  3. On the contrary, these regimes unfortunately need punitive measures to “encourage” them to behave in a civilised manner to all their peoples, not just the LGBT. All this petty tribalism will never help Africa to develop and prosper. Look at Kenya earlier this year; see Zimbabwe! The main problem is enforcing the UN Charter when the UN has no teeth; sadly it seems all you can do is impose sanctions and reprimands.
