‘Two-Track’ Church Suggested by Archbishop of Canterbury
PARIS — The Most Rev. Rowan Williams, the archbishop of Canterbury, said profound differences among the world’s 77 million Anglicans over gay clergy and same-sex unions could divide their church into a “two-track model” yielding “two styles of being Anglican.”
The formula could avert a formal breach between liberals and conservatives but bring new strains in the relationship between the global Anglican Communion and American Episcopalians who resolved this month to open the door to ordaining openly gay bishops and to start the process of developing rites for same-sex marriages.
Archbishop Williams insisted that the issue should not be debated “in apocalyptic terms of schism and excommunication but plainly as what they are — two styles of being Anglican.”
In a lengthy message published Monday on his Web site, the archbishop offered a detailed and nuanced response to events at the Episcopal convention in Anaheim, Calif., this month when gay-rights advocates in the United States chalked up major victories over conservatives on sexual issues. The Episcopal Church is the official branch of the Anglican Communion in the United States.
The developments were seen by liberals and conservatives as likely turning points in the history of the divided Episcopal Church, reflecting the profound rifts over sexual issues within Anglicanism — the world’s third largest network of Christian churches after the Roman Catholic and Orthodox Churches. The differences have crystallized around the Episcopal Church’s consent in 2003 to the consecration of the church’s first openly gay bishop, V. Gene Robinson of New Hampshire.
The Episcopalians had agreed to a moratorium on the election of gay bishops, but it was lifted at the convention in Anaheim.
The archbishop of Canterbury is the spiritual head of the Anglican Communion, which is composed of 38 provinces worldwide. The Episcopal Church claims about 2.3 million members.
In his message, Archbishop Williams repeated his view that “a blessing for a same-sex union cannot have the authority” of the full Anglican Communion, any more than a blessing for a heterosexual couple living outside marriage would have.
That, in turn, means that as long as the broader church “as a whole does not bless same-sex unions, a person living in such a union cannot without serious incongruity have a representative function in a Church whose public teaching is at odds with their lifestyle.”
The issues have confronted the archbishop with deep divisions not simply between liberals and conservatives in the United States but also across the broader church with its many followers in Africa, Britain and elsewhere. Four conservative dioceses in the United States and many individual Episcopal churches have broken away from the national denomination to forge alliances with conservative Anglican groups such as the Anglican Church of Nigeria.
Archbishop Williams said: “There is at least the possibility of a twofold ecclesial reality in view in the middle distance: that is, a ‘covenanted’ Anglican global body, fully sharing certain aspects of a vision of how the Church should be and behave, able to take part as a body in ecumenical and interfaith dialogue; and, related to this body, but in less formal ways with fewer formal expectations, there may be associated local churches in various kinds of mutual partnership and solidarity with one another and with ‘covenanted’ provinces.”
The archbishop has promoted the idea of covenant — described by some analysts as a kind of good-behavior guide for churches — to overcome the rift.
“This has been called a ‘two-tier’ model, or, more disparagingly, a first- and second-class structure,” the archbishop’s message said. “But perhaps we are faced with the possibility rather of a ‘two-track’ model, two ways of witnessing to the Anglican heritage, one of which had decided that local autonomy had to be the prevailing value and so had in good faith declined a covenantal structure.”
The message continued: “It helps to be clear about these possible futures, however much we think them less than ideal, and to speak about them not in apocalyptic terms of schism and excommunication but plainly as what they are — two styles of being Anglican, whose mutual relation will certainly need working out but which would not exclude cooperation in mission and service of the kind now shared in the Communion.”

