Ken was caught out lying yesterday, when was questioned by Andrew Neil. Ken claimed in a previous Newsnight mayoralty debate that he had promised to raise the congestion charge in his 2004 manifesto. But Neil had checked the whole manifesto, and Livingstone was eventually forced to admit that he had made it up.
