Arkansas Secretary of State Charlie Daniels has certified a proposed act aimed at effectively banning gays and lesbians from becoming foster or adoptive parents clearing it to appear on the fall ballot in Arkansas. Senate bill 959 was passed in the state Senate only to die later in the Arkansas House of Representatives’ Judiciary Committee.