Nearly nine months after California voters banned same-sex marriage in the state, gay marriage supporters are ready to ask them to overturn Proposition 8. They’re just not sure when to ask: In November 2010 or November 2012. Choosing a date involves more than sifting through the polling, community meetings and consultants’ reports that have filled the time since last fall’s election with soul-searching and finger-pointing among supporters, culminating in a meeting of the movement’s leaders Saturday in San Bernardino. Generating enthusiasm for a grassroots campaign will also be a heart-based decision, one that has split same-sex couples even in Kern County, where 75 percent of voters backed Prop. 8. Bakersfield resident Jade Haley wants an initiative in 2010. Her partner Alee Gamino thinks that’s too soon. Gamino’s Catholic mother still refers to Haley as “she” and has no contact with them as a couple, who are raising Gamino’s teenage daughter from a previous relationship. On Sundays, Gamino, 34, goes to church twice. She attends a Catholic service solo with her mom in the morning and goes to a Metropolitan Community Church with her partner in the evening. “The churches have thousands and thousands of people ready to go against us,” said Gamino. She looked at 70 people who came to a Unitarian Universalist Church on Thursday to talk about the movement’s next step. “All we have is what’s in this room.” Still, Gamino was among only a dozen people at the Bakersfield meeting called by Marriage Equality USA who supported waiting until 2012. The sentiment for a vote next year echoed one at a similar gathering in San Francisco, while gatherings in liberal bastions such as Oakland and Berkeley leaned toward 2012. “The reaction was really mixed,” said Pam Brown, Marriage Equality USA’s political director, who compiled information from the organization’s “Get Engaged” tour of 40 California cities over the past several weeks. “A lot of people who wanted to wait until 2012 wanted to see what the plan was first before they committed.” A nonbinding straw poll of leaders gathered Saturday in San Bernardino to plan the movement’s next step found that 93 people voted to go in 2010, 49 in 2012 and 20 were undecided. Organizers expect to officially decide when to return to the ballot in a couple of weeks. Married lesbian couple seeks protection in India
LUCKNOW: Even as the country debates pros and cons of legalising the same sex marriages and the Central government finds itself in a fix over the issue, a lesbian couple tied nuptial knot defying all social norms in Muzaffarnagar, known for honour killings and fundamentalist diktats by caste-based panchayats.
This is not all. Two days after the incident hit the headlines, the Muzaffarnagar district administration received another application for same sex marriage from another lesbian couple. While in the first case, officers have provided security to the newly wedded, they have not given permission to the second couple fearing a backlash from the community. Significantly, in both the cases, the couples belong to low income group and are not highly educated.
In the first case, Komal Sharma and Pinki Kashyap entered into wedlock and left their families to live together. The couple hails from Dayanand Nagar, a small locality in Shamli tehsil of Muzaffarnagar district. While Komal belongs to a Brahmin family and is educated till class XI, Pinki hails from an other backward class family and has studied only till class VIII. Komal’s father Rajendra Sharma is with home guard and Pinki’s father Hariram runs a small dairy.
The two girls met three months back in a vocational training centre where both had enrolled for a course in stitching. The friendship soon turned into love and they got secretly married through Arya Samaj rituals at a temple in Muzaffarnagar. They also to have entered wedlock legally through a court marriage in Delhi. While Pinki posed as the groom, Komal dressed as a bride.
The couple kept their marriage a secret till July 23, the day they left their families. According to police, Pinki came to Komal’s house in the morning of July 23 when Komal was alone with her two younger siblings. The duo gave sleeping pills mixed in cold drink to the Komal’s younger brother and sister and left the house. The two girls also filed an application in the office of Senior Superintendent of Police (SSP), Muzaffarnagar, complaining that they have threat to their lives from their families. Outgames international gay sport and culture event opens in Copenhagen
There will be triathlon and handball – but also bridge and line dancing. Copenhagen is preparing for thousands of gay people from dozens of nations to descend this weekend for the Outgames, a nine-day sporting and cultural olympics for the lesbian, gay, bisexual and transgender community.
When the 5,500 participants are introduced on a catwalk in Copenhagen’s central square today, it will kickstart nine days of sport, arts and political debates with almost 100 nations represented in more than 30 events, traditional and improvised.
But the event is about much more than podium places. The Outgames has launched itself under the banner of sport, culture and human rights. Participants from a host of cities, including Tel Aviv and Mexico City, will take over public spaces throughout Copenhagen to showcase artists and performers.

Salt Lake City leaders seek to eradicate discrimination
Fair housing was the topic of Debra Daniels’ first high school debate speech.
With the release of a report Tuesday detailing incidents of discrimination in Salt Lake City, Daniels is still talking about the need for equality some 35 years later.
“I am surprised today, in 2009, that we are still asking that our citizens be allowed to move into a neighborhood, to … access employment and health care … and they’re being denied based on who they are,” Daniels said on the steps of the Salt Lake City-County Building.
The report by the Salt Lake City Human Rights Commission found discrimination based on race, faith, class and sexual orientation happens often in the city.

