I hope that it is badly handled public comment by the Pentagon (again!) and what they are actually doing is agreeing to a change in policy for a reasonable period (albeit restricted) so they can review any issues that expectedly might occur; with the intention of then continuing the permission if no amendments are required on the basis of the experience.
One off will never hold. They will then have to defend why they allow uniformed personnel to march in other parades like the St. Patrick’s Day parade and thousands of other parades across the country.
It’s also offensive that they assumed that gay military personnel would be any more likely to bring disrepute to the forces or shame to the uniform than any other service member.

If Romney gets in, you can be sure the Pentagon will go all religious and stop anyone in uniform going anywhere near Pride events.
