The District of Columbia Board of Elections and Ethics rejected a proposed ballot question intended to block city recognition of same-sex marriages from other locations. Last month, the City Council voted 12 to 1 to recognize same-sex marriages from other jurisdictions, a decision widely seen as a prelude to an inevitable vote on legalizing same-sex marriages in the capital.
