    The only way the EU can resolve the huge disparity between member states wherein only four offer marriage to same-sex couples and a handful of others offer civil unions, partnerships, PACS, is to open full marriage to everyone. There will be never be an agreement between states as long as there are differing forms of unions outside of marriage with some offering more and others less without any standard conformity or mutual reciprocity or recognition. Marriage is the only legal union that provides such conformity and is international and now portable in six western countries and growing.
