Gay-lesbian course at UoP sets an example for other universities

When the University of Pune (UoP) started a Lesbian Gay Bisexual Transgender (LGBT) course in 2007, it was the second university in the country, after University of Hyderabad, to do so. Then, the UoP initially even had to put a disclaimer saying that one doesn’t have to be gay to take the course.

Today even as two of its students take up LGBT topics for MPhil research, other universities are mulling over the possibility of getting the Department of English, that conducts the LGBT course, to hold a workshop on it for their teachers, reflecting a significant change in the academia’s mindset.

“The other day, two professors from outside Pune — PC Kar from the University of Baroda and CJ Jahagirdhar from Kolhapur University — visited us and were of the opinion that we should conduct workshop for college-level lecturers on the LGBT course on their campuses. It shows a welcome change in the attitude of the academic fraternity,” said Raj Rao, professor of English at the UoP, whose persistence resulted in the LGBT course seeing the light of the day.

Congressional Race in California Draws a High-Profile Cast

WALNUT CREEK, Calif. — With competitive races in Congress a rarity in California, the unexpected availability of a seat here has set off a sudden and furious chase, with at least a dozen candidates and a mélange of political styles and personal storylines.

California’s 10th Congressional District, a sprawling inkblot made up of a collection of suburbs east of San Francisco, has been represented since 1997 by Ellen O. Tauscher, a Democrat who resigned after being confirmed on June 25 to a top post in the State Department.

The field to succeed her includes the lieutenant governor, two state lawmakers, a decorated Iraqi war veteran who is openly gay and a former newspaper reporter. And that does not even include the Republican candidates in this Democratic-leaning district.

The crush of hopefuls, said Henry Brady, a professor and dean of the public policy school at University of California, Berkeley, might stem in part from the diversity of the district, which extends from the liberal Bay Area to more conservative territory inland.

“These seats don’t come available very much, and the reason is very simple: geography,” Dr. Brady said. “The Democrats are primarily on the coast, and the Republicans are in the Central Valley and the mountains, so it’s very hard to build a competitive district. But this has the potential to be one.”

The lieutenant governor, John Garamendi, is considered the early favorite to replace Ms. Tauscher. Mr. Garamendi, a Democrat who had considered running for governor next year, said he opted instead for Congress in large part because of the abbreviated campaign. A primary, followed by a special election, to complete Ms. Tauscher’s term must be held within 126 days of the governor setting the date. Gov. Arnold Schwarzenegger issued a proclamation Friday declaring Nov. 3 the date for the special election.

“I thought, How am I going to spend two valuable years of my life?” said Mr. Garamendi, 64, who previously served as the deputy secretary of interior in the Clinton administration as well as the California’s first elected insurance commissioner. “Am I going spend two years dialing for dollars, or am I going to spend four months out ringing doorbells and campaigning person to person and the other 20 months working on issues?”

Mr. Garamendi’s principal challengers among the Democrats, some polls show, are State Senator Mark James DeSaulnier and Assemblywoman Joan Buchanan. Both were elected to their current posts last fall.

Mr. DeSaulnier, 57, is a former mayor, city councilman and assemblyman, who says his career comes in spite a devastating personal experience with politics: a scandal involving his father, Judge Edward J. DeSaulnier Jr., who was removed from the bench of the Massachusetts Superior Court and disbarred in 1972 after being accused of rigging a sentence for the Mafia. The older Mr. DeSaulnier was never charged with a crime but was disgraced nonetheless and committed suicide in 1989.

“I’ve been very affected by my father’s journey,” said Mr. DeSaulnier, who worked as a restaurateur before running for office. “And I’ve loved my public life.”

The rest of the Democratic field is not as well known, though one candidate has attracted some national attention: Anthony Woods, a 28-year-old graduate of the United States Military Academy at West Point and a veteran of the Iraq war who was awarded the Bronze Star for two tours of duty. Shortly after his return from combat, while at Harvard working toward his master’s degree, Captain Woods told military superiors that he is gay, resulting in an honorable discharge.

While considered a long shot for the Congressional seat, Mr. Woods would be the first openly gay black man in Congress, though he has been careful on the campaign trail to trumpet more than his sexuality.

“The first thing I talk to voters about is their priorities, universal health care and economic security,” he said. “I’m not hiding who I am, but they’re just as interested in talking about the issues as I am.”

Gay veteran’s military dismissal puts spotlight on California congressional race

WASHINGTON – Anthony Woods says he grew up without health insurance, struggled to get an education and fought in Iraq, a war he didn’t believe in.

Then he got kicked out of the military for violating its “Don’t Ask, Don’t Tell” policy after telling his commanding officer he was gay.

Woods, a 28-year-old graduate of West Point, figures he has the proper anti-establishment credentials to win an open seat in California’s 10th Congressional District. He’s proud of his lack of political experience, saying experienced politicians haven’t done much good in either Sacramento or Washington.

“If we keep sending experienced career politicians to D.C., nothing’s going to change,” Woods said in an interview.

