The wording is weird, Maine, Maryland, and Washington were the last three states to legalize marriage equality but it started in the US with Massachusetts in 2004. And it is only 9 states, DC, and 2 native american tribes.
It’ll be a fairly major battle in the Senate as I understand it but I think if the House votes strongly in favour they’ll have a hard time justifying voting against especially as they are almost all Democrats.
That’s why I’m not counting chickens. It does appear though that there will be a large vote in favour in the House which will make it difficult for the Senate to justify a vote against. Difficult but not impossible, especially for Catholic Dixiecrats.
