I hate to sound pessimistic, but the Police have a history of making statements about how serious and appalling things like this are, while seemingly doing little to actually hold anyone responsible.

When it’s a homophobic hate crime it’s all suddenly terribly hard to find any likely culprits. Police officers are well aware of the characters in their areas, and someone knows who is responsible for this. Just as someone knows who is responsible for the recent homophobic attack where youths chased a couple into a pub brandishing weapons.

The notion that these people hide away and only come out to attack people randomly like masterful ninjas is complete bullsh*t. I’ll bet that numerous cops know who these people are.

Then again some of the political rivalry at this end of the spectrum just gets nasty, so I wonder if it could even be from a rival. There was a case like this a while back where an abusive phone messsage had been left but it turned out to be left by another counsellor:

      or this councillor …

There are some particularly nasty and self-serving people who get involved in local politics, it seems to me. I wouldn’t put this sort of thing past them.
