‘Two-Track’ Church Suggested by Archbishop of Canterbury

— The Most Rev. Rowan Williams, the , said among the world’s 77 million over and same- could divide their church into a “two-” yielding “two styles of being .”

The archbishop has promoted the idea of — described by some analysts as a kind of good-behavior guide for — to overcome the rift.

“This has been called a ‘two-tier’ model, or, more disparagingly, a first- and second-class structure,” the archbishop’s message said. “But perhaps we are faced with the possibility rather of a ‘two-track’ model, two ways of witnessing to the heritage, one of which had decided that local had to be the prevailing value and so had in good declined a covenantal structure.”

The message continued: “It helps to be clear about these possible futures, however much we think them less than ideal, and to speak about them not in apocalyptic terms of and excommunication but plainly as what they are — two styles of being , whose mutual relation will certainly need working out but which would not exclude in mission and service of the kind now shared in the .”

Backers of Gay Marriage Rethink California Push

LOS ANGELES — Discouraged by stubborn numbers and pessimistic , major financial of same-sex marriage are cautioning rights to delay a campaign to overturn California’s ban on such until at least 2012.

Earlier this year, many supporters of same- seemed eager to mount a 2010 campaign to overturn Proposition 8, which was passed by in November and defined as “between a man and a .”

But the timing of another campaign has since been questioned by several of the movement’s big , including David Bohnett, a philanthropist and who gave more than $ to the to 8.

“In with a number of my major No on 8 ,” Mr. Bohnett said in an e- message, “I find that they share my : namely, that we will step up to the plate — with resources and talent — when the time is right.”

“The only thing worse than losing in 2008,” he added, “would be to lose again in 2010.”

The issue of when to go back to the was also the central topic at a contentious “ ” held Saturday at a church in , east of Los Angeles, where about 200 rights gathered to discuss their next step. It was the second large meeting of leaders since late May when the California ruled against a to Proposition 8, which passed with 52 percent of the .

Shortly after the court’s decision, officials at California, one of the largest rights in California, issued an online for for a possible 2010 campaign, citing a need to capitalize on over the decision and on the seeming from the recent legalization of same- in several other states.

But that thinking has apparently evolved.

Marc , director for California, said he spent June and early July asking the opinions of nearly two dozen California and and had been surprised by the almost unanimous opinion that a 2010 race was a .

“I expected having watched the and the real pain that the L.G.B.T. community had experienced that there would be some real measurable remorse in the ,” Mr. said, referring to , , and . “But if you look at the numbers since November, they really haven’t moved at all.”

A major factor in any California balloting, of course, is ; here are remarkably expensive, with a number of costly media markets. The Proposition 8 campaign, for example, cost more than $80 million, with spending some $43 million.

Courts unlikely to strike down new domestic partner registry until after it begins

An attorney for those hoping to strike down Wisconsin’s new for says he hopes the will decide their request in a matter of weeks.

But by then, will have already started registering at for the benefits. Those sign- begin a .

Three of the Action group asked the yesterday to declare the domestic registry unconstitutional.

They say it violates the against and civil which group helped pass in 2006.

The group calls it an effort to redefine in Wisconsin. But a for Gov. , who included the registry in the new , says it’s just a set of basic protections, and it has nothing to do with promoting .

Four of the seven justices would have to agree to take the case, and their new session does not begin until September.

Church ponders next step on gay vows

in and Iowa, the only parts of the nation where same- is legal, are preparing for a wave of requests to allow to oversee the ceremonies as the result of a decision last week by the that opens the door to church for .

In yesterday, none of several interviewed said they were immediately prepared to allow to officiate at same- , which remain prohibited by the of the .

But, citing the ’s decision Friday to allow in states where same- is legal to “provide generous ’’ to same- , the indicated that they are looking for ways to allow to at least celebrate, if not perform, in church.

“The problem is the book says that must conform to the laws of the state and the of the church, but if we respond to the laws of the state, we are in violation of the of the church,’’ said T. Lane of , where the situation is further complicated by a possible to overturn same- . “We’re trying to respond pastorally, but not to get so far beyond the bounds of what the church understands that our are just sort of hanging out there.’’

Lane also said of , where same- has been approved in every state but , are hoping to reach a common plan, because “we don’t want back and forth between the states.’’

“The folks who would like to be married are of our and will have a legal right to should the law be upheld,’’ Lane said. “ are caught trying to be faithful both to the of the church and the laws of the state, and some flexibility will help us make good pastoral while the church wrestles with the definition of and the rites in the Book of Common .’’

The is one of several mainline Protestant grappling with how to respond to increasing societal acceptance of same- . But the issue is particularly thorny for Episcopalians because the and the global to which it belongs have been riven by over the 2003 election of an openly priest, the Rev. V. Gene Robinson, as bishop of .

In an interview yesterday, Robinson said he expects to get married to his longtime once same- becomes legal in , in January. Robinson said in have been long been allowed to bless same- , including those in civil , and that he expects to continue to ask to bless, but not legally officiate at, same- .

“My feeling is that it’s time to separate the civil action from the religious action for all , and my is that we will continue that practice, which is to say we will ask to get out of the civil business and continue to offer the church’s of civil and of same-gender marriages,’’ said Robinson. As a practical matter, that means marriages are solemnized by justices of the peace, who sign the , and then blessed by .

The New York Blade Suspends Publication

The New York , one of the two major and in , has laid off its editor in chief and suspended publication, the of its publishing company said on Wednesday.
