Condemnation for bishop who called for gay people to ‘repent’ Independent
The Bishop of Rochester has been accused of pandering to hate and homophobia after calling on homosexuals to repent. Michael Nazir-Ali provoked outrage among gay groups when he urged Church leaders to stick to traditional values instead of being swayed by “culture and trends”.
While calling for the “traditional teaching” of the Bible to be upheld, the Bishop said of homosexuals: “We want them to repent and be changed.”
His controversial remarks were published just hours after more than half a million people, including the Prime Minister’s wife, Sarah, took part in the Gay Pride parade in London.
Sharon Ferguson, of the Lesbian and Gay Christian Movement, condemned Dr Nazir-Ali for making comments that she said would encourage hatred.
“It feeds to the more fundamental individuals who are looking to have their opinions ratified and speak hatefully and behave hatefully,” she said.
“His comments are likely to cause more of a schism within the Church of England. He’s saying their [gays and lesbians] sexuality is a sin. It’s not. It’s a gift from God. God made us all.”
She added: “He is telling people ‘You have to repent’ for something they have no control over. It’s like asking someone to repent because they have blue eyes.”
Peter Tatchell, the gay rights campaigner, said he was “shocked” at the level of anti-gay prejudice voiced by the bishop. “Homophobia is a social and moral evil, just like racism. Bigotry, even in the guise of religion, has no place in a compassionate, caring society,” he said. “I call on the bishop to repent his homophobia. His prejudice goes against Christ’s gospel of love and compassion.”
Labour MEP Michael Cashman accused the Bishop of Rochester of being “selective” about which parts of the Bible he upheld. “When he calls for the closure of all the banks, finance houses and credit card companies because of what it says in the Bible about usury, then I’ll take him seriously,” he said. “Until then, unless he can say anything good, he should shut up.”
In his comments, made to a Sunday newspaper, the bishop said homosexuals should be welcomed into the Church but that a person’s sexual nature could only be correctly expressed in a heterosexual union within marriage. His remarks reopened the row over homosexuality that has for years threatened to tear the Anglican Church apart.
He made them on the eve of today’s official launch of the Fellowship of Confessing Anglicans at Westminster Central Hall in London where he is expected to speak in support of the organisation. The UK branch of the Fellowship is regarded by many liberals within the Anglican movement as an attempt to create a church within a church with the aim of heading off moves to ease rules on homosexuality. Dr Nazir-Ali is to step down in the autumn and he is expected to play an important part in the Fellowship’s activities.
The Very Rev Colin Slee, the Dean of Southwark and a prominent liberal, was so alarmed by the the impending departure of Dr Nazir-Ali from the See of Rochester that he described it as “clearly a move towards a sectarian alternative church intentionally designed to create turbulence in the Anglican Communion”.
Canon Chris Sugden, of the Fellowship, said a message from the Queen will be read out during the ceremony but a Buckingham Palace spokeswoman called it nothing more than a “standard response” to the many requests made to the monarch each year. “It isn’t endorsing anyone’s point of view,” she said.

*Michael Nazir-Ali has been one of the most vocal and controversial of bishops of the past decade and has rarely been afraid to speak out.
He was a leading contender to become Archbishop of Canterbury when George Carey stood down but has found himself at odds with Rowan Williams, the incumbent.
The issue of homosexuality has been one of the biggest causes of friction between Dr Nazir-Ali, the Bishop of Rochester, and the liberal wing of the Anglican Church.
In 2008 the rift was so marked that he boycotted the Lambeth Conference, a meeting of Anglican Church leaders held once a decade, because of the row over homosexuality. He is part of an evangelical wing urging the Church to stick to a traditional interpretation of the scriptures regarded by liberals, especially on the issues of homosexuality and women priests, as backward.
This year he announced he would step down as Bishop of Rochester in September to allow him time to concentrate on representing the Church in parts of the world where Anglicans are a minority religion or oppressed.