Woods may be a long shot in the race to replace the retiring Democratic Rep. Ellen Tauscher in the East Bay seat, but his presence assures it will be a high-profile affair. It’s already resulting in national attention.

Woods, a Democrat, is less well-known than his challengers, but his team is banking on the candidate’s compelling life story and his status as an outsider to put him over the top in a splintered field.

Report Shows LGBT Health Disparities

A new report on the non-HIV health and human service needs of LGBT people in New York state shows significant disparities compared to non-LGBT people, reflecting national trends exacerbated by lack of adequate data and homophobia.

The state-sponsored report, the first of its kind for New York, was prepared by researcher Somjen Frazer and published by the Empire State Pride Agenda. It is based on government data, interviews with 60 LGBT health and human services experts, and surveys of 3,500 LGBT New Yorkers.

Key findings of the report, according to Somjen, include the pervasiveness of homelessness, which poses a substantial barrier to service access. Fourteen percent of LGBT people, including one-third of transgender respondents, reported being homeless currently or at one point in their lives.

Lack of culturally competent care also creates hurdles, with 40% of LGBT respondents saying that too few health professionals were adequately trained to deliver services to LGBT patients. Moreover, 27% said they feared they would be treated differently if their health care provider learned they were LGBT.

Rep. Sally Kern says ‘debauched’ gay marriage caused bad economy

Rep. Sally Kern of Oklahoma, who has called being gay a “deadly lifestyle”, has released what she calls a “Proclamation for Morality”, which reads more like a manifesto against homosexuality. Kern, who apparently is unfamiliar with the fact that the United States was founded on the principle of separation of church and State, consistently uses religion as a basis for her arguments.

The New Civil Rights Movement published Kern’s “proclamation”, in which she says gay marriage is a form of “debauchery” like “abortion, pornography, sex trafficking, divorce, illegitimate births, and child abuse.” She blames the bad state of the economy on this so-called “debauchery”:

“WHEREAS, we believe our economic woes are consequences of our greater national
moral crisis; and
WHEREAS, this nation has become a world leader in promoting abortion,
pornography, same sex marriage, sex trafficking, divorce, illegitimate births, child abuse, and
many other forms of debauchery; and
WHEREAS, alarmed that the Government of the United States of America is forsaking
the rich Christian heritage upon which this nation was built; and
WHEREAS, grieved that the Office of the president of these United States has refused
to uphold the long held tradition of past presidents in giving recognition to our National Day of
Prayer; and
WHEREAS, deeply disturbed that the Office of the president of these United States
disregards the biblical admonitions to live clean and pure lives by proclaiming an entire month to
an immoral behavior”

Tulsa World called the reading and signing of Kern’s proclamation “circus-like”. About 200 supporters stood with her inside the State Capitol gathering signatures, while Kern was repeatedly interrupted by protesters.

Minister in Tory homophobia claim BBC News

Culture Secretary Ben Bradshaw has said “a deep strain of homophobia still exists on the Conservative benches”.

Mr Bradshaw, one of three gay men currently in the cabinet, made the comments as a new poll suggested more gay people were turning to the Tories.

Chris Bryant, another gay minister, said: “If gays vote Tory they will rue the day very soon.”

But Tory frontbencher Alan Duncan said the two men’s comments showed Labour was “actually the nasty party”.

Being seen to be more “gay friendly” has been a key part of David Cameron’s mission to decontaminate the Conservative Party brand and make it more acceptable to young, socially liberal voters.

Federal Judge Stresses Trial Record on Calif. Gay-Marriage Ban

Whatever Chief U.S. District Judge Vaughn Walker winds up deciding on Proposition 8, it’s clear he wants an airtight trial record to support it.

Holding his first hearing Thursday on the controversial measure that outlawed same-sex marriage, Walker repeatedly stressed the importance of establishing a record that will stand the test of time.

He told a packed courtroom that he was “reasonably sure” that the challenge launched by two high-profile litigators is “only touching down in this court” and merely a “prelude” for things to come.

“How we do things here,” Walker said, “is more important than what we do.”

He noted that other courts have rendered decisions on same-sex marriage without holding full trials, which he suggested was a “problem.”

Perry v. Schwarzenegger, 09-CV-2292, was filed in May by Theodore Olson, who represented George W. Bush in the landmark Bush v. Gore case, and David Boies, who represented Al Gore. Boies wasn’t present on Thursday. The suit attacks Prop 8 on equal protection and due process grounds.

Walker had already issued a tentative order allowing Prop 8 proponents to intervene and denying a preliminary injunction (pdf). He stood by both orders during Thursday’s 50-minute session.

Olson, a partner in Gibson, Dunn & Crutcher’s Washington, D.C., office who has argued before the U.S. Supreme Court 55 times, nonetheless made a fleeting attempt to persuade Walker to change his mind on the injunction.

“Every day that Prop 8 is enforced perpetuates a tragic injustice” on gays and lesbians, he argued, saying it “brands” them as “second-class citizens, unworthy and different.”

“The Supreme Court,” Olson argued, “has held again and again and again that the right to marry is the most important relationship in life.”

Representing the Prop 8 proponents, Washington attorney Charles Cooper, who was a top Justice Department lawyer during the Reagan administration, warned that the lawsuit could “sweep away” not only Prop 8, but the definition of marriage in 43 states and the federal government.

The Cooper & Kirk partner also argued that marriage has by tradition always been the union of a man and a woman, and said that every Supreme Court case that describes marriage has noted that its central purpose is procreation.

New Study Finds Gap in LGBT Health Services

With all the media coverage lately around Gay Pride events, as well as around marriage equality, it is ironic that so little is really known about the lives and health needs of lesbian, gay, bisexual and transgender (LGBT) people. This lack of specific information on the LGBT community is not just an academic problem; policymakers, especially those in government, demand real numbers to document the existence of problems. This is particularly true in these tough economic times, as funders, government officials and state agencies rightly demand efficient programs that are targeted like laser beams on specific, documented problems. In this context as with so many things, knowledge equals power: the power to allocate resources and work to fix these problems.

At the national level, researchers have estimated that LGBT people lag behind on seven of the ten targets set by the U.S. government to improve health nationally, called Healthy People 2010. In New York City, we know that LGBT lag behind on at least six of NYC’s health goals, called Take Care New York. However, most states do not measure sexual orientation on their health surveys, and none have consistently measured gender identity.

As researchers and advocates, we are working to change that. In our recent work funded by the New York State Department of Health interviewing 60 experts in health and human services and surveying 3,500 LGBT New Yorkers about their health and human service needs, we have found some striking disparities between their experiences and those of non-LGBT people. Empire State Pride Agenda has just this week published these findings in a report entitled “LGBT Health and Human Service Needs in New York State.”

WASHINGTON, June 20 -The National Gay and Lesbian Task Force applauds reports that the U.S. Census Bureau will count married same-sex couples in the 2010 census, reversing an earlier decision made under the Bush administration. Previously, same-sex couples only had the option of checking off ‘unmarried partner,’ which will remain an option. The Task Force has played a leading role in getting the Census Bureau to change course. Task Force staffers have been pressing for a reversal of the discriminatory policy in meetings that started in late 2008 with the Obama transition team, continuing later with officials from the White House, Census Bureau and Commerce Department.

The Task Force’s work leading to this victory

The Task Force has been working for months to secure a reversal of the discriminatory policy.

* Task Force staff met with Obama transition team members to educate them about this critical issue, and to provide concrete ways for them to make this change.

* Task Force staffers, including Executive Director Rea Carey and Policy Institute Director Jaime Grant, have been pressing for a policy change in meetings that started in late 2008 with the Obama transition team, continuing later with officials from the White House, Census Bureau and Commerce Department.

* In February, the Task Force Policy Institute convened 20 leading lesbian, gay, bisexual and transgender rights organizations to meet with top census outreach officials. In this meeting, the groups collectively refused to engage in community outreach on the census until the anti-marriage policy was reversed.

* The Task Force partnered with the Williams Institute to provide officials from the White House, Census Bureau and Commerce Department with research essential to making this change.

* The Task Force undertook a major grassroots campaign to both educate the public on this issue and to apply pressure to the administration.

* The Task Force worked with key elected officials to provide them with

information so they could write letters to Commerce Secretary Gary Locke and

the incoming director of the Census Bureau to advocate for change.

* The Task Force is part of a coalition of researchers and advocates

crafting a community education campaign to launch following the change of

policy.

Father’s Day in a house with lesbian moms.

Perhaps you are wondering what Father’s Day is like in a family with lesbian moms. Me too. Over the 19 years we have been parents, there has been no pattern.

I don’t sense any sadness from our kids about the holiday. It’s not like Valentine’s Day when you don’t have a valentine. But I am not naive. I am sure our kids find themselves wishing for a father from time to time but it remains unspoken. And while I hold my head up very high about the kind of parenting my partner and I provide for our three kids, yes, sometimes on Father’s Day I feel a tiny twinge. I can’t really describe it. It’s just a twinge.

I think it was partially due to that twinge that I lobbied many years ago to get Father’s Day.

Let’s be clear. It was not a gender confusion thing. I just thought it was quite practical. Think about the more thoughtful school or camp forms that don’t ask for “Mother” and “Father” but now ask for “Parent 1″ and “Parent 2.” I’m not suggesting that Hallmark become quite this thoughtful with their holidays but you get the idea. Mother’s Day in a house with lesbian moms, as I wrote about last month, can be a challenge. It’s quite an awesome day on the one hand and yet at the same time, it is not a singularly special day for either of us.

Thus my idea to turn Father’s Day into Jojo Day.

You see, ,my kids call me Jojo. My kids’ friends. My kids’ teachers. My kids’ friends’ parents. Its origin is quite simple. Scout the Elder was Agent Zero.

When my partner Eileen was pregnant with Scout, we talked about the name thing. Eileen had a preference to be called Mom and as she was handling the hard labor (literally), that seemed just right. But what will this baby call you, she asked? I don’t know. Let’s see what she comes up with.
