During one of the worst budget years in the history of the state, EQCA and the LGBT Legislative Caucus secured almost a half a million dollars in state funding for programs to protect LGBT survivors of domestic violence and to establish a position in the Department of Education to effectively implement laws that protect LGBT students. In addition, the Governor signed landmark legislation requiring training for all senior care providers in the state, as well as a bill to protect foster youth at school.
Due in part to the budget crisis, the Governor vetoed a record number of bills in 2008. Among them were two EQCA-sponsored bills – AB 2567 (Leno), which would have established May 22 as Harvey Milk Day, and SB 153 (Migden), which would have provided same-sex couples with relief from unfair property tax increases