Ancient India didn’t think homosexuality was against nature
NEW DELHI: Was Indian society tolerant of homosexuality before the colonial administration proscribed it in 1860? The government has taken conflicting positions on this within the country and outside.
On a petition pending before the Delhi high court seeking to decriminalize homosexuality, the government said in its counter affidavit that that there were “no convincing reports to indicate that homosexuality or other offences against the order of nature mentioned in Section 377 IPC were acceptable in the Indian society prior to colonial rule.�
But when it was being reviewed by the UN Human Rights Council last year for the first time ever, India distanced itself from that provision when Sweden, arguably the most gay-friendly country in the world, questioned its record in ensuring equality irrespective of a person’s sexual orientation.
This is how Goolam Vahanvati, who was then solicitor-general and is now attorney-general, tried to save India’s face before the council as part of its official delegation. “Around the early 19th Century, you probably know that in England they frowned on homosexuality, and therefore there are historical reports that various people came to India to take advantage of its more liberal atmosphere with regard to different kinds of sexual conduct.
“As a result, in 1860 when we got the Indian Penal Code, which was drafted by Lord Macaulay, they inserted Section 377 which brought in the concept of ‘sexual offences against the order of nature’.
Now in India we didn’t have this concept of something being ‘against the order of nature’. It was essentially a Western concept, which has remained over the years. Now homosexuality as such is not defined in the IPC, and it will be a matter of great argument whether it is ‘against the order of nature.”
Vahanvati’s admission on the international forum that the ban on homosexuality was a western import and its relevance was debatable flies in the face of the government’s unabashed efforts before the Delhi high court to retain Section 377, complete with its colonial baggage and archaic notion of unnatural offences.
Whatever the politics behind this glaring contradiction, there is ample evidence placed before the high court by petitioner Naz Foundation substantiating in effect Vahanvati’s view that in the centuries prior to the enactment of section 377, India was rather accommodating of homosexuals. Pastor who opposes homosexuality may get Chicago City Council seat
he amens in full force, the choir in full throated glory, Rev. Wilfredo De Jesus takes the pulpit at New Life Covenant Church to urge his congregation to dream big.
“Because we can change a life, we can change a community,” he preaches. “Because we can change a community, we can change a city.”
The sermon sounds like a campaign speech, fitting because De Jesus, one of Chicago’s most influential Latino pastors, is making a controversial leap into politics as the choice of outgoing Ald. Billy Ocasio (26th) to be his replacement on the City Council.
But, in a complicated blending of morality and politics, the pastor’s possible appointment has drawn protests from gay activists who object to other rhetoric used in De Jesus’ church that they say is not as uplifting — messages equating homosexuality with drug addiction and other social ills.
The activists call De Jesus “homophobic.” They worry that his appointment would give him the ability to control funds for agencies that serve gay clients and a platform to shape broader debates such as same-sex marriage.
De Jesus says that he has never preached hatred of gay people and that his church’s opposition to homosexuality is rooted in a literal interpretation of the Bible.

Religious groups in India have warned they will oppose any move to legalize homosexuality as the federal government prepares to hold talks on a law that classifies same-sex acts as crimes.
India’s Hindu nationalist main opposition has in the meantime called for a national debate on the legislation that law minister M. Veerappa Moily last week said would come up for a discussion within the government.
“This is a sensitive issue and warrants a debate within the Indian society at large before arriving at any decision,” said Sidharth Nath Singh, spokesman for the opposition Bharatiya Janata Party.
An Indian court is due to give its judgment on a petition filed by a nonprofit group that has challenged the anti-gay provision of the penal code.
In a news conference last week, Moily refused to spell out his government’s stand on it because it awaits judicial determination. But his comments that the federal home minister was “contemplating” a meeting with his Cabinet colleagues on the law drew widespread coverage in the largely conservative country.
“Hope floats at rainbow parades,” read a caption on a front-page picture from a gay parade in New Delhi in Monday’s Times of India newspaper.
Participants in that march demanded repeal of Section 377 of the penal code, which criminalizes private consensual sex between adults of the same gender in the country.

Religious leaders, however, oppose any suggestion to scrap 377, describing homosexuality as “unnatural.”
“We are against calling homosexuality a criminal activity, but we are certainly in principle against legalizing it, because that would mean the state endorsing same-sex relationships,” said Babu Joseph, spokesman for the Catholic Bishops’ Conference of India.
Homosexuality “violates fundamental norms of a family,” he said.

Judge Declines to Stay Law on Gay Marriage
A Superior Court judge decided yesterday not to delay enactment of a law stipulating that the D.C. government will recognize same-sex marriages performed in other jurisdictions.
Judge Judith E. Retchin ruled that she would not a grant a stay preventing the law from taking effect Monday, as requested by opponents. However, the effective date is likely to be delayed by the need for congressional approval. Attorneys for the group said they needed more time to research and argue their position before the law takes effect.
Opponents, led by Bishop Harry Jackson of Hope Christian Church in Beltsville, and seven other D.C. voters want a referendum on the issue, but the D.C. elections board said that would be illegal under the District’s Human Rights Act.
Although Retchin decided against delaying the law’s enactment, she said opponents could seek to amend the law after the marriage provision takes effect.

Gay row minister to be inducted in Scotland
The gay minister whose appointment sparked a furious debate in the Church of Scotland is set to be formally inducted in Aberdeen.
The Reverend Scott Rennie will be introduced to his congregation at a service at Queen’s Cross Church.
Hundreds of ministers and thousands of Church of Scotland members signed an online petition opposing the move.
After arriving in Aberdeen, Mr Rennie said he was looking forward to serving God in the city.
The issue had gone to the General Assembly which narrowly voted in favour.
But there has been a two-year ban on the ordination of gay ministers and a special commission is considering the issue.
