the National and , and other national rights quickly hired religious staff.

Gay bishop says faith groups key to NH gay marriage vote

became the sixth state to legalize on Wednesday () in part because leaders testified that the measure would not impinge on , according to V. Gene Robinson, the state’s openly bishop.

When credible , and advocated for same- , it “had a of sway with in terms of giving them cover,” said Robinson. “Our message was loud and clear: have nothing to from civil for same-gendered folks.”

Robinson, who was elected bishop of in 2003, joined his longtime in a last year. Under the law, their union will automatically be considered a on Jan. 1, 2010.

“I’m still about 30 feet off the ground, hovering somewhere on high,” Robinson said in a conference call with reporters on Thursday.

The signed by Gov. on Wednesday contains explicit for religious that object to same-gender and makes the only state in that does not allow .

Robinson said separating the civil and of and making clear that religious would not be required to sanction same-gender was key to the effort.

“We made sure that our … bill here stated and overstated and restated the fact that no would be abridged in the embrace of civil — that no religious would be required to do anything against its own beliefs,” Robinson said. “It largely undercut the argument from the other side.”

Two separate studies released on Wednesday concluded that anti- relied heavily on to successfully push for ballot in Michigan in 2004 and California in 2008 that outlawed .

“A religious requires a ,” said the Rev. of the National and and an author of one of the reports.

Robinson said, “I think it’s about emboldening to see like them who identify as or American Baptist or Methodist or Lutheran (and) say `OK, this … is clearly a person of , so despite what the says as a whole I’ve got a fairly firm piece of ground to stand on here.”

Illinois gay union legislation stresses the civil aspect