Born in Pakistan to Catholic parents, he converted at the age of 20 and holds dual British and Pakistani nationality. Appointed the 106th Bishop of Rochester in 1994, he was the first non-white diocesan bishop in the Church of England. Since then he has been a frequent critic of the rise of Islam in Britain.

Religious groups in India have warned they will oppose any move to legalize homosexuality as the federal government prepares to hold talks on a law that classifies same-sex acts as crimes.
India’s Hindu nationalist main opposition has in the meantime called for a national debate on the legislation that law minister M. Veerappa Moily last week said would come up for a discussion within the government.
“This is a sensitive issue and warrants a debate within the Indian society at large before arriving at any decision,” said Sidharth Nath Singh, spokesman for the opposition Bharatiya Janata Party.
An Indian court is due to give its judgment on a petition filed by a nonprofit group that has challenged the anti-gay provision of the penal code.
In a news conference last week, Moily refused to spell out his government’s stand on it because it awaits judicial determination. But his comments that the federal home minister was “contemplating” a meeting with his Cabinet colleagues on the law drew widespread coverage in the largely conservative country.
“Hope floats at rainbow parades,” read a caption on a front-page picture from a gay parade in New Delhi in Monday’s Times of India newspaper.
Participants in that march demanded repeal of Section 377 of the penal code, which criminalizes private consensual sex between adults of the same gender in the country.

Religious leaders, however, oppose any suggestion to scrap 377, describing homosexuality as “unnatural.”
“We are against calling homosexuality a criminal activity, but we are certainly in principle against legalizing it, because that would mean the state endorsing same-sex relationships,” said Babu Joseph, spokesman for the Catholic Bishops’ Conference of India.
Homosexuality “violates fundamental norms of a family,” he said.

California appellate court rules La Crescenta property belongs to Los Angeles diocese
A California appellate court’s June 9 ruling was the latest in a series of recent developments that return disputed church properties to three California Episcopal dioceses.
On June 9, the San Diego-based Fourth District Court of Appeal ruled unanimously that the Diocese of Los Angeles is legal owner of property currently occupied by St. Luke’s Anglican Church. The congregation had cited theological differences when severing ties to the Episcopal Church (TEC) in 2006 and realigning with an Anglican diocese in Uganda.
In unrelated agreements, displaced Episcopalians will return July 1 to two other disputed properties, St. John’s Church in Petaluma, in the Diocese of Northern California and St. Paul’s Church in Modesto in the Diocese of San Joaquin.
“The long history of the Episcopal Church in La Crescenta will continue with new leadership and the potential for sustained growth, and as an open source of full inclusion for all humanity,” Bishop Jon Bruno of Los Angeles said June 9 after learning of the court’s decision.
“It is important that we preserve the essence of St. Luke the healer and the ongoing maintenance of the historic church building. It is a jewel in the crown of La Crescenta, and a blessing to the people of the Diocese of Los Angeles.”
Los Angeles: ‘property held in trust’ for wider church
The appellate court ruling affirmed a 2007 trial court decision that the church, located about 15 miles north of Los Angeles, was held in trust for the mission of both the local diocese and the wider church. In issuing the ruling, the ten-member panel cited a January 5, 2009 California Supreme Court decision, which returned St. James Anglican Church in Newport Beach to the diocese. Attorneys in that case, New v. Kroeger, have appealed the decision to the U.S. Supreme Court.
John Shiner, chancellor for the Diocese of Los Angeles, said a timeline for transition will advance in accordance with court procedures.
The Rev. Rob Holmann, rector of St. Luke’s Anglican Church, declined to comment June 10. “I know the general direction of the ruling, but I am withholding all comment until I see it” and until he could speak with attorneys, he told the Episcopal News Service.
A few days earlier, Holmann had told the Glendale News Press that he and the 200-member congregation “would very much like to stay” in the 83-year-old river-rock building, considered a cultural, architectural and historic local landmark.
Bruno said the future mission of St. Luke’s, now under his direct pastoral control, will be to focus on “deepening our understanding of what it means to be reconciled, welcoming and healthy people of God.”
Petaluma and Modesto: Episcopal congregations set to return July 1
After a bitter split and three years of “homelessness,” members of St. John’s Episcopal Church in Petaluma are returning July 1 to the 118-year-old church, the Rev. Norman Cram said in a telephone interview June 10.
“We are jubilant, overwhelmingly jubilant,” said Cram, priest-in-charge. “We celebrated our homelessness and we overlooked the inconveniences of living and worshipping out of a laundry basket but now that these things are almost behind us, it’s almost overwhelming.”
Citing disagreement over the ordination of a gay bishop, a majority of the 250-member congregation in December 2006 had voted to sever ties with the Episcopal Church and the Diocese of Northern California but declined to vacate church property. They formed St. John’s Anglican Church, displacing about 55 continuing Episcopalians who initially met in homes.
The Rev. David Miller, rector of the Anglican congregation, had sought a transfer of his canonical residence to the Argentina-based Anglican Province of the Southern Cone and was eventually deposed by the Rt. Rev. Jerry Lamb, then bishop of the Diocese of Northern California.
Miller did not return ENS telephone calls June 10. Mike McIntosh, parish administrator for the disaffiliated group, said a news release would be issued eventually, but declined further comment. The congregation’s last service in the church will be Sunday, June 28.
The continuing Episcopal congregation eventually began meeting on Sunday evenings at the Elim Lutheran Church in Petaluma who “magnificently sheltered us,” said Cram. He added that he hopes: “to present a healthy Christian perspective of love, compassion and kindness to our community, to be the yeast for the values of unity and inclusiveness in Petaluma.”
Meanwhile, Bishop Jerry Lamb of San Joaquin told ENS that discussions are underway with St. Paul’s Church in Modesto for return of that property by July 1, which several years ago affiliated with the Anglican Mission in America.
The Rev. Michael McClenaghan, rector, did not return ENS calls.
Lamb was already planning an organizational meeting, seeking lay leaders to begin the work of transition. “I have been making calls this week to laity who are or have been members of St. Paul’s and have signaled their desire to remain in the Episcopal Church,” he said in a statement posted on the diocesan website.

Gay Couples Forced to Flee US Over Immigration Law
An estimated 36,000 Americans face a choice — separate or move abroad — because they can’t secure green cards for their partners like heterosexual spouses can., said U.S. Rep. Jerrold Nadler, D-NY, citing information from the advocacy group Immigration Equality.
Bills have been introduced in Congress to treat same-sex partners like heterosexual spouses for the purposes of immigration but are likely to face a strong fight, both from gay marriage opponents and anti-immigration groups. The 1996 Defense of Marriage Act prevents immigration officials from recognizing gay marriages, even from states where they are now legal.
Proponents see the issue as a basic rights question, and Steve Ralls, a spokesman for Immigration Equality, said he believes the best chance for the legislation is as part of a larger immigration bill.
But other immigration advocates want to keep the issues separate, fearful of bogging down an already tough fight. Kevin Appleby, migration policy director for U.S. Conference of Catholic Bishops, said the push for same-sex partners in immigration is about getting recognition in federal law for gay marriage — which he opposes.
”It’s an unholy marriage of the immigration debate and the same-sex marriage debate,” he said. ”It’s very combustible.”
Lown’s decision last month brought the issue to an unlikely place, a town of 90,000 where ranchers and roughnecks from the vast open lands come to do their banking and send their kids to the regional state college. The town’s only other recent brush with national fame came last year when it housed the hundreds of children taken from a polygamist sect’s ranch in nearby Eldorado.

LOS ANGELES: All Saints, Pasadena, clergy opt out of civil marriages until gay couples can legally wed
Clergy at All Saints Episcopal Church in Pasadena, California, are opting out of performing civil marriages until gay couples can legally wed–and are encouraging other clergy to do likewise, according to the Rev. Ed Bacon, rector.
“At the heart of Jesus’s moral vision and All Saints’ historic mission is respecting the dignity of every human being,” Bacon said in a June 3 press release announcing the decision, which is effective immediately.
“The California Supreme Court in its recent opinion has ruled that those of same-gender affections are second-class citizens,” Bacon added. “Denying fundamental rights to a certain classification of humanity is blatant discrimination with which our governing board, the other clergy of All Saints, and I will not participate. We invite other clergy and congregations to join us in this stand for marriage equality.”
Bacon referred to the May 26 state Supreme Court ruling that upheld the controversial Proposition 8, a constitutional amendment providing that “only marriage between a man and a woman is valid in California.” Their decision sparked nationwide rallies by both advocates and opponents of the measure.
The Rev. Susan Russell, an associate at the Pasadena congregation known for its social activism and progressive politics, said on June 4 that clergy are meeting with couples whose nuptials were already planned “to explain the new policy and hold pastoral conversations about the impact on them.
“We only do member weddings, so folks married here at All Saints typically share our values of inclusion and would be on board, we think, with making arrangements to have the civil part of their marriage take place external to All Saints clergy,” said Russell, who is president of Integrity USA, an advocacy group for gay, lesbian, bisexual and transgender Episcopalians.
But she added that: “We will continue to serve and marry them civilly if that’s what the couple prefers for whatever reason because that was the contract going in.”
All Saints vestry, at its June 2 meeting, had unanimously passed a resolution declaring that “the sacramental right of marriage is available to all couples, but that the clergy of All Saints Church will not sign civil marriage certificates so long as the right to marry is denied to same-sex couples.”
The vestry’s decision acknowledged “our active participation in the discriminatory system of civil marriage is inconsistent with Jesus’s call to strive for justice and peace among all people and respect the dignity of every human being.” The resolution states “civil marriage in the State of California is, as a result of Proposition 8 and the Court’s decision, a constitutionally-mandated instrument of discrimination, which furthers injustice and denies same-sex couples the fundamental dignities to which each human being is entitled,” Bacon said. Russell said there was little discussion in the vestry meeting. “It was just a no-brainer that of course we want to take steps that keep us from being complicit in state-sponsored discrimination.
“I keep thinking I couldn’t be prouder to work at All Saints church than I already am and then our leadership keeps taking steps that make me even prouder,” Russell said. “It was it is such a part of the DNA of All Saints Church to stand with those in need of solidarity. This stand is so deeply rooted in our baptismal covenant, it gives us such a strong theological place to stand. It feels like very firm foundation, indeed.”
The Rev. Neil Thomas of the Metropolitan Community Church (MCC) in Los Angeles, a petitioner in the Proposition 8 case, said the 40-year-old 500-member congregation likewise is observing a moratorium on signing civil weddings.
“We will not sign the paperwork” for civil marriages, said Thomas, whose ministry is primarily, but not exclusively, to the LGBT community. He is also the president of California Faith for Equality, a progressive interfaith movement of about 6,000 clergy, which submitted an amicus brief advocating that the California Supreme Court overturn Proposition 8.

Voices of Witness Africa New documentary tells stories of gay Anglicans
Voices of Witness Africa is a new 30-minute documentary intended to help Episcopalians listen to the views and experiences of Anglicans who are gay, lesbian, bisexual and transgender (GLBT) and to emphasize that homosexuality is “not just a North American or European issue,” says the Rev. Cynthia Black.
Co-produced by Black, rector of Christ the King Church in Kalamazoo/Texas Corners, Michigan, and Katie Sherrod, a writer and commentator based in Fort Worth, Texas, the documentary features GLBT Africans who talk about their lives and their relationships with God and the church.
“The voices of LGBT folks from around the world need to be heard,” says Black.
Among those interviewed for the documentary is the Rt. Rev. Christopher Senyonjo, retired bishop of the Diocese of West Buganda in the Anglican Church of Uganda, who leads a study and prayer group for gay Anglicans. “I’m sorry about what the church is saying. God loves you, God loves you,” Senyonjo says in support of GLBT Christians. While he acknowledges that speaking out has been “very risky,” Senyonjo adds, “When you know the truth, it should make you free.”
Although homosexuality is illegal in most African countries, “several people in the film cite cause for hope,” said a news release from the Chicago Consultation, a sponsoring organization of the documentary.
“Many, many years ago, when the townships were in smoke and people were dying, we never thought that we would be where we are now,” Yvonne Daki, manager of iThemba Lam Center of Inclusive and Affirming Ministries in South Africa, says in the documentary. “We will have one day a situation where gay people can speak openly about their sexuality.”
For Black, one of the surprises when working on the documentary was “how willing participants were to have their name and image used publicly, even when they knew their bishop would be receiving a copy of the film, and even when there could potentially be horrific consequences for doing so … Their courage is incredible.”
Sherrod was most impressed how the interviewees’ faith “informs their actions every minute of every day. All of them spoke of God as a intimate part of their lives, a presence who gives them hope and strength in the face of terrible oppression and active persecution, not only by the state, but in most cases by the Anglican church leaders in their country. To witness the depth of their faith was inspiring and humbling.”
“Viewers who have followed the plight of GLBT people in Africa will hear familiar and tragic stories of fear, imprisonment and abuse,” the Chicago Consultation news release said. “However, they may also be surprised by the support and hope voiced by some of the film’s subjects, including African Anglican bishops and priests.”
Black said that much inspiration can be found in the stories of hope that were heard — “hope that one day the church will have moved beyond the issues of sexuality that divide it.”
All the instruments of communion have supported a process of listening to the experiences of homosexual people throughout the Anglican Communion. At the 1998 Lambeth Conference, resolution 1.10 committed all the provinces of the Anglican Communion to a listening process. It was not until 2005 that the Listening Process was officially launched with the appointment of a facilitator who would monitor the work being done, share the results and enable further listening.
The Anglican Consultative Council, the communion’s most representative policy-making body, met in Jamaica in May 2009 and supported the renewal of the Listening Process, which has received a 2.5-year grant from the Satcher Health Leadership Institute at the Morehouse School of Medicine in Atlanta, Georgia to run five “pilot conversations” around the communion.
The “Voices of Witness Africa” documentary is being released just before the Episcopal Church’s General Convention, which will be held July 8-17 in Anaheim, California. “At the meeting, deputies and bishops will discuss both the church’s mission in the developing world and the inclusion of gay, lesbian, bisexual and transgender people,” the Chicago Consultation news release said. “The film is being mailed in advance to all deputies and bishops. It is also being mailed to all bishops of the Anglican Communion, including those who lead churches that are hostile to GLBT Christians.”
“With General Convention approaching, some people focus on what effect its actions might have on the part of the Anglican Communion that is more conservative than the Episcopal Church,” said Black. “I think the film helps us to remember that there are hundreds of thousands of LGBT folks in the communion who are watching what the Episcopal Church does.”

Dr Williams wrote: ‘The organ of union with the wider Church is the Bishop and the Diocese rather than the Provincial structure as such. Those who are rushing into separatist solutions are, I think, weakening that basic conviction of Catholic theology and in a sense treating the provincial structure of The Episcopal Church as if it were the most important thing – which is why I continue to hope and pray for the strengthening of the bonds of mutual support among those Episcopal Church Bishops who want to be clearly loyal to Windsor.’
So the Anglican Communion Institute bishops, who along with Fulcrum and the people over at Covenant form a sort of neo-orthodox trinity trying to find a way to be at one and three all at the same time, could be forgiven for believing they are merely being true to Windsor and doing what the Archbishop of Canterbury has wanted all along.
But are they? I’ve got some seriously bad news for them.
Apparently the sands have shifted. That letter to Howe was written in 2007. Now is 2009, nearly two whole years later. The covenant is in its third draft and there can be no doubt, reading it, that when it speaks of ‘church’, as it does many times, it means a national church, or a province.
Ecclesiastical polity is a many-layered complex thing. Even when we imagine we’re still in the land of Richard Hooker it is changing all the time. Yet on one level, that of true polity, it remains exactly the same as it was in Hooker’s day.
I have it on good authority that things are deemed to have moved on rather substantially, but some things cannot change, otherwise we truly will not be a ‘proper church’, not even an ecclesial community, but just a rather drippy federation.
There is absolutely no way the ACI bishops will be enabled to perform some sort of subtle non-schismatic ecclesiological split manoeuvre on The Episcopal Church, leaving their orthodox dioceses at the centre of a covenental Communion along with Cantuar and the conservatives, with the liberal pro-gay majority forced to dance around on the edges in some ‘outer circle’ of recognition.
Whichever side you’re on, either you’re for them or against them, folks. It just will not be possible for either side to have it both ways if the Covenant is to work. It’s called having your communion and eating it too.

Integrity Responds to Primates’ Communique from Alexandria
MOBILE, AL–Integrity USA is disappointed but not surprised that thecommunique issued by the primates of the Anglican Communion earlier todayrepeated the all-too-familiar call for moratoria on the election of bishops in same-gender unions, rites of blessing for same-sex unions, and cross-border interventions.
“There’s an American superstition that ‘bad things come in threes,’” said Integrity President Susan Russell speaking from the Episcopal Urban Caucus Annual Assembly in Mobile. “And accepting the lumping together of these three issues in one moratoria package would be a very bad thing for the Episcopal Church as a whole and its LGBT faithful in particular.”
“Calling a halt to actions that violate the polity and boundaries of the autonomous national churches that are constituent members of the Anglican Communion is preserving the historic unity of the church. Scapegoating a percentage of the baptized by excluding them from a percentage of the sacraments of the Body of Christ is participating in the appeasement of bigotry. They’re apples and oranges.”
Russell continued, “Presiding Bishop Katharine Jefferts Schori is absolutely correct in stating that moratoria are a matter for General Convention in Anaheim this summer. Resolutions have already been submitted that would move the Episcopal Church beyond the non-canonical restraints imposed by B033 and forward on marriage equality. Integrity USA believes that General Convention will reaffirm that all the sacraments are open to all the baptized. We will be working with our allies to achieve that gospel agenda item next July.”
“Integrity encourages all concerned Episcopalians to contact their bishops and General Convention deputies and dialogue with them on these issues as they prepare for Anaheim,” concluded Russell. “The question on the table is whether or not we mean it when we renew that Baptismal Covenant’s promise to respect the dignity of every human being. Integrity is counting on the Episcopal Church saying, “We will with God’s help.”

Archbishop of Sudan calls for New Hampshire bishop Gene Robinson … for a second time
Editor’s note: With all that needs to be set right in the Sudan, you’d think the “Anglican Church” there would have something better to do than call (again) for Bishop Gene Robinson to resign. Perhaps the Sudanese church thinks there’s money to be raised by bowing to the conservative American millionaires who in the past have funded the far right’s campaign to split the Episcopal Church in the US. Who knows? At any rate, this call for Bishops Gene’s resignation will do as much good as it did at Lambeth when it was first voiced. Maybe it is just easier for the Sudanese archbishop to bash a gay scapegoat than it is for him to face his nation’s huge problems …
There were renewed calls yesterday for the resignation of the Right Reverend Gene Robinson, the openly gay bishop of New Hampshire, and of the clergy those who consecrated him.
The demand came from the Archbishop of Sudan, the Most Reverend Daniel Deng, who last summer shocked Anglicans by issuing a statement condemning the 2003 decision to consecrate Robinson, a non-celibate gay man, and the US bishops responsible for his appointment.
The position was supported by the Episcopal Church of Sudan, which with has four million followers, 300 primary schools and 24 dioceses. It had previously remained neutral on the issue of homosexuality. The unexpected statement was of special concern for the US Episcopal Church, which enjoys close ties to the African country.
On the penultimate day of a meeting between the world’s archbishops and senior bishops to address regional and international concerns, Deng was asked whether he had changed his stance on Robinson and the US Episcopal Church.
He replied: “We are asking that within the primates meeting and the situation on the statement remains the same. We have not deviated. What is needed is for churches in the Anglican world to wrestle with these issues so it comes to an end.”
