‘Two-Track’ Church Suggested by Archbishop of Canterbury

— The Most Rev. Rowan Williams, the , said among the world’s 77 million over and same- could divide their church into a “two-” yielding “two styles of being .”

The developments were seen by and as likely turning points in the history of the divided , reflecting the profound rifts over within — the world’s third largest network of Christian after the and Orthodox . The differences have crystallized around the ’s consent in 2003 to the of the church’s first openly bishop, V. Gene Robinson of .

In his message, repeated his view that “a blessing for a same- union cannot have the authority” of the full , any more than a blessing for a couple living outside would have.

That, in turn, means that as long as the broader church “as a whole does not bless same- , a person living in such a union cannot without serious incongruity have a representative function in a Church whose public teaching is at with their .”

The issues have confronted the archbishop with not simply between and in the but also across the broader church with its many in , Britain and elsewhere. Four in the and many individual have broken away from the national to forge alliances with such as the Church of .

said: “There is at least the possibility of a twofold ecclesial reality in view in the middle distance: that is, a ‘covenanted’ global body, fully sharing certain aspects of a vision of how the Church should be and behave, able to take part as a body in ecumenical and interfaith ; and, related to this body, but in less formal ways with fewer formal expectations, there may be associated local in various kinds of mutual and with one another and with ‘covenanted’ provinces.”

The archbishop has promoted the idea of — described by some analysts as a kind of good-behavior guide for — to overcome the rift.

“This has been called a ‘two-tier’ model, or, more disparagingly, a first- and second-class structure,” the archbishop’s message said. “But perhaps we are faced with the possibility rather of a ‘two-track’ model, two ways of witnessing to the heritage, one of which had decided that local had to be the prevailing value and so had in good declined a covenantal structure.”

The message continued: “It helps to be clear about these possible futures, however much we think them less than ideal, and to speak about them not in apocalyptic terms of and excommunication but plainly as what they are — two styles of being , whose mutual relation will certainly need working out but which would not exclude in mission and service of the kind now shared in the .”

Diocese of Niagara to offer same-sex blessings

As of Sept. 1, the will allow its to bless same-gender who have been civilly married.

Niagara becomes the second diocese in the Church of , after the -based New Westminster, to offer a for same- . (The , which allowed same- in 2002, currently limits the rite to eight parishes.) The issue of same- continues to deeply divide in as well as worldwide.

“The Niagara Rite is intended for the voluntary use of who wish to offer a of blessing regardless of the gender of the civilly married persons…” the said on its Web site, www.niagara.anglican.ca

The rite may also be used for the blessing or renewal of for “celebrating a significant moment in their together,” said an introduction to the Niagara Rite.
The approval of the rite came five years after the diocesan of Niagara passed a motion allowing civilly-married , “where at least one party is baptized,” to receive a church blessing. The at that time, , had refused to implement the motion. In January 2008, a similar motion was approved by Niagara’s diocesan , and this time, Bishop Spence gave his approval, but said he reserved the right to determine when the same- would move forward.

Last fall, Bishop Spence’s successor, , informed a meeting of the Canadian house of that he intended to develop the rite, saying, “I believe we are among those who have been called by to speak with a on this subject.”

Under a list of outlined by Bishop Bird, a who wishes to offer the Niagara Rite must contact the bishop’s office “so that a conversation can take place between the bishop and the involved.” The is expected to provide details about the couple the intends to bless “and should be prepared to have a conversation about the response of the parish to the ,” the list added. “A date for such a blessing should not be confirmed with the couple until after this conversation with the bishop has taken place.”

A parish is not required to get the approval of its vestry before it can offer such .

Two other – Montreal and – have also informed the house of about their to move with same- . At that meeting, the house of issued a a “large majority” of its could affirm “a continued commitment to the greatest extent possible” to a on the blessing of same- . But it acknowledged that the , which had been sought by the and the of the , would be difficult for some “that in have made on these matters.”

The issue of whether can offer same- is likely to be revisited at the 2010 meeting of General , the governing body of the Church of . In 2007, General had agreed that blessing rites for are “not in ” with core church doctrine, but refused to affirm the authority of to offer them. General delegates had also voted to study revising the (church law) to allow to marry all legally qualified persons. for has been legal in since 2005.
Last spring, Council of General (CoGS), the church’s governing body in between General meetings, decided not to ask General 2010 to amend the to allow for the of same- . The decision was made after the , worship and ministry committee, which was asked by CoGS to prepare “a theological rationale to allow for the of all legally qualified persons,” said that it found the request problematic. Janet Marshall, committee chair, told CoGS that some felt uncomfortable about being asked to create a rationale for only one side of the argument.

There’s no pride in bashing gays, Bishop

If you’re reading, , I really didn’t want to have another at you about your trenchant and sometimes views about what constitutes Christian . As to the rest of you reading this, I’m sorry if it looks as if whenever Dr Michael -, who retires as Bishop of Rochester in September, makes a public statement I an attack on him. Believe me, the routine is tiresome for me, too.

But his comments in yesterday’s Sunday , which he is expected to repeat today, that should “repent and be changed” cannot pass unchallenged. Or rather, they should not go challenged only by rights , such as , who you would expect to be somewhat antipathetic to the expressed view.

Because Dr - is wrong in the eyes of a broad of kind and tolerant of differing , and of the Christian , other and no at all. Badly, badly wrong.

I say that I didn’t want to have another fight with him because such fights polarise , and we’re at our best when we’re talking. I went to a private recently, to which Dr - was also invited. He didn’t show. The seat next to me went empty. I do hope he didn’t bottle it; it’s important that don’t just inhabit comfort zones with who share their views.

