Iraqi gay men face ‘lives of hell’
Grainy footage taken on a mobile phone and widely distributed around Baghdad shows a terrified young Iraqi boy cowering and whimpering as men with a stick force him to strip, revealing women’s underwear beneath his dishdasha (Arab robe).
“Why are you dressed as a girl?” roars one of the men, brandishing his stick as the youth removes his brassiere.
The sobbing boy, who appears to be about 12, tries to explain that his family made him do it to earn money, as they have no other source of income.
The scene, apparently filmed in a police post, reinforced reports of a campaign against gay men in Iraq which activists say has claimed the lives of more than 60 since December.
In the latest manifestation of the campaign, posters have appeared on walls in the poor Shia suburb of Sadr City in eastern Baghdad, listing alleged homosexuals by name and threatening to kill them.
Those named have gone underground, while gay men throughout the city and in some other parts of the country also live in fear.

Peter Burleigh, an out gay foreign affairs officer, has been named to the top diplomatic post in India until a permanent ambassador is selected. According to GayPolitics.com, he has a “deep expertise in South Asian affairs” and came out within the State Department once they stopped treating gay people as security risks in 1990. Anti-Gay Senator Out; LGBT Festival Celebrates
Chris Buttars, the Utah Republican state senator famous for racist and anti-gay outbursts, was removed from his post as head of the Judiciary Committee for breaking a deal with his anti-gay Republican colleagues to cool the rhetoric.

Buttars’ latest outburst was to a documentary filmmaker. He called same-sex relations “an abomination” and the LGBT movement “probably the greatest threat to America,” while comparing LGBT activists to Muslim “radicals.”
“Most of what Senator Buttars said, I agree with,” said Republican Senator Howard Stephenson, but his caucus felt Buttars had become too much of a “lightning rod” on LGBT issues.
A Salt Lake Tribune editorial called him a “Buttaraurus,” writing, “Buttars will never change. But Utah will.”
A “Buttars-Palooza” with live music and a DJ was organized by LGBT activists for the lawn of the state capitol on February 28 and attracted more than 1,000 people celebrating the GOP senator being taken down a peg. See

Gay Media in Receivership
The investment fund that owns the Washington Blade, the Southern Voice, Genre magazine, and other gay publications has been forced into receivership by the federal Small Business Administration (SBA), which will sell the fund’s assets and distribute the proceeds to investors.
“As a consequence of defendant’s continuing violation… SBA is entitled to the injunctive relief… including the appointment of SBA as receiver of [the Avalon Equity Fund],” the SBA wrote in an August 2008 court filing, which was only recently found by Gay City News.
Avalon, which owns a stake in the company that publishes the New York Blade and HX, was licensed by the SBA as a small business investment company (SBIC) in 2000. Through 2007, it borrowed just over $38 million from the federal agency to invest in gay media properties and a range of other ventures.
As part of its contract with the SBA, Avalon was required to have private money or assets in the fund from sources, such as individual investors, that had a value equal to half the amount it borrowed from the SBA or just over $19 million. See Gay Media in Receivership

Gay Portland Mayor Hanging In There
In a winning landslide, Sam Adams on January 4 became the first openly gay mayor of a major US city. But just two weeks later, his promise threatened to unravel when news of his 2005 relationship with Beau Breedlovee, a teenage legislative intern Adams met while serving as a city commissioner, once again became front page news. In 2007, Adams had insisted the relationship between the two was a “mentoring” bond.
But under prodding from Willamette Week, Breedlove, now 21, last month suggested there was more to the relationship than that. In Washington, one day before the Inauguration, Adams acknowledged that he began a romantic relationship with Breedlove when the younger man was 17, but insisted they did not have sex until he turned 18.

Police Charged with False Arrests of Gay Men at Adult Video Stores
Anger is building against the police department in the wake of an increase in arrests of gay men for prostitution at Manhattan adult video stores. Last week, City Council Speaker Christine Quinn joined in the outcry. She said she is working with the mayor’s office and commanders of the police department to set up a meeting that will include gay community groups “to get to the bottom of this.”
The arrests have been documented by Duncan Osborne of the Gay City News over the last several months. Police are allegedly using handsome young undercover cops to cruise middle-aged gay men, offering to go home with them for consensual sex. As they leave the store together, the cop offers to pay the man for the sex, confusing the victims who can’t imagine why the younger man would make such a proposal. Then, as they walk out of the store, the victim, despite never having agreed to any exchange of money, is surrounded by undercover cops, handcuffed and charged with prostitution.
Gay activists and civil libertarians see the arrests as part of a continuing effort to shut down porn operations in the city and a tendency by the police department to criminalize gay sexual behavior.
We need to see [the arrest policy] stopped and to figure out how it started,” Quinn told Gotham Gazette, calling the arrests of gay men “the most egregious I have heard of” going back to her days as executive director of the Gay and Lesbian Anti-Violence Project, which is part of a coalition to stop these arrests. “It’s not even entrapment,” she said. “These are false arrests.”

Bush Signs Bill Aiding Gay Partners
President George W. Bush, no friend to gays, nevertheless signed the Worker, Retiree and Employer Act on December 23, which will allow the roll-over of pensions from a deceased gay person to his or her partner without tax consequences as with heterosexual married partners. The Human Rights Campaign hailed the move, though it is not known whether Bush was going soft on gays or never saw a tax-cutting bill he did not like.

LGBT Center Director Burns Out Gay City News
That’s not really fair to Richard Burns, after 22 years as executive director of New York’s LGBT Community Center, but I couldn’t resist the headline. Burns has actually shown remarkable staying power, but is moving on in February to become the chief operating officer at the Arcus Foundation, part of whose mission is LGBT rights. Albany Press Corps Erupts Vs. Stonewalling Senate Dems Gay City News
Four days after would-be State Senate Leader Malcolm Smith, a Queens Democrat, is said to have brokered a deal with three rogue Democratic senators who threatened to stand in the way of his party gaining control of the Legislature’s upper chamber, Smith remained unable or unwilling to explain if that bargain entails “postponing” a gay marriage vote in New York.
In a December 8 press briefing held to announce that Buffalo-area Senator Bill Stachowski would become the deputy majority leader and Albany-area Senator Neil Breslin the chair of the Insurance Committee, Smith, who is set to assume the senior Senate post of president pro tempore, took no questions, but instead abruptly departed for another meeting. Stachowski was left in front of reporters unable to confirm whether he would in fact be deputy to Bronx Senator-elect Pedro Espada, Jr. The NYSNYS News Service captured the incredible scene:
