Gay bishop says faith groups key to NH gay marriage vote

Voices of Witness Africa New documentary tells stories of gay Anglicans

Voices of Witness Africa is a new 30-minute intended to help Episcopalians listen to the views and of who are , , and (GLBT) and to emphasize that is “not just a North American or European issue,” says the Rev. .

Co-produced by Black, rector of Christ the King Church in Kalamazoo/Texas Corners, Michigan, and , a writer and based in Fort Worth, Texas, the features GLBT who talk about their lives and their with and the church.

Among those interviewed for the is the Rt. Rev. Christopher Senyonjo, retired bishop of the Diocese of West Buganda in the Anglican Church of Uganda, who a study and group for . “I’m sorry about what the church is saying. loves you, loves you,” Senyonjo says in support of GLBT . While he acknowledges that speaking out has been “very risky,” Senyonjo adds, “When you know the , it should make you free.”

“Many, many years ago, when the townships were in smoke and were dying, we never thought that we would be where we are now,” Yvonne Daki, manager of iThemba Lam Center of Inclusive and Affirming Ministries in South , says in the . “We will have one day a situation where can speak openly about their .”

For Black, one of the surprises when working on the was “how willing were to have their name and image used publicly, even when they knew their bishop would be receiving a copy of the film, and even when there could potentially be horrific for doing so … Their is incredible.”

“Viewers who have followed the plight of GLBT in will hear familiar and tragic stories of , and abuse,” the Chicago Consultation said. “However, they may also be surprised by the support and hope voiced by some of the film’s subjects, including African and .”

Black said that much can be found in the stories of hope that were heard — “hope that one day the church will have moved beyond the issues of that divide it.”

All the instruments of communion have supported a process of listening to the of throughout the Communion. At the 1998 , resolution 1.10 committed all the provinces of the Communion to a listening process. It was not until 2005 that the Listening Process was officially launched with the of a who would monitor the work being done, share the results and enable further listening.

The Anglican Consultative Council, the communion’s most representative policy-making body, in in May 2009 and supported the renewal of the Listening Process, which has received a 2.5-year grant from the Satcher Institute at the Morehouse School of in Atlanta, Georgia to run five “pilot ” around the communion.

Alameda school board adopts plan to halt anti-gay bullying

New Study Says Obama Can Halt Gay Discharges With Executive Order

Experts Chart Course to End 16-Year Ban

SANTA BARBARA, Calif. — A study released today by a team of experts shows that the has the to end with a single order. Dr. Aaron , Director of the Palm Center and a study co-author, said “The administration does not want to move forward on this issue because of from both parties in , and does not want to move forward without a signal from the . There are three legal bases to the ’s authority, the report says. First, has already granted to the the to halt under 10 U.S.C. 12305, a law which titled, “Authority of to suspend certain laws relating to promotion, retirement, and separation.” Under the law, the may suspend any of law relating to promotion, retirement, or separation applicable to any member of the who the determines is essential to the of the during a “period of national emergency.” The statute specifically defines a “national emergency” as a time when “ of a reserve component are serving involuntarily on active duty.”

The second and third bases of presidential authority are contained within the “don’t ask, don’t tell” itself. The law to the Defense Department authority to determine the process by which will be carried out, saying they will proceed “under regulations prescribed by the Secretary of Defense, in accordance with procedures set forth in such regulation.” Finally, the law calls for the discharge of service if a finding of is made, but it does not require that such a finding ever be made. According to the study, these mean that the , not , has the “authority to devise and implement the procedures under which those findings may be made.”

Diane H. Mazur, Professor of Law at the University of Florida College of Law and another study co-author, said the presidential authority to stop firing troops, known as “stop-loss,” is different from the highly unpopular stop-loss policy that the recently announced it would phase out. “That use of stop-loss forcibly extends service by those who wish to leave the military,” she said, “whereas suspending for would do the opposite: allow ongoing service by those who wish to remain in uniform.” The study says the of the stop-loss law, which are granted by , are “sensible because they give the authority to suspend laws relating to separation when a national emergency has strained personnel requirements.”

The other four authors of the study in addition to Mazur and are Dr. Nathaniel Frank, a Palm researcher and author of “: How the Ban Undermines the Military and Weakens America”; Dr. Gregory M.
