One simple way to resolve the social and cultural differences in member states is to open marriage for LBG people once and for all, whether they like it or not. Full equality for all is only achieved when all are treated identically without prejudice and relegating segregation as legal in order to convey some or mostly all of the rights of marriage will only invite more discrimination which is what we are seeing already. Separate but equal is an oxymoron, a polite term for state sponsored segregation.