Dr -’s are the Fellowship of Confessing (Foca), who this week will try to get the over going again, while denying that they are doing any such thing. Had he turned up to our , I would have asked him why he and Foca are so convinced that they know the mind of better than those who disagree with them and that their interpretation of is with absolute certainty the one and only true one.

When I write about the Church and , inevitably I receive messages that read simply “Romans 1:26-27″ or “1 Corinthians 6:9″, as if that settles something. We can argue until we’re at the pearly gates. But the essential difference between Dr - and me is this: I accept, disappointing as I would find it in my fiery furnace, that he might be right. By contrast, he and his cannot accept that I might be right, claim that I can’t be a proper Christian, and some of them go so far as to suggest that I’ll burn in for all .

And there’s the real problem: it’s an issue of intolerance. has long been characterised by a broad . But my of Dr - and his , that they are with whom I happen vehemently to disagree, doesn’t seem to be reciprocated.

Condemnation for bishop who called for gay people to ‘repent’ Independent

The Bishop of Rochester has been accused of pandering to hate and after calling on to repent. Michael - provoked among when he urged to stick to instead of being swayed by “culture and trends”.

Chris Sugden, of the Fellowship, said a message from the will be read out during the ceremony but a Buckingham Palace called it nothing more than a “standard response” to the many requests made to the monarch each year. “It isn’t endorsing anyone’s point of view,” she said.

Voices of Witness Africa New documentary tells stories of gay Anglicans

Voices of Witness Africa is a new 30-minute intended to help Episcopalians listen to the views and of who are , , and (GLBT) and to emphasize that is “not just a North American or European issue,” says the Rev. .

Co-produced by Black, rector of Christ the King Church in Kalamazoo/Texas Corners, Michigan, and , a writer and based in Fort Worth, Texas, the features GLBT who talk about their lives and their with and the church.

“The of folks from around the world need to be heard,” says Black.

Among those interviewed for the is the Rt. Rev. Christopher Senyonjo, retired bishop of the Diocese of West Buganda in the Anglican Church of Uganda, who a study and group for . “I’m sorry about what the church is saying. loves you, loves you,” Senyonjo says in support of GLBT . While he acknowledges that speaking out has been “very risky,” Senyonjo adds, “When you know the , it should make you free.”

Although is illegal in most , “several in the film cite cause for hope,” said a from the Chicago Consultation, a sponsoring of the .

“Many, many years ago, when the townships were in smoke and were dying, we never thought that we would be where we are now,” Yvonne Daki, manager of iThemba Lam Center of Inclusive and Affirming Ministries in South , says in the . “We will have one day a situation where can speak openly about their .”

For Black, one of the surprises when working on the was “how willing were to have their name and image used publicly, even when they knew their bishop would be receiving a copy of the film, and even when there could potentially be horrific for doing so … Their is incredible.”

Sherrod was most impressed how the interviewees’ “informs their actions every minute of every day. All of them spoke of as a intimate part of their lives, a presence who gives them hope and strength in the of terrible oppression and active , not only by the state, but in most cases by the in their country. To the depth of their was inspiring and humbling.”

“Viewers who have followed the plight of GLBT in will hear familiar and tragic stories of , and abuse,” the Chicago Consultation said. “However, they may also be surprised by the support and hope voiced by some of the film’s subjects, including African and .”

Black said that much can be found in the stories of hope that were heard — “hope that one day the church will have moved beyond the issues of that divide it.”

All the instruments of communion have supported a process of listening to the of throughout the . At the 1998 , resolution 1.10 committed all the provinces of the to a listening process. It was not until 2005 that the Listening Process was officially launched with the of a who would monitor the work being done, share the results and enable further listening.

The Anglican Consultative Council, the ’s most representative policy-making body, in in May 2009 and supported the renewal of the Listening Process, which has received a 2.5-year grant from the Satcher Institute at the Morehouse School of in Atlanta, Georgia to run five “pilot ” around the .

The “ of is being released just before the ’s General Convention, which will be held July 8-17 in , California. “At the meeting, and will discuss both the church’s mission in the developing world and the of , , and ,” the Chicago Consultation said. “The film is being mailed in advance to all and . It is also being mailed to all of the , including those who that are hostile to GLBT .”

“With General Convention approaching, some on what effect its actions might have on the part of the that is more than the ,” said Black. “I think the film helps us to remember that there are of folks in the who are watching what the does.”

Archbishop of Sudan calls for New Hampshire bishop Gene Robinson … for a second time

Editor’s note: With all that needs to be set right in the Sudan, you’d think the “ Church” there would have something better to do than call (again) for to resign. Perhaps the church thinks there’s to be raised by bowing to the who in the past have funded the far right’s campaign to split the in the US. Who knows? At any rate, this call for Gene’s will do as much good as it did at when it was first voiced. Maybe it is just easier for the archbishop to bash a than it is for him to his nation’s huge problems …

There were renewed calls yesterday for the of the Right Gene Robinson, the openly bishop of , and of the those who consecrated him.

The demand came from the Archbishop of&;Sudan, the Most Daniel , who last summer shocked by issuing a statement condemning the 2003 decision to consecrate Robinson, a non-celibate man, and the US responsible for his .

The position was supported by the of Sudan, which with has four million , 300 primary schools and 24 . It had previously remained neutral on the issue of . The unexpected statement was of special concern for the US , which enjoys close to the African country.

On the penultimate day of a meeting between the world’s and senior to regional and , was asked whether he had changed his stance on Robinson and the US .
