‘Two-Track’ Church Suggested by Archbishop of Canterbury

— The Most Rev. Rowan Williams, the , said among the world’s 77 million over and same- could divide their church into a “two-” yielding “two styles of being .”

The formula could avert a formal breach between and but bring new in the between the global Anglican Communion and American Episcopalians who resolved this month to open the door to ordaining openly gay bishops and to start the process of developing rites for same-sex marriages.

insisted that the issue should not be debated “in apocalyptic terms of and excommunication but plainly as what they are — two styles of being .”

In a lengthy message published Monday on his Web site, the archbishop offered a detailed and nuanced response to at the convention in , Calif., this month when -rights in the chalked up major victories over on . The is the official branch of the in the .

The developments were seen by and as likely turning points in the history of the divided , reflecting the profound rifts over within — the world’s third largest network of Christian after the and Orthodox . The differences have crystallized around the ’s consent in 2003 to the of the church’s first openly bishop, V. Gene Robinson of .

The Episcopalians had agreed to a on the election of , but it was lifted at the convention in .

The is the of the , which is composed of 38 provinces worldwide. The claims about 2.3 million .

In his message, repeated his view that “a blessing for a same- union cannot have the authority” of the full , any more than a blessing for a couple living outside would have.

That, in turn, means that as long as the broader church “as a whole does not bless same- , a person living in such a union cannot without serious incongruity have a representative function in a Church whose public teaching is at with their .”

The issues have confronted the archbishop with not simply between and in the but also across the broader church with its many in , Britain and elsewhere. Four in the and many individual have broken away from the national to forge alliances with such as the Church of .

said: “There is at least the possibility of a twofold ecclesial reality in view in the middle distance: that is, a ‘covenanted’ global body, fully sharing certain aspects of a vision of how the Church should be and behave, able to take part as a body in ecumenical and interfaith ; and, related to this body, but in less formal ways with fewer formal expectations, there may be associated local in various kinds of mutual and with one another and with ‘covenanted’ provinces.”

The archbishop has promoted the idea of — described by some analysts as a kind of good-behavior guide for — to overcome the rift.

“This has been called a ‘two-tier’ model, or, more disparagingly, a first- and second-class structure,” the archbishop’s message said. “But perhaps we are faced with the possibility rather of a ‘two-track’ model, two ways of witnessing to the heritage, one of which had decided that local had to be the prevailing value and so had in good declined a covenantal structure.”

The message continued: “It helps to be clear about these possible futures, however much we think them less than ideal, and to speak about them not in apocalyptic terms of and excommunication but plainly as what they are — two styles of being , whose mutual relation will certainly need working out but which would not exclude in mission and service of the kind now shared in the .”

LOS ANGELES: All Saints, Pasadena, clergy opt out of civil marriages until gay couples can legally wed

“At the of ’s and All Saints’ historic mission is respecting the of every human being,” Bacon said in a announcing the decision, which is effective immediately.
“The California in its recent opinion has ruled that those of same-gender affections are second-class ,” Bacon added. “Denying to a certain classification of humanity is blatant with which our governing board, the other of All Saints, and I will not participate. We invite other and to join us in this stand for .”
Bacon referred to the May 26 state ruling that upheld the 8, a providing that “only between a man and a is valid in California.” Their decision sparked by both and of the measure.

But she added that: “We will continue to serve and marry them civilly if that’s what the couple prefers for whatever reason because that was the contract going in.”
All Saints vestry, at its June 2 meeting, had unanimously passed a resolution declaring that “the sacramental right of is available to all , but that the of will not sign civil certificates so long as the right to marry is denied to same- .”
The vestry’s decision acknowledged “our active in the discriminatory system of civil is inconsistent with ’s call to strive for justice and peace among all and the of every human being.” The resolution states “civil in the is, as a result of Proposition 8 and the Court’s decision, a constitutionally-mandated instrument of , which furthers and denies same- the fundamental dignities to which each human being is entitled,” Bacon said. Russell said there was little discussion in the vestry meeting. “It was just a no- that of course we want to take steps that keep us from being complicit in state-sponsored .
“I keep thinking I couldn’t be prouder to work at than I already am and then our keeps that make me even prouder,” Russell said. “It was it is such a part of the DNA of to stand with those in need of . This stand is so deeply rooted in our baptismal , it gives us such a strong theological place to stand. It feels like very firm foundation, indeed.”

Ruth Gledhill: Sorry bishops, but a diocese is not a church.

wrote: ‘The organ of union with the wider Church is the Bishop and the Diocese rather than the Provincial structure as such. Those who are rushing into separatist solutions are, I think, weakening that basic of Catholic and in a sense treating the provincial structure of The as if it were the most important thing - which is why I continue to hope and pray for the strengthening of the bonds of mutual support among those who want to be clearly loyal to .’

So the Anglican Communion Institute , who along with and the over at Covenant form a sort of neo-orthodox trinity to be at one and three all at the same time, could be forgiven for believing they are merely being true to Windsor and doing what the has wanted all along.

But are they? I’ve got some seriously for them.

Apparently the sands have shifted. That letter to Howe was written in 2007. Now is 2009, nearly two whole years later. The is in its third draft and there can be , reading it, that when it speaks of ‘church’, as it does many times, it means a national church, or a province.

Ecclesiastical is a many-layered complex thing. Even when we imagine we’re still in the land of it is . Yet on one level, that of true , it remains exactly the same as it was in Hooker’s day.

I have it on good authority that things are deemed to have moved on rather substantially, but some things cannot change, otherwise we truly will not be a ‘proper church’, not even an , but just a rather drippy federation.

There is absolutely no way the ACI will be enabled to perform some sort of subtle non- ecclesiological split on The , leaving their orthodox at the centre of a covenental along with Cantuar and the , with the liberal pro- majority forced to dance around on the edges in some ‘outer circle’ of recognition.

Whichever side you’re on, either you’re for them or against them, folks. It just will not be possible for either side to have it both ways if the is to work. It’s called having your and eating it too.

Gays, God, the Bible and the bishops

The wrangling over , and Proposition 8, which overturned the legalization of in California, is taking some interesting turns this week — all based in some way on how one reads the .

Archbishop of Los Angeles said in a letter to homosexuals in the weekly archdiocesan paper, The Tidings, that the ’s vociferous support of the “does not diminish in any way (your) importance” nor “lessen your personal and value as full of the body of Christ.”

Mahony wrote:

We are saddened that some who opposed Proposition 8 have employed hurtful and accusatory language, and even threatening actions, against those who voted for Proposition 8. This is most unfortunate since such strategies obscure the basic matter at issue: the preservation of the ordered between man and created by .

In a , LA Weekly wasn’t buying this, calling it “wacky double-speak.”

And the Diocese of Los Angeles and seven other announced they would ask their national to retract its General Convention’s 2006 ban on the election of more or . (The election of actively in 2003 was the for a of about 10% of U.S. parishes to pull out of the and form their own new Church, the cornerstone of which is a literal reading of the which they say forbids behavior.)

To make the point even sharper, Bishop of Los Angeles Jon announced a new policy on the Sacramental Blessing of Life-Long Covenants and included an official liturgy for the diocese — another step officially discouraged by the national .
