One of the biggest losers in Labour's NHS cuts are HIV clinics (testing and treating services). They are seen as 'easy targets' when slashing services to save money. For all the things the Tories did and didn't do in the 80s, very few people can fault their excellent hard-hitting campaigns to alert people to the virus (then a bigger killer) and educate the public generally. Norman Fowler, the then Conservative Secretary of State for Health, led the campaign. He's a hero.
